Jakarta forum hit by China-Taiwan spat

A Taiwanese delegation pulled out of a high-profile regional security forum in Jakarta at the last minute after Beijing protested to the Indonesian government about their presence.

在中国向印尼政府提出抗议后，台湾代表团在最后一刻退出了在雅加达举行的一个令人瞩目的地区安全事务论坛。

The four-person delegation from Taiwan had planned to attend the two-day Jakarta International Defense Dialoguecorrect spelling Defense, which began in the Indonesian capital on Wednesday.

台湾的4人代表团本来准备出席为期两天的雅加达国际防务对话会(Jakarta International Defense Dialogue, JIDD)，周三这个会议在印尼首都开幕。

Andrew Li-Yan Hsia, Taiwan’s chief representative in Jakarta, said two Taiwanese scholars and two staff of Taiwan’s office in Jakarta had their invitations to attend the JIDD “withdrawn” without further explanation earlier this week and that Taipei was “not pleased”.

台湾驻印尼经济贸易代表处代表夏立言(Andrew Li-Yan Hsia)表示，本周早些时候，两名台湾学者和台湾驻雅加达代表处的两名人员出席对话会的邀请被“收回”，而主办方未作进一步解释，台北方面对此感到“不快”。

“This is about security in the region [and] certainly we are one of the major players in the region,” said Mr Hsia, who serves as Taiwan’s de facto ambassador to Jakarta in the absence of formal diplomatic relations between the two.

“事关地区安全，而我方肯定是地区的一个重要参与者，”夏立言表示。在双方没有正式外交关系的情况下，他扮演着台湾在雅加达事实上的大使角色。

Taiwan has struggled for representation at multilateral forums and agencies. Beijing, which claims sovereignty over Taiwan, often protests when foreign governments have issued invitations to Taiwanese overseas representatives or granted visas to its officials.

台湾一直难以在多边论坛和机构获得代表。当外国政府向台湾驻外代表发出邀请，或向台湾官员发放签证时，声称拥有台湾主权的北京方面往往提出抗议。

Major General Syaiful Anwar, who chaired the Indonesian organising committee of the JIDD, told the Financial Times that the Chinese embassy in Jakarta found out about the Taiwanese delegation, made a verbal protest to the defence ministry and “asked us to discourage them” from attending.

雅加达国际防务对话会的印尼主办委员会主席赛义福•安华(Syaiful Anwar)少将告诉英国《金融时报》，中国驻雅加达大使馆掌握台湾代表团将出席对话会的情况后，向印尼国防部提出口头抗议，并且“要求我们阻止台湾方面”与会。

One person in Taipei familiar with the trip said the Taiwanese hoped to hold sideline meetings with delegates from the US and the Philippines in Jakarta to discuss issues including security in the South China Sea.

在台北，一名了解相关安排的人士透露，台湾方面曾希望在雅加达对话会的间隙与美国和菲律宾代表会晤，商讨南海安全等问题。

The incident underlines the difficulties that rising powers such as Indonesia face as they try to enhance their role on the global stage and deepen their relations with China and the US without becoming entangled in prickly bilateral and multilateral issues.

这一事件突显印尼这样崛起中的强国所面临的难处：它们试图在全球舞台上强化自己的角色，并与中国和美国都加深关系，但又不希望卷入棘手的双边和多边问题。

Indonesia has been at the forefront of attempts to ensure that the 10-member Association of Southeast Asian Nations maintains a united position when dealing with an increasingly assertive China over territorial disputes in the South China Sea.

印尼一直在带头努力，力求确保10个成员国的东南亚国家联盟（Association of Southeast Asian Nations，简称“东盟”）形成统一立场，共同应对在南海领土纠纷中越来越强硬的中国。

But, at the same time, the Indonesian government remains reluctant to upset China, which is one of its biggest trade partners and investors.

但与此同时，印尼政府仍不愿得罪中国。中国是印尼最大的贸易伙伴和投资来源国之一。

Maj Gen Anwar said a Taiwanese delegation had participated in last year’s JIDD, when there was no objection from Beijing. “As this is a government-organised event, we have to listen to any objections from other governments. If there are no objections, we welcome everybody.”

安华少将表示，台湾代表团出席了去年的雅加达国际防务对话会，当时中国没有发表反对意见。“由于这是一个政府主办的活动，我们必须听取其它国家政府的任何反对意见。如果没有反对意见，我们对所有代表团都是欢迎的。”
