内地顶尖核物理学家何祚庥教授表示，核反应堆兴建步伐过快，或会危及经济可持续性和环境安全。

身为中国科学院院士的何祚庥表示，中国可能无法负担这种快速发展，其中一个原因是核燃料短缺。

能源政策顾问估计中国至少有200万吨天然铀矿藏，但何祚庥表示，根据国际原子能机构的数据计算，矿藏不到30万吨。

他上周在《科学时报》发表文章，表示： "中国能从国际市场进口多少天然铀资源?恐怕比进口石油、天然气还要困难很多！"

燃料短缺的一个解决办法是发展快堆技术，理论上这能将商业热能反应堆的燃料效力从1%提高至60%或以上。但何祚庥指出，快堆的运作需要更大规模的投资，保养成本也更高，可能严重削弱核能的竞争优势。

Building too many nuclear reactors too fast can threaten economic sustainability and environmental safety, according to Professor He Zuoxiu , the mainland's leading nuclear physicist.

One reason why the nation could not afford such high-speed growth was the shortage of nuclear fuel, said He, who is also a fellow at the Chinese Academy of Sciences.

Energy policy advisers estimate that the country has at least 2 million tonnes of natural uranium reserves, but He said his calculations, based on data from the International Atomic Energy Agency, showed there were less than 300,000 tonnes.

"How much uranium will China be able to import from international markets? I am afraid it will be much more difficult than importing oil and natural gas," he wrote in an article published in Science Times last week.

One solution to the fuel shortage is fast reactor technology, which could theoretically increase the fuel efficiency of commercial thermal reactors from 1 per cent to 60 per cent or more.

However, a faster reactor's operation would need greater investment and higher maintenance costs, which would severely diminish the competitive edge of nuclear power, He said.
