東盟防務會議南海問題將成重點

    亞洲各國領導人將在未來幾天齊聚峇厘島，參加一年一度的東南亞國家聯盟地區防務論壇，預料南海主權問題將成焦點。

    據準備參加會議的外交人員表示，中國在上次會議成平郃謅F對南海問題的討論，但預料此次會議上這一議題將成焦點。

    東盟十國外交部長與中國外交部長楊潔篪均將出席會議，預料主要將討論如何進一步緩解南海緊張局勢。另外，美國、日本、澳洲和幾個東盟國家預料將在27國論壇上提出南海問題，或重演去年美國國務卿希拉里在河內與越南外交部長就此責難楊潔篪的一幕。

    駐新加坡的內地學者王翰靈認為，中國特使今年已做好準備，討論如何與各國合作，但會警惕任何圍攻中國的企圖。

    身為中國社會科學院國際法中心海洋法與海洋事務研究基地主任的王翰靈表示，如果一些國家懷有反華情緒，並利用這次會議借題發揮，將無助於改善形勢，重點應是尋求合作。

        Regional leaders at Asean meetings in Bali likely to focus on boosting efforts to ease tensions

Weeks of diplomacy over escalating tensions in the South China Sea are set to intensify in the next few days as regional leaders gather in Bali for annual security meetings.       

The need to strengthen efforts to ease tensions long-term is expected to dominate when Asean's 10 foreign ministers gather ahead of a meeting with Foreign Minister Yang Jiechi . Several countries, including the US, Japan, Australia as well as several Asean states, are expected to raise South China Sea issues during the 27-nation forum itself - mirroring the situation in Hanoi last year when US Secretary of State Hillary Rodham Clinton and her Vietnamese counterpart led a diplomatic ambush of Yang over the dispute. 

 Dr Wang Hanling, a Singapore-based mainland scholar, said he believed Chinese envoys were prepared to discuss "co-operative efforts" this year but would be wary of any attempt to bash China en masse. 

"If some countries harbour an anti-China mentality and use the meetings to exploit this, it would not be helpful," Wang, the director of the Centre for Ocean Affairs and the Law of the Sea at the ChineseAcademy of Social Sciences, said. "The focus must be co-operation."
