— Remarks by H.E. Ambassador Xie Feng at the 15th US-China CEO and Former Senior Officials’ Dialogue

大家下午好！很高兴参加第十五轮中美工商领袖和前高官对话。在中美建交45周年、美国大选落下帷幕之际，举办此次对话恰逢其时。在座各位朋友都是中美关系的积极参与者、贡献者，也是重要利益攸关方。感谢你们长期以来为中美关系发展所做积极贡献。

Good afternoon. It is a great pleasure to join you at the 15th US-China CEO and Former Senior Officials’ Dialogue. As we mark the 45th anniversary of our diplomatic relations and the US presidential election has drawn to an end, this dialogue could not have come at a better time. All the friends here are active participants in, contributors to and important stakeholders in the China-US relationship. Thank you all for your long-time contribution!

当前，国际形势变乱交织，世界进入新的动荡变革期，再次处于关键十字路口。中美关系又站在新的历史起点上，何去何从，牵动整个世界的目光。人们迫切希望了解，中美关系会向何处去？两国人民能否携手开创一个美好的未来？

The international landscape today is fluid and complex. The world has entered a new period of turbulence and transformation, and has come to another critical crossroads. The China-US relationship is also at a new historical starting point. The world is watching what our choice will be. People are eager to know: Where will China-US relations head? Can our two peoples jointly create a brighter future?

各位朋友，

Dear Friends,

在充满不确定性的世界上，至少以下三条是确定的。

Amid all the uncertainties, at least three things remain certain.

第一，中美关系的历史经验和教训是确定的。

First, the historical experience and lessons from China-US relations are certain.

历史反复证明，中美合作能够办大事，中美冲突将是大灾难。作为世界前两大经济体、联合国安理会常任理事国和核大国，中美不来往不打交道是不可能的，想改变对方是不切实际的，冲突对抗的代价是谁都不可承受的。中美关系的现实就是，如果两国做伙伴、做朋友，求同存异、彼此成就，中美关系就能够得到长足发展。如果把对方当对手、当敌人，恶性竞争、互相伤害，中美关系就会遭遇波折甚至倒退，相互尊重、和平共处、合作共赢，这既是从半个世纪来中美关系提炼出的经验，也是历史上大国冲突带来的启示，应该是中美共同努力的方向。

History has proven once and again that when China and the US work together, we can make great things happen; on the other hand, any conflict between us would be a big disaster for all. We are the world’s two largest economies, P5 members and nuclear-weapon states. Turning our back on each other is not an option. Trying to remodel the other is unrealistic. Any conflict or confrontation would have unbearable consequences for both sides.

The reality about this relationship is that: When we treat each other as partners and friends, seek common ground while reserving differences, and help each other succeed, our relationship will make considerable progress. But if we see each other as rival or adversary, head into vicious competition and hurt one another, the relationship would be roiled and even set back.

Mutual respect, peaceful coexistence and win-win cooperation are not only what we have learned from China-US relations over the past half a century, but also what major-country conflict in history has taught us. Both China and the US should work together in this direction.

第二，中美关系互利共赢的本质是确定的。

Second, the win-win nature of China-US relations is certain.

中美合作从来不是你输我赢的零和游戏，经过多年发展，中美利益早已深度交融。算经济账，中美贸易额超过6600亿美元，7万多家在华美企年利润达500亿美元；算就业账，仅对华出口就支撑美93万个就业岗位；算民生账，中国商品不仅丰富了美消费者选择，还降低了生活成本，中国投资不仅拉动美就业、还助力当地经济发展。中美互利合作的成功故事不胜枚举，高通和英特尔中国市场营收分别占其全球的2/3和1/4，苹果200家主要供应商中80%在中国生产；美国中国总商会中资会员企业在美投资逾1440亿美元，直接增创就业逾23万。双方应发挥互补优势做大合作蛋糕，让各自的成功成为彼此的机遇而非挑战，让双方的发展成为彼此的助力而非阻力。

China-US cooperation is never a zero-sum game. After decades of development, our interests are already deeply intertwined. Economically, our total trade has exceeded $660 billion. Over 70,000 American companies are doing business in China, earning a profit of $50 billion annually. In terms of employment, exports to China alone support 930,000 jobs in the US. In terms of livelihood, Chinese products have not only offered US customers more choices, but also lowered costs for them. And Chinese investment has not only created more jobs in the US, but also bolstered local economies.

Success stories of our mutually beneficial cooperation abound. For instance, the Chinese market accounts for two-thirds of Qualcomm’s global revenue, and one-fourth of Intel’s. About 80% of Apple’s 200 major suppliers manufacture in China. Chinese members of the China General Chamber of Commerce USA have invested over $144 billion in the US, creating more than 230,000 jobs directly.

The two sides need to make the cake bigger by drawing on our complementarities, so that our success will be an opportunity, not a challenge, for each other, and our development will be a boost, not an obstacle, to one another.

第三，中国的战略意图和对美政策是确定的。

Third, China’s strategic intentions and policy toward the US are certain.

中国始终集中精力做好自己的事情，让中国人民过上更好生活，为世界可持续发展作出更大贡献。中方始终认为，中国好，世界才会好；世界好，中国会更好。宽广的地球容得下中美各自发展、共同繁荣。中国乐见一个自信开放、发展繁荣的美国，美国也应该欢迎一个和平、稳定、繁荣的中国。我们始终保持对美政策的稳定性和连续性，致力于中美关系稳定、健康、可持续发展的目标没有变，按照相互尊重、和平共处、合作共赢处理中美关系的原则没有变，坚定维护自身主权、安全、发展利益的立场没有变，赓续中美人民传统友谊的努力没有变。愿同美国政府保持对话、拓展合作、管控分歧，希望美方同中方相向而行。

China always focuses on managing its own affairs well, so as to deliver a better life to its people, and contribute more to the world’s sustainable development. It is our consistent belief that only when China fares well will the world prosper, and with a prosperous world China will fare even better. China will be glad to see a confident, open, ever-growing and prosperous US. Likewise, the US should also welcome a peaceful, stable and thriving China.

China’s policy toward the US is stable and consistent. Our goal of a stable, healthy and sustainable China-US relationship remains unchanged. Our commitment to the principles of mutual respect, peaceful coexistence and win-win cooperation in handling the relationship remains unchanged. Our position of resolutely safeguarding our sovereignty, security and development interests remains unchanged. And our desire to carry forward the traditional friendship between the Chinese and American peoples remains unchanged. We are prepared to maintain dialogue, expand cooperation and manage differences together with the US government. And we hope the US side will move with us in the same direction.

各位朋友，

Dear Friends,

习近平主席指出，中美关系的根基是由人民浇筑的，大门是由人民打开的，故事是由人民书写的。在两国人民创造中美关系历史的过程中，两国广大工商和战略界发挥了至关重要的作用。未来的中美关系同样需要包括在座各位在内的两国工商及战略界不惧“寒蝉效应”，不被带偏节奏，共同坚定信心、坚守信念，从一点一滴的具体事情做起，不断为中美关系发展注入更多确定性。

As President Xi Jinping pointed out, the foundation of the China-US relationship was laid by our peoples, its door was opened by our peoples, and its stories are written by our peoples. In this historical process, friends from the business and strategic communities of both countries have played a vital role. Going forward, we count on you to stay confident and undaunted by the chilling effect, refuse to be led astray, and start with every small, good thing, so as to inject more certainties into China-US relations.

——我们要努力让树立对彼此正确认知成为中美双方的集体意识。要面向两国各界积极发声，让两国社会坚信，“修昔底德陷阱”不是历史的宿命，“新冷战”打不得也打不赢；以客观理性的态度看待彼此发展，让美国社会认识到中国有必须维护的利益、必须捍卫的原则，必须坚守的底线，但没有超越或者取代美国的规划，美国也不要有打压遏制中国的打算；让两国社会支持中美政府相向而行，找到新时期中美正确相处之道。

Developing a right perception toward each other should be our collective mindset. It is important to speak up, and encourage people from various sectors to realize that the “Thucydides Trap” is not a historical inevitability, and a new Cold War cannot be fought and will not be won. It is important to view each other’s development in an objective and rational manner, and help American society understand that China has interests that must be defended, principles that must be upheld and red lines that must not be crossed.

Meanwhile, China has no intention to overtake or displace the US. Nor should the US attempt to contain or suppress China. We need to bring our two societies together to support our governments in moving in the same direction and finding a right way for China and the US to get along in the new era.

——我们要努力让加强对话沟通和交流交往成为中美双方的共同选择。两国关系越是紧张之际，就越是各种虚假信息丛生之时，越需要两国人民敞开心扉，通过对话沟通、交流交往消除误解误判。我们既不要作壁上观、等待观望，也不要因为一些所谓“政治正确”而犹豫退缩。今天的对话会就是很好的例子，希望能继续做大做强，中方对话的大门始终敞开，愿继续为两国人民往来提供便利，欢迎两国各界多来往，多交流。

Enhancing dialogue, communication and exchanges should be our common choice. The more fraught the relationship is, the more rampant disinformation will be, and the more necessary it is for the two peoples to open our hearts, and eliminate any misunderstanding or misperception through dialogue and exchanges. Neither should we look on in a hesitant way, nor should we flinch because of the so-called “political correctness”. The dialogue today is a positive step in that direction. Please continue. China’s door to dialogue is always open. We welcome more people-to-people exchanges between our two countries, and will provide more facilitation for them.

——我们要努力让妥善管控分歧成为中美双方的共同主张。中美是两个大国，难免有些矛盾分歧，但不能损害彼此核心利益，更不能搞冲突对抗。要尊重彼此核心利益和重大关切，以建设性方式妥善管控分歧，让消极因素越减越少。一个中国原则和中美三个联合公报是双边关系的政治基础，必须恪守。台湾问题、民主人权、道路制度、发展权利是中方的4条红线，不容挑战。不折腾、不挑事、不越界，多沟通、多对话、多商量，才是妥善管控分歧之道。

Properly managing differences should be our shared stance. As two major countries, China and the US naturally do not see eye to eye on everything. But we cannot damage each other’s core interests, still less resort to conflict or confrontation. The right thing to do is to respect each other’s core interests and major concerns, properly manage differences in a constructive manner, and minimize negative factors.

The one-China principle and the three Sino-US Joint Communiques are the political foundation for the bilateral relationship, which shall be firmly upheld. The Taiwan question, democracy and human rights, path and system, and development rights are China’s four red lines, which shall not be challenged. To properly manage differences, the two sides should refrain from setting the relationship back, provoking trouble or crossing the line, and should instead enhance communication, dialogue and consultation.

——我们要努力让拓展互利合作成为中美双方的主流追求。中国经济经历40多年持续快速发展，已步入高质量发展阶段，基础稳、优势多、韧性强、潜能大，长期向好的支撑条件和基本趋势没有变。中方有充分信心实现今年经济增长目标，中国仍是世界经济增长的重要引擎。中共二十届三中全会及近期出台的系列重要举措释放出改革不停顿、开放不止步的强烈信号。中国的高质量发展将为世界各国发展提供更多新机遇，分享更多发展红利，为中美经贸合作提供更广阔空间，不管是在经贸、农业、禁毒、执法、公共卫生等领域，还是面对气候变化、人工智能等全球性挑战，以及在国际热点问题上，都需要中美合作。关税战、贸易战、科技战违背历史潮流和经济规律，不会有赢家，合作才是中美最好的、唯一的选择。

Expanding mutually beneficial cooperation should be our common pursuit. After over four decades of rapid growth, the Chinese economy has entered a stage of high-quality development. It enjoys a solid foundation, multiple strengths, strong resilience and vast potentials. The supporting conditions and the fundamental trend for its long-term sound growth remain unchanged. We are fully confident that we will achieve the growth target for this year, and China will continue to be an important engine of the world economy.

The Third Plenary Session of the 20th CPC Central Committee and the important measures rolled out recently have both sent out a strong signal: China’s efforts in reform and opening up will never stop. With our high-quality development, we will bring more opportunities to other countries, unleash more development dividends, and create a broader space for China-US economic cooperation.

From areas like economy, trade, agriculture, counternarcotics, law enforcement and public health, to global challenges like climate change and AI as well as international hotspot issues, China-US cooperation is indispensable. Any tariff war, trade war or tech war would run counter to the trend of the times and economic rules. No one would come out as a winner. Cooperation is our best and only choice.

众人拾柴火焰高。让我们大家一起积极行动起来，共同推动中美关系平稳过渡，共同谱写互利共赢的新篇章。

“Many hands make light work.” Let’s act together, starting from now, to jointly ensure the smooth transition of the China-US relationship and write a new chapter of win-win cooperation!
