Dear Friends,

　　这是我第三次出席中非企业家大会，看到中非工商界交流与合作不断发展，越来越红火，感到非常高兴。我谨代表中国政府对第四届中非企业家大会开幕表示热烈祝贺，向双方企业家们致以亲切问候和良好祝愿！

This is the third time for me to attend the Conference of Chinese and African Entrepreneurs. I am glad to see that exchanges and cooperation between the Chinese and African business communities have enjoyed such dynamic growth. On behalf of the Chinese government, I wish to extend warm congratulations on the opening of the Fourth Conference of Chinese and African Entrepreneurs and warm greetings and best wishes to conference participants.

　　2003年我担任总理后，第一次正式出访就到了非洲，出席了中非合作论坛第二届部长级会议开幕式并访问埃塞俄比亚。2006年的非洲七国之行穿越南北，一幕幕感人场景至今记忆犹新，那次我写了一首诗，题目叫“我回家了”。2009年我到非洲出席中非合作论坛第四届部长级会议开幕式。当时国际金融危机已经波及非洲大陆。我代表中国政府宣布了加强中非合作、支持非洲发展的八项新举措，体现了中非携手应对挑战的坚定决心。

When I made my first official overseas visit as China’s premier in 2003, I went to Africa. During that visit, I attended the opening ceremony of the Second Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) and visited Ethiopia. My visit to seven African countries in 2006 took me across the African continent, and the moving scenes of that visit still remain fresh in my mind. During the visit, I wrote a poem entitled I Have Come Home. In 2009, I visited Africa again and attended the opening ceremony of the Fourth Ministerial Conference of FOCAC. At that time, Africa had been hit by the international financial crisis. On behalf of the Chinese government, I announced eight new measures to strengthen China-Africa cooperation and support Africa’s development. It demonstrated China’s firm resolve to jointly meet the challenge with Africa.

　　近年来，尽管国际风云变幻莫测，中非友好合作这棵参天大树经受住了风雨的考验，茁壮成长，我们收获的不仅有实实在在的果实，还有比金子更宝贵的友谊和互信。事实再一次证明，中非永远是好朋友、好伙伴、好兄弟！

Despite volatilities in the international situation in recent years, friendly cooperation between China and Africa, like a towering tree, has weathered the storms and continued to grow. It has not only yielded rich fruit, but also enhanced our friendship and mutual trust, which is more precious than gold. History has shown time and again that China and Africa are forever good friends, good partners and good brothers.

　　中非经贸合作日益紧密，无论规模还是水平，都在发生可喜变化。

China-Africa business ties have seen exciting growth both in size and in structure.

　　——双方贸易额快速增长，结构和质量不断改善。中国连续三年都是非洲第一大贸易伙伴国。2011年中非贸易额达到1663亿美元，比2009年增长83%。其中非洲对中国出口大幅增长，三年翻了一番，商品种类更加丰富。中国市场上出现了非洲的钢材、铜材、化肥等工业制成品，非洲的农产品越来越多。

- Bilateral trade has grown rapidly with improved trade mix. For three years in a row, China has been Africa’s biggest trading partner country. In 2011, bilateral trade rose to US$166.3 billion, up 83% over 2009. Africa’s exports to China doubled in three years with increasing varieties. African steel and copper products, fertilizers and other finished industrial products and more and more African agricultural products are available on China’s market.

　　——融资合作成效显著，项目安排更加科学合理。在国际金融危机蔓延的情况下，非洲国家面临资金短缺的巨大压力。中国政府积极落实向非洲提供100亿美元优惠性质贷款等承诺，支持中国金融机构扩大对非商业贷款，项目安排在注重经济效益的同时，把社会效益放在更加重要位置，建设了一批同发展生产和改善民生密切相关的项目，增强了非洲自我发展能力。

- Notable progress has been made in cooperation in financing, and cooperation projects launched by China better meet Africa’s development needs. The international financial crisis has put African countries under huge pressure of funding shortage. The Chinese government delivered on its commitment of providing US$10 billion of lending of a preferential nature to Africa and supported Chinese financial institutions in increasing commercial loans to Africa. In launching cooperation projects, while ensuring economic returns, we give higher priority to their social benefits. We have completed a number of projects to increase production capacity and improve people’s well-being. These projects have enhanced Africa’s capacity for self-development.

　　——投资合作势头强劲，领域和方式趋于多元化。截至2012年6月，中国对非各类投资450亿美元，其中直接投资超过150亿美元，制造业、金融业和建筑业投资占60%，采矿业投资约占25%。目前，2000多家各类中国企业在非洲50个国家生根，非洲员工比例超过85%。中非经贸合作园区建设顺利推进，带动了非洲工业发展。

- Chinese investment in Africa, made in increasingly diversified areas and ways, has registered strong growth. By June 2012, China had invested US$45 billion in Africa, including over US$15 billion of direct investment. Manufacturing, the financial sector and construction account for 60% and mining about 25% of Chinese investment in Africa. Over 2,000 Chinese companies of different types are operating in 50 African countries, and more than 85% of their staff are Africans. The building of China-Africa trade and economic cooperation zones is making smooth headway, driving Africa’s industrial growth.

　　——中国对非援助力度加强，更加重视可持续发展。近三年来，中国对非援助总额增长近一倍，进一步向民生发展、减贫扶贫、防灾减灾和能力建设方面倾斜，为非洲新建了学校、医院、路桥、供水项目；派遣了大批农业技术专家和医疗队员，为非洲国家累计培训各类人员2.1万名。中国多次向非洲之角等非洲地区饥荒受灾国提供紧急粮食援助，为非洲国家援助实施了一批农业示范中心项目和近百个清洁能源项目，对非洲应对粮食安全、气候变化等挑战发挥了积极作用。

- China has stepped up assistance to Africa, with greater emphasis on promoting sustainable development. In the past three years, China’s assistance to Africa has almost doubled. More assistance has been made in improving the well-being of the people, poverty reduction, disaster preparedness and mitigation and capacity building. China has built new schools, hospitals, roads, bridges and water supply facilities for Africa. We have sent a large number of agricultural specialists and medical personnel to Africa. We have trained a total of 21,000 African personnel in various fields. China provided emergency food aid several times to countries hit by famine in the Horn of Africa and other parts of Africa. We offered assistance to and have completed a group of agricultural demonstration centers and nearly 100 clean energy projects in Africa. These efforts have boosted Africa’s capacity to meet challenges such as food security and climate change.

　　同时，我们必须看到，中非经贸合作在快速发展过程中，一些长期存在的问题还没有得到彻底解决，也出现了一些新情况。我知道，非洲朋友们希望中国继续增加进口当地生产的制成品和附加值较高的产品，在更广泛的领域扩大对非投资，提供更多资金，加大技术转让力度，更好地照顾非洲企业的关切等等。中国政府高度重视这些正当合理的愿望和要求，正在积极同非洲国家一道探寻有效的解决途径和措施。我们对中非经贸合作抱有信心，中非经贸合作的道路一定会越走越宽广！

At the same time, we need to be aware that in the process of the rapid growth of China-Africa economic cooperation, some long-standing issues are yet to be thoroughly resolved and some new problems have emerged. I know that you hope that China will buy more finished products made in Africa and high value-added products from Africa, make more investment in broader areas, provide more funding, step up technology transfer and better address the concerns of African businesses. These hopes and concerns are justified, and the Chinese government takes them very seriously. We are working with African countries to find effective solutions to these issues. We have full confidence in China-Africa business cooperation, and I am sure that the future holds ever greater promise for our business ties.

　　面对国际金融危机的冲击，非洲国家自强不息，积极推进一体化进程，加强国际合作，保持了稳定和发展的良好势头，成为推动世界格局变化调整的一支重要力量。中国为非洲取得的成就感到高兴，对非洲充满信心。今天，中非有着更加广泛的共同利益，更加坚实的合作基础。中方将继续本着真诚友好、平等相待、互利互惠、共同发展的原则，与非洲国家一道，推动中非经贸关系达到更高水平。

Facing up to the international financial crisis, the African countries have endeavored to promote integration and strengthen international cooperation. Africa has maintained stability and growth and has become an important force in promoting changes and adjustment in the international arena. China hails what Africa has achieved and has full confidence in Africa. Today, China and Africa enjoy growing common interests and have a stronger foundation for cooperation. Guided by the principle of sincere friendship, equality, mutual benefit and common development, China will continue to work with African countries to grow even closer economic and trade relations.

　　——要加强政府间的磋商协作。这对于中非经贸合作持续健康发展具有重要意义。中国愿与非洲国家政府一道，结合各自国情和发展战略，制定切实可行的中长期合作规划，促进彼此产业对接和融合。双方要建立健全相关法律法规，完善沟通对话机制，为深化合作提供法律制度保障。

-We should strengthen inter-governmental consultation and coordination. This is important for our efforts to achieve sustained and sound growth of China-Africa economic and trade cooperation. China is ready to work with governments of African countries to adopt feasible mid and long-term cooperation programs in keeping with our respective national conditions and development strategies so that our industries will be in a better position to complement and work with each other. We should improve related laws and regulations as well as channels of communication and dialogue so as to provide a legal framework to ensure deepening of cooperation.

　　——要促进中非贸易平衡发展。中方决定实施“对非贸易专项计划”，适时派出赴非投资贸易促进团，扩大非洲产品进口。支持举办更多非洲商品展，为非洲企业推介优势商品提供便利。中国将进一步对非洲国家开放市场，提高与中国建交的非洲最不发达国家享受零关税待遇的出口商品税目的比重。

- We should promote balanced development of trade between China and Africa. China has decided to implement a special plan on trade with Africa. We will send investment and trade promotion missions to Africa in due course and increase imports from Africa. We support the holding of more product fairs to help African companies promote their best products. China will further open its market to African countries, and give zero-tariff treatment to more products of tariff-lines from the least developed African countries having diplomatic ties with China.

　　——要进一步加强投资合作。中方将坚持“政府引导、企业主体、市场运作、互利共赢”的方针，更加注重改善民生和促进就业；更加注重保护非洲生态环境，尊重当地文化和风俗；更加注重管理审核，提高投资效益和质量。我们将继续鼓励有实力、信誉好的企业赴非投资，引导投资向制造业领域倾斜，支持企业和金融机构以多种方式参与非洲交通、通讯、电力、水利等基础设施建设，更多采用合资、合作方式，加大转让技术力度，帮助非洲国家增强自我发展能力。中方将于年内全面落实向非洲提供优惠性质贷款的承诺，在此基础上，提供新的优惠性质贷款和商业贷款。

- We should further intensify investment cooperation. China will follow a government-guided, business-led and market-driven approach for win-win progress. We will lay greater emphasis on the need to improve people’s well-being, create jobs, protect Africa’s eco-environment and respect local cultures and customs. We will pay more attention to project management and examination and raise the efficiency and quality of investment. We will continue to encourage established and reputable Chinese companies to make investment in Africa. We encourage them to invest more in the manufacturing sector. We support Chinese companies and financial institutions in participating in various ways in the development of infrastructure such as transport, telecommunications, power generation and water conservancy, setting up more joint ventures or cooperative ventures, scaling up technology transfer, and helping African countries enhance their self-development capacity. China will fully deliver on its commitment to providing lending of a preferential nature to Africa before the end of the year and, on that basis, provide new lending of a preferential nature and commercial loans.

　　——要共同应对粮食危机。要继续把农业和粮食安全作为中非合作的优先领域，为非洲经济社会发展提供基础性保障。中方愿根据非方需求，通过扩大贸易、投资、援助、技术合作等多种方式，帮助非洲国家提高粮食生产和加工能力。中方将增加援非农业示范中心，继续向非洲国家派遣农业技术组，传授农业生产技术和经验，在力所能及的范围内向非洲国家提供紧急粮食援助。

- We should jointly manage food crisis. We should continue to take agriculture and food security as a priority in China-Africa cooperation to lay a solid foundation to ensure economic and social development in Africa. China will, as called for by Africa, help African countries improve capacity for food production and processing by increasing trade, investment, aid and technological cooperation. We will build more agricultural demonstration centers for Africa, continue to send agro-technical groups to share technology and experience of agricultural production with African countries, and provide emergency food aid to African countries to the best of our ability.

　　——要促进可持续发展领域的国际合作。中方祝贺南非去年成功举办德班气候变化大会，赞赏不久前召开的联合国可持续发展大会关注非洲可持续发展问题。中方愿与非洲深化中非应对气候变化伙伴关系，加强在气候变化领域的政策对话与合作；将在森林保护、防灾减灾、荒漠化治理、生态保护、环境管理等领域向非洲提供更有力的支持；继续增加对非援助规模，实施更多有利于改善民生和提升可持续发展能力的项目；呼吁国际社会重视可持续发展领域执行力不足的问题，敦促发达国家兑现对非洲国家的援助承诺。

- We should promote international cooperation on sustainable development. China congratulates South Africa on the success of the Durban Climate Change Conference and appreciates the UN Conference on Sustainable Development’s focus on sustainable development in Africa. China will deepen China-Africa partnership in addressing climate change and intensify policy dialogue and cooperation on climate change with Africa. We will give stronger support to Africa in forest protection, disaster preparedness and mitigation, desertification control, preservation of ecosystem and management of the environment. We will increase aid to Africa, and carry out more projects to help Africa improve living conditions and raise capacity for sustainable development. We call on the international community to address the issue of insufficiency of means of implementation in sustainable development and urge developed countries to fulfill their assistance commitments to African countries.

　　中国始终不渝地走和平发展道路，主张建立更加公正合理的国际政治经济秩序，反对一切形式的不平等做法，支持非洲国家走自主选择的发展道路。在对非合作方面，中国坚持开放、包容、共赢，愿同非洲和国际社会一道，为推动世界和平与发展，促进全人类的福祉，做出新的更大贡献。

China is committed to peaceful development. We call for the establishment of a more just and equitable international political and economic order, oppose inequalities in all forms, and support the independent choice of development paths made by African countries. China pursues an open, inclusive and win-win approach in carrying out cooperation with Africa. We will work with both Africa and the entire international community to contribute more to world peace and development and the well-being of mankind.

　　明天的中非合作论坛第五届部长级会议，是中非关系发展中的又一盛事。我衷心祝愿大会取得圆满成功！祝中非友谊地久天长！

The fifth Ministerial Conference of FOCAC to be held tomorrow will be another landmark event in China-Africa relations. I wish the conference every success and China and Africa everlasting friendship.
