再创丝绸之路新辉煌
——在第二届中国-亚欧博览会开幕式暨中国-亚欧经济发展合作论坛上的演讲

尊敬的吉尔吉斯斯坦总统阿坦巴耶夫,
马尔代夫总统瓦希德,
柬埔寨首相洪森,

女士们,先生们:

  很高兴与大家相聚在美丽的乌鲁木齐,共同出席第二届中国-亚欧博览会。今天,近90位亚欧国家和国际组织的政要、1000多位中外嘉宾莅临开幕式,充分反映出亚欧国家增进了解、扩大交流、深化合作的良好愿望。我谨代表中国政府对本届博览会和经济发展合作论坛的召开表示热烈祝贺!对远道而来的各位嘉宾表示诚挚欢迎!对致力于中国与亚欧国家合作的各界人士致以崇高敬意!

  亚欧大陆是一片美丽而神奇的土地,物产丰富,地貌迥异,民族众多,文化多元,充满生机和活力。在古希腊人的传说中,这里是地球宽阔的胸膛。早在两千多年前,我们的祖先就翻越高山峡谷,走过沙漠草原,开辟了一条贯穿亚欧大陆的丝绸之路,架起了东西方之间往来的桥梁。络绎不绝的商旅通过这条古道开展丝绸、瓷器、茶叶、宝石、良马等各类商品的贸易,艺人工匠在这条道路上留下了无数巧夺天工的艺术瑰宝和富丽堂皇的宏伟建筑。曾经发生在这里的故事不胜枚举,玄奘西行取经、马可波罗游历中国,已成为亚欧国家友好交往中脍炙人口的千古佳话。

  当今,世界多极化和经济全球化深入发展,亚欧加快发展和联合自强。各国政治互信增强,贸易和投资规模迅速扩大,各种区域和次区域合作蓬勃发展,上海合作组织、阿拉伯国家联盟、海湾阿拉伯国家合作委员会、南亚区域合作联盟的影响力日益扩大,昔日的丝绸之路恢复了勃勃生机。一批发展中国家快速崛起,成为国际舞台上重要的新兴力量,深刻改变着世界政治经济格局。中亚、西亚、南亚、中东欧等地区显示出巨大发展活力和潜力。我担任中国政府总理后,访问了许多亚欧国家,亲眼目睹了他们日新月异的变化。21世纪,是世界大发展、大变革、大调整的世纪,也必将是亚欧国家发展与合作大放异彩的世纪。

  中国与亚欧国家的关系进入历史上最好时期,迎来互利合作的新高峰。中国与中亚国家建立了睦邻友好合作关系,成功解决了历史遗留的边界问题。上合组织成立11年来,成员国、观察员国、对话伙伴国不断增加,区域经济合作与安全合作成效明显。中国与阿拉伯国家创建中阿合作论坛,与海合会建立战略对话机制,与印度、巴基斯坦、阿富汗等国家建立战略合作伙伴关系。中国与中东欧国家成功举办了两届经贸合作论坛。过去十年,中国与中亚、西亚、南亚各国的贸易总额从254亿美元提升至3700多亿美元,年均增长30.8%。中国企业对亚欧国家累计直接投资近2500亿美元,签订工程承包合同约4700亿美元。西亚、中亚国家是中国最重要的能源合作伙伴,能源合作领域从单一进口向勘探设计、炼化加工、储运维护等上下游产业延伸。欧亚大通道建设步伐加快,中哈原油和天然气管道都已投产,中哈第二条跨境铁路顺利接轨,中吉乌公路即将全线贯通,公路、铁路、航空、通信、油气管道等互联互通网络正在形成。

  亚欧国家的发展以及彼此关系的日益密切,不仅给地区人民带来了实实在在的福祉,也促进了世界和平与稳定。实践证明,只要亚欧国家坚持相互尊重、相互信任、包容共济、真诚合作,就完全有能力把握自己的命运,实现发展振兴的目标。

  女士们,先生们:

  当今世界正在发生深刻复杂的历史性变革,亚欧国家既面临发展与合作的难得机遇,也面临不少严峻的挑战。特别是国际金融危机持续四年之久,世界经济复苏艰难曲折,给亚欧国家经济社会发展带来了不同程度的困难,推动发展、摆脱贫困、改善民生的任务紧迫而艰巨。我们应当以更加坚定的决心、更加有力的举措,全面拓展各领域互利合作,增强本地区发展的内生动力,更好地造福亚欧各国人民。

  第一,加强政治互信,维护地区和平与稳定。亚欧大陆历史上饱受战火蹂躏,我们比任何人都深知和平的可贵。没有一个和平安定的环境,一切都无从谈起。中国主张地区事务由地区国家和人民自主决定,支持各国走符合本国国情的发展道路。各方应恪守联合国宪章的宗旨和原则,通过对话协商解决争端,反对外来干涉。我们要加强沟通协调,为维护地区和平稳定做出不懈努力。

  第二,扩大市场开放,促进共同发展。亚欧大陆是全球最具消费潜力和投资潜力的地区之一。只要各国相互开放市场,实现优势互补,就能建立长期稳定的合作关系。要深化海关、质检、电子商务、过境运输、标准认证、知识产权等方面合作,促进区域内人员、货物、资本、技术和服务自由流动,共同反对贸易保护主义;完善现有区域和次区域合作机制,加快商谈双边和多边自由贸易协定,保护企业合法利益,增强投资者信心;深化金融合作,为重大合作项目提供资金保障;发挥同舟共济、守望相助的精神,为本地区有困难的国家提供必要援助,增强他们的自主发展能力。合作项目要向民生领域倾斜,让更多民众切实分享发展成果。

  第三,推进跨境区域合作,加快互联互通进程。完善的基础设施是经贸合作的重要支撑。要落实好中国-中亚天然气管道项目、中哈原油管道项目,积极推动新的能源管线项目;加快建设中国西部至欧洲西部公路、中塔公路、中吉乌公路、中吉乌铁路等重大交通项目;运营和维护好重庆-新疆-欧洲这条刚刚开辟的亚欧物流大通道,推动地区通信网络一体化。中方愿意继续为跨境基础设施建设提供融资支持。

  第四,深化人文交流,增进各国人民的友谊。我们要扩大文明对话,相互尊重文化传统和宗教习俗,兼容并蓄,和睦共处;举办更多的文化、艺术活动,翻译和介绍优秀作品;增加互派留学生,共建联合大学,加强人力资源培训;促进旅游合作,推动建立更多友好省州关系,密切学术机构、青年组织、新闻媒体的友好交往。历史证明,人文交流越深入,亚欧人民之间了解和共识就越多,各国之间的友好关系就越稳固。

  女士们,先生们:

  新疆地处亚欧大陆的心脏地带,自古以来就是中西经济文化交流的必经之地,古老的丝绸之路从这里通向亚欧各国。随着中国全方位对外开放,新疆在中国向西开放和沿边开放的区位优势、人文优势、资源优势再度凸显出来。去年,中国政府把已经举办了19届的“乌洽会”升格为中国-亚欧博览会,在亚欧大陆架设起一座友谊与合作的新桥梁,铺设了一条中国向西开放的新通道,新疆成为中国与亚欧各国特别是周边邻国开展互利合作的桥头堡。我们要充分发挥新疆的优势,大力发展边境贸易、边民互市、旅游购物等符合当地实际的贸易方式。新疆有17个国家级开放口岸和15个国家级产业聚集园区,包括喀什、霍尔果斯两个经济开发区和中哈霍尔果斯国际边境合作中心。中央政府在土地、税收、进出口、基础设施建设等方面给予新疆优惠政策,欢迎各国企业来这里投资兴业。我们不仅要“引进来”,还要鼓励企业“走出去”,扩大对亚欧各国投资,探索设立中国-中亚经济合作基金和农业合作基金,在周边国家建设若干境外经贸合作区和农业示范园。新疆的改革开放和发展振兴,不仅惠及新疆各族人民,也将给亚欧国家带来更多的发展机遇。

  世上本来没有路,路是人走出来的。两千多年前先人们开辟的丝绸之路是亚欧人民共同的荣耀。今天,我们要从历史传统中汲取营养,增强信心,开拓奋斗,携手并进,再创丝绸之路新辉煌,共同建设亚欧人民的美好未来!

Premier Wen Jiabao Attends Opening Session of Second China-Eurasia Expo and Delivers a Keynote Speech


On the afternoon of September 2, 2012, the second China-Eurasia Expo and Economic Development and Cooperation Forum opened in Urumqi. Chinese Premier Wen Jiabao, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the opening session and delivered a keynote speech entitled Towards New Glory of the Silk Road. Wen pointed out we should, with stronger resolve and more practical measures, expand win-win cooperation in all fields and unleash the development energy in the region in order to bring benefit to the people of all Eurasian countries.

Wen said Eurasia is a beautiful and magical land. With abundant resources, a variety of landforms, diverse ethnic groups and pluralistic cultures, this land beams with vigor and vitality. As early as over 2,000 years ago, our ancestors opened the Silk Road that connected both ends of the Eurasian continent and served as a bridge for interactions between the East and West. Today, as world political multi-polarity and economic globalization gather momentum, Eurasian countries have strived to seize historical opportunities and achieve prosperity with hard efforts. The ancient Silk Road has regained its past vigor and vitality. China has entered the best time in history in its relations with Eurasian countries and is embracing a new height of cooperation for mutual benefit. The development of Eurasian countries and their growing ties have brought not only tangible benefits to people of all countries, but also peace and stability to the world.

Wen pointed out that as our world undergoes profound and complex historic changes, Eurasian countries face both rare opportunities of development and many severe challenges. In particular, the international financial crisis has persisted for four years and world economic recovery remains hard and tortuous. This has caused Eurasian countries difficulties in economic and social development to varying degrees. And we face the pressing and daunting task of boosting growth, getting rid of poverty and improving people's life. Wen raised a four-point proposal:

First, we need to enhance political trust to safeguard regional peace and stability. China believes that regional affairs should be determined by countries and people of this region and supports them in pursuing development paths suited to their national conditions. We maintain that all parties should abide by the purpose and principles of the UN Charter, and resolve disputes and conflicts through dialogue and consultations. We oppose intervention from the outside.

Second, we need to open our markets wider to promote common development. We can facilitate free flow of personnel, goods, capital, technology and services within the region, and jointly resist trade protectionism. We should improve existing regional and sub-regional cooperation mechanisms and build closer economic and trade arrangements at a faster pace, including negotiating bilateral and multilateral free trade agreements. We should deepen financial cooperation and provide financial guarantee for major cooperation projects. We should provide necessary assistance to countries with economic difficulties in the region to help raise their capability for self-development. Our cooperation projects should be more oriented toward the well-being of the people so that more people can share the fruits of the regional economic cooperation.

Third, we need to advance cooperation in cross-border infrastructure to accelerate the connectivity progress. We should push forward the projects of new energy pipelines. We should accelerate the building of major transport projects, including the highway linking western China and western Europe and railway. We should effectively operate and maintain the Chongqing-Xinjiang-Europe railway, a recently opened logistics route between Asia and Europe. We should advance regional telecommunications network integration.

Fourth, we need to deepen cultural and people-to-people exchanges to enhance friendship between our peoples. We should expand dialogue and exchanges between civilizations, organize more art and cultural activities and send more students to each other's countries. We should also promote tourism cooperation and advance friendly exchanges between academic institutions, youth organizations and news media.

He added today, as China opens up in an all-round way, Xinjiang's geographical, cultural and resource advantages have become more prominent in the course of China's opening up to the west and along the border areas. Xinjiang has become a gateway for mutually beneficial cooperation between China and other Eurasian countries, especially neighboring countries. Xinjiang's reform, opening-up and development will not only benefit people of all ethnic groups in Xinjiang, but also bring more development opportunities to Eurasian countries.

Wen finally said there were no ready roads in the beginning; they were created through persistent effort by the trail blazers. Two thousand years ago, our ancestors overcame numerous hardships and blazed the world-famous Silk Road. It represents a glory shared by all Eurasian people. In the new century, Eurasian countries and peoples should draw strength from our historical heritage and, in the same pioneering spirit of our ancestors and with greater confidence, proudly assume the responsibility entrusted by history and work together for new glory of the Silk Road and a better future of the Eurasian people.

Kyrgyz President Almazbek Atambayev, President of the Maldives Mohammed Waheed Hassan Manik, Cambodian Prime Minister Hun Sen, Kazakhstan's Prime Minister Karim Massimov, Prime Minister of Tajikistan Akil Akilov and other heads of state or government delivered speeches respectively.

Zhang Chunxian, secretary of the Xinjiang committee of the Communist Party of China, made welcoming remarks, Minister of Commerce Chen Deming delivered a speech and Chairman of the Xinjiang Uyghur Autonomous Region Nur Bekri chaired the opening session.

Nearly 90 leaders and senior officials from Eurasian countries and international organizations including Abdul Karim Khalili, the second Vice President of Afghanistan, Turkish Deputy Prime Minister Ali Babacan, former British Prime Minister Tony Blair and Jan Peter Balkenende, the former Prime Minister of the Netherlands, as well as more than 1,000 Chinese and foreign entrepreneurs attended the opening session.

Before the opening ceremony, Premier Wen Jiabao visited the Expo pavilions.

China-Eurasia Expo is an important platform for all-round, multi-field cooperation between China and the countries of Central Asia, West Asia, South Asia and Europe. The theme of this Expo is "harmonious development, win-win cooperation."
