很高兴同各位新老朋友相聚。我谨对芮思博荣誉主席带领美中贸委会取得的出色成就致以敬意，对麦凯恩主席接过接力棒再创佳绩送上祝福，对长期关心和支持中美经贸合作、两国关系发展的各界人士表示衷心感谢！

It gives me great delight tobe here with friends old and new. First, I would like to pay tribute to Raj for his exemplary leadership of USCBC, and wish Ryan every success in this new important role. Let me also express my sincere gratitude to all friends who have long cared for and supported China-U.S. economic cooperation and bilateral relations!

抵美工作3年来，我每年都出席美中贸委会年度晚宴。年年岁岁人相似，岁岁年年景不同，尤其是今年。就在上个月，习近平主席同特朗普总统在北京举行了历史性、标志性会晤，不仅再次为中美关系发展指明方向，也为中美经贸合作带来多重利好。

This is my third year in the United States. Every year, Iwould make sure not to miss the Council’s Gala. While the friends around us stay much the same, the world has never stopped evolving, and this has been especially true this year. Last month, President Xi Jinping and President Donald Trump held a historic and landmark summit in Beijing, which has not only charted the course for China-U.S. relations once again, but also brought multiple benefits to bilateral economic and trade cooperation.

一是确立了中美关系新定位，为两国经贸合作提供了稳定预期。中美元首同意构建中美建设性战略稳定关系，明确两国将朝着合作为主、竞争有度、分歧可控、和平可期的方向努力，探索新时代正确相处之道。这不仅给中美工商界吃下了“定心丸”，而且为变乱交织的世界注入了稀缺的稳定性、确定性。

First, the summit has established a new vision for China-U.S. relations, providing stableprospects for bilateral economic cooperation. The two heads of state agreed on a new vision of building a constructive China-U.S. relationship of strategic stability, making it clear that our two countries will work toward a relationship with cooperation as the mainstay, competition within proper limits, manageable differences, and expectable peace, and explore a right way to get along in the new era. This has brought reassurance to the business communities of both our countries, and has also instilled much-needed stability and certainty in a turbulent and fluid world.

二是开启了中美交往新进程，为两国经贸合作注入了积极动力。应特朗普总统邀请，习近平主席将于今秋对美国进行国事访问。两国政治外交和经济贸易两大机制将继续“双轮驱动”。双方将加强立法、两军、卫生、农业、旅游、人文、执法等各领域合作。双方还将相互支持办好亚太经合组织领导人非正式会议和二十国集团领导人峰会。实现中华民族伟大复兴和让美国再次伟大可以并行不悖，不仅相互成就，而且造福世界。

Second, the summit hasopened a new chapter in engagement between our two countries, injecting positive impetus into bilateral economic cooperation. At the invitation of President Trump, President Xi Jinping will pay a state visit to the U.S. this fall. The political and diplomatic channel, and the economic and trade channel will continue to serve as dual drivers. The two sides will strengthen cooperation in legislative, military-to-military, public health, agriculture, tourism, people-to-people, law enforcement, and other fields. The two sides will also support each other in hosting a successful APEC Economic Leaders’ Meeting and G20 Summit this year. Achieving the great rejuvenation of the Chinese nation and making America great again can go hand in hand. We can help each other succeed and advance the well-being of the whole world.

三是打造了中美对话新平台，为两国经贸合作增强了机制保障。两国元首同意成立贸易理事会和投资理事会，推动中美经贸磋商由“危机式应对”转向“机制化管理”。双方还同意开展人工智能政府间对话，共同促进人工智能发展和治理。这些新平台为中美经贸合作加装了“助推器”和“减震阀”。

Third, the summit has built new platforms for dialogue between China and the U.S., enhancing institutional safeguards for bilateral economic cooperation.The two heads of state agreed on establishing a board of trade and a board of investment, promoting a transition from ad hoc crisis response to institution-based management in bilateral economic and trade consultations. The two sides also agreed to hold intergovernmental dialogue on artificial intelligence (AI) so as to jointly promote the development and governance of AI. All these new platforms will serve as boosters and stabilizers for bilateral economic and trade cooperation.

事非经过不知难。特朗普总统2017年首次访华以来，中美关系历经波折，兜兜转转，终于回到了建设性战略稳定关系的正途。历史反复证明，关税战、贸易战、科技战没有赢家，脱钩断链、小院高墙此路不通，封别人的门只会堵自己的路。中美作为世界前两大经济体，你中有我、我中有你是客观事实，合则两利、斗则俱伤是历史定论，相互尊重、和平共处、合作共赢才是光明大道。

Asa Chinese saying goes, “Only after going through something yourself can you realize how challenging it is.” After witnessing ups and downs since President Trump’s first visit to China in 2017, the China-U.S. relationship has now finally returned to the right track of a constructive relationship of strategic stability. History has proven time and again that, a tariff war, trade war or tech war would produce no winner, any effort to decouple, disrupt industrial and supply chains, or build “small yards with high fences” would only hit a dead end, and anyone trying to close others’ doors would end up blocking their own path. For China and the U.S., the world’s two largest economies, it is an undeniable reality that our interests are closely intertwined, and a well-established fact that we gain from cooperation and lose from confrontation. Going forward, upholding mutual respect, peaceful coexistence and win-win cooperation is the right path we need to choose.

9年来，美国工商界朋友迎难而上，汇聚起一股股互利合作的暖流，维护住中美经贸合作的基本面，为中美关系砥砺前行发声出力。我要为大家点赞！中美元首北京会晤期间，美国17位工商界代表受邀参加欢迎仪式、出席欢迎宴会，习近平主席、特朗普总统同各位企业家一一交流，李强总理在人民大会堂同大家进行了会见。这是对美国工商界的充分肯定，也是对未来中美经贸合作的殷切期许。

Over the past nine years, friends from the American business community have risen to the challenge, pooled support for mutually beneficial collaboration, preserved the momentum for China-U.S. economic cooperation, and made unremitting efforts to promote the development of bilateral relations. All of you deserve a pat on the back for the great job you have done! Duringthe Beijing Summit, 17 American business leaders were invited to the welcome ceremony and the banquet. President Xi Jinping and President Trump talked with each of them, and Premier Li Qiang held a meeting with them at the Great Hall of the People. This reflects our leaders’ full recognition of the U.S. business community, and also conveys their high expectations for future economic and trade cooperation between our two countries.

朋友们，在习近平主席和特朗普总统掌舵领航下，中美关系巨轮已经开启新征程。在座各位既是“乘客”，也是“水手”，应该同舟共济，心往一处想、劲往一处使，确保中美关系巨轮沿着建设性战略稳定的正确航向劈波斩浪，驶向合作共赢的彼岸。为此，我提五点希望：

Dear friends,

With President Xi Jinping and President Trump at the helm, the giant ship of the China-U.S. relationship has set out on a new journey. All of you here are both passengers and sailors on this ship. Let us pull together with all hands on deck, so that the ship will forge aheadon the right course of building a constructive relationship of strategic stability, and sail toward win-win cooperation. For this purpose, I would like to make five proposals:

一要做关系新定位的践行者。中美建设性战略稳定关系不是一句口号，不能光停留在文字上，而应变成两国各界相向而行的行动，不断拉长合作清单，持续压缩问题清单，坚决排除干扰和障碍。台湾问题、民主人权、道路制度、发展权利是中方四条红线，不容挑战，不能越界。当中国的拉布布不必戴上所谓“强迫劳动”的帽子，当美国企业能够自由选择中国合作伙伴而不必担心泛国家安全化，中美关系新定位就具象化了，两国人民就能从中收获看得见、摸得着的成果。

First, let us act on the new vision for the bilateral relationship.Building a constructive China-U.S. relationship of strategic stability is not a slogan. It should be turned into united action across all sectors in both countries, to keep expanding the list of cooperation while shortening the list of problems, and resolutely remove disruptions and obstacles. The Taiwan question, democracy and human rights, China’s path and system, and China’s development right are four red lines for China, which should not be challenged, still less crossed. When China’s Labubus do not have to carry the label of being products of so-called “forced labor”, and when American businesses can freely choose their Chinese partners without worrying about being scrutinized on the pretext of national security, then the new vision for the bilateral relationship is truly becoming reality, and both our peoples can get real and tangible benefits from it.

二要做交往新进程的推动者。今年是中美关系大年，两国元首北京会晤是开门红。向前看，今秋习近平主席访美，11月中国主办亚太经合组织领导非正式会议，12月美国主办二十国集团领导人峰会，这些既是两国政府互动的重要节点，也是两国工商界挖掘合作潜力、捕捉合作机遇的难得契机。期待两国工商界朋友积极行动起来，推动达成一个个具体项目、一份份互利协议。中国驻美使馆的大门永远向大家敞开。

Second, let us kick start morebilateral interactions. This year is a big year for China-U.S. relations, with the Beijing Summit marking the very first highlight. Going forward, President Xi Jinping will visit the U.S. this fall, China will host the APEC Economic Leaders’ Meeting in November, and the U.S. will host the G20 Summit in December. All these are important moments for engagement between our two governments, and also offer rare opportunities for the two business communities to tap the potential for broader cooperation. I hope business leaders in both countries will spring into action, and bring about a steady pipeline of projects and mutually beneficial agreements. The door of the Chinese Embassy in the U.S. is always open to you.

三要做合作新平台的共建者。中美贸易理事会、投资理事会是新鲜事物，欢迎中美工商界建言献策，同两国政府形成合力，确保开好头、起好步，为中美经贸合作保驾护航、排忧解难。中美正商谈300亿美元对等降税安排。许多美国企业向我反映300亿美元的篮子不够大，希望将其产品都纳入，我对此深表赞同。从中美贸易的体量看，完全可以把豁免单子拉得更长、规模范围做得更大，300亿翻倍或者加个零都不为过。同时，中国企业合理关切应该尽快得到解决，出口管制、双向投资限制、反垄断调查、涉军企业清单等“黑名单”不应被用作打压工具。

Third, let us jointlyfoster new platforms for cooperation. The China-U.S. boards of trade and investment are brand new ideas. Your input and insights are most welcome, as this will create synergy between the business communities and the two governments, so that the mechanisms can get off to a good start, and facilitate and remove barriers to bilateral economic cooperation. Currently, the two sides are discussing a reciprocal tariff reduction framework arrangement on products of equivalent scale worth $30 billion or more on each side. Many friends from American businesses have told me that the basket is far from big enough, hoping to include all their products in it. I cannot agree any more. If we take into account the scale of overall bilateral trade, there is every reason for making the list of exemptions longer and the scope broader. Personally, I would argue for doubling the number to $60 billion, or even raising it to $300 billion. At the same time, we hope the reasonable concerns of Chinese enterprises will be addressed as soon as possible. Export control, restrictions on two-way investment, anti-monopoly investigations, and blacklists such as the list of designated foreign military companies should not be used as tools to suppress businesses.

四要做科创新赛道的领跑者。人工智能等新兴技术正在深刻改变经济形态、人类生活和社会治理，必须确保向善普惠、有序发展，不能放任自流、野蛮生长，不能“跑马圈地”、再设“铁幕”，更不能爆发“AI版星球大战”。中美作为全球领先的人工智能大国，完全可以优势互补、合作共赢。我们要用好人工智能政府间对话机制。工商界作为人工智能创新的“主力军”应发挥建设性作用，打通技术、市场、产业壁垒，释放双向合作赋能的创新动力，让人工智能成为中美合作的新疆域、人类创新发展的新阶梯。

Fourth, let us strive to be front-runners in new arenas of scientific innovation.Emerging technologies such as AI are profoundly reshaping the economy, human life and social governance. We need to ensure the technologies are for good and for all and develop in an orderly manner, instead of allowing them to run wild and grow unchecked. It is definitely unacceptable to seek technological enclosure, or draw an iron curtain, let alone wage a Star Wars-style rivalry in AI. As global leaders in AI, China and the U.S. are well positioned to complement each other and achieve win-win results through cooperation, and we need to make good use of the intergovernmental dialogue on AI. As the key driver of AI innovation, the business community is expected to play a constructive role, help tear down technological, market, and industry barriers, and empower innovation through two-way cooperation, so that AI will become a new frontier for China-U.S. cooperation, and also a new ladder for human innovation and development.

五要做民心新联通的架桥者。习近平主席亲自提出的“5年5万”倡议提前两年半实现目标。美国多项民调显示，美国民众对华好感度经历5年下滑后反弹回暖。“成为中国人”刷屏，“极致中国化”出圈，中美人民双向奔赴，一次次为两国关系蓄积能量。希望中美工商界继续大力支持两国地方、青年、文化、体育、教育等各领域交流，跨越太平洋搭建更多友谊之桥。

Fifth, let us build new bridges between our two peoples.The “50,000 in five years” initiative President Xi Jinping personally put forward has been completed two and a half years ahead of schedule. A number of American polls have pointed to a positive rebound in U.S. public opinion toward China in five years. The “Becoming Chinese” and “Chinamaxxing” trends are taking off across social media. Through reaching out to each other, our two peoples have injected fresh energy into bilateral relations again and again. It is my hope that the two business communities will continue to vigorously support exchanges at the subnational level, among youth, and across culture, sports, education, and other areas, so that more bridges of friendship may be forged across the Pacific.

今年是中国“十五五”规划开局之年。中国经济稳中有进，继续成为世界经济增长的重要引擎。一季度，中国国内生产总值同比增长5.0%；前四个月，中国高技术产业实际使用外资同比增长20.3%；1至5月，货物贸易进出口总值同比增长15.3%，其中进口增长20.5%。中国持续放宽市场准入，扩大服务业开放试点，加强知识产权保护，制定出台政府采购本国产品标准，修订扩大《鼓励外商投资产业目录》，为外资企业提供更加透明、稳定、可预期的营商环境。年内，中国政府将举办超过100场“出口中国”活动，为各国企业扩大对华出口提供便利。美中贸委会最新报告显示，2025年92%的受访企业在中国实现盈利，比上一年增加10个百分点；95%的受访企业认为在华业务有助其维持全球竞争力。下一个中国还是中国，中国对跨国企业来说不是可选项而是必选项。在中国这个全球最硬核的“健身房”经受锻炼，美国企业会继续成在中国、赢在世界。

This year marks the start of China’s 15th Five-Year Plan. With steady progress, the Chinese economy continues to serve as a majorengine of global economic growth. China’s GDP grew 5% year-on-year in the first quarter. The actual use of FDI in high-tech industries increased by 20.3% in the first four months. Total imports and exports of goods rose by 15.3% from January to May, with imports surging 20.5%. China is further widening market access, scaling up pilot programs to open up the services sector, and enhancing the protection of intellectual property rights. We have introduced standards for domestic products in government procurement, and expanded the Catalogue of Encouraged Industries for Foreign Investment, with the aim of providing a more transparent, stable, and predictable business environment for foreign-invested companies. This year, our government will hold more than 100 “Export to China” events, to help international businesses export more to China. According to the latest member survey by USCBC, 92% of respondents reported profitability in China in 2025, up 10 percentage points from last year. For 95% of respondents, China operations are important for staying competitive globally. The next China is still China, and China is not optional, but essential for transnational enterprises. With continued exercise in China, the world’s leading “fitness club”, American companies will be in a better place to succeed in China and win globally.

中国有句古诗：潮平两岸阔，风正一帆悬。让我们乘着中美元首北京会晤成功的东风，立足中美关系新定位，开启互利合作新进程，共同推动中美关系巨轮沿着建设性战略稳定轨道行稳致远。

As an ancient Chinese poem goes, “With high tide and tailwind, it is time to sail a smooth ride.” Let us seize the momentum of the Beijing Summit, act on the new vision for China-U.S. relations, andusher in a new chapter in mutually beneficial cooperation, so as to jointly keep the giant ship of China-U.S. relations along the course of a constructive relationship of strategic stability, sailing far and steady.
