大家晚上好！很高兴再次参加美国中国总商会颁奖晚宴，和各位新老朋友见面。过去一年，中国总商会克服各种困难与挑战，积极服务在美中资企业，持续搭建中美商业交流桥梁，为推进两国互利合作做了大量富有成效的工作。在此，我谨代表中国驻美国大使馆，向总商会、总商会会员企业和广大在美中资企业的辛勤付出表示由衷的敬意，大家辛苦了！

Good evening! It gives me great pleasure to attend the CGCC Annual Gala again and get together with friends old and new.In the past year, CGCC stayed committed against all odds to serving Chinese-invested enterprises in the United States and building more bridges for business exchanges between our two countries, and effectively promoted bilateral mutually beneficial cooperation. On behalf of the Chinese Embassy in the United States, I would like to pay tribute to CGCC, its member companies and all Chinese-invested enterprises in the U.S. Thank you for your hard work!

各位朋友，

Dear friends,

2026年刚刚过去了15天，世界就已经目睹了接连不断的“黑天鹅”“灰犀牛”，不稳定性、不确定性扑面而来。世界向何处去，人类面临严峻选择：和平还是战争、开放还是封闭、合作还是对抗、共赢还是零和。我愿分享三点看法：

We are just 15 days into the year 2026, but the world has already seen black swans and gray rhinos one after another.Instability and uncertainty are raging all around. Where will the world be heading? Humanity is facing a grave choice: peace or war, openness or isolation, cooperation or confrontation, win-win or zero-sum. To find the answer, I would like to share three observations.

第一，不管国际风云如何变幻，要和平、要发展、要合作的时代潮流不会改变。2025年是世界反法西斯战争胜利80周年，但这一年世界并没有变得更和平、更稳定。《全球和平指数》显示世界和平水平降到近20年来最低点，世界银行数据显示全球绝对贫困人口已增至约8亿人，每天生活费用不足3美元。冷战思维卷土重来，实力践踏规则，强权挑战公理，霸凌霸道取代对话协商，国际秩序遭到系统性冲击，世界被拖回弱肉强食“丛林时代”的风险显著上升。

First, no matter how the international situation evolves, the aspiration for peace, development and cooperation, which reflects the trend of the times, will not change.The year 2025 marked the 80th anniversary of the World Anti-Fascist War, but unfortunately, the world did not become any more peaceful or stable. The Global Peace Index revealed that global peacefulness has reached its lowest point in nearly two decades. World Bank statistics showed that the global population in extreme poverty has surged to around 800 million, who survive on less than 3 US dollars per day. The Cold-War mentality has staged a comeback, with power trampling rules, might challenging what is right, and hegemony and bullying replacing dialogue and consultation. As a result, the international order is facing a systemic shock, with risks sharply rising, threatening to drag the world back into a jungle.

尽管如此，我们不能动摇对世界前途的信心。一时强弱在于力，千秋胜负在于理。联合国宪章确立的“维护国际和平及安全”“促成国际合作”“主权平等”“和平解决国际争端”等宗旨和原则没有过时，各国人民求和平、谋发展、促合作的愿望更加强烈，践行多边主义、维护公平正义的力量持续壮大，世界多极化和经济全球化的大趋势愈益明朗。这一切，都不会因任何国家的取向和行动而转移。

Despite all this, we should not waver in our confidence in the world’s future. While might may rule the moment, right prevails forever. The purposes and principles enshrined in the UN Charter, such as“maintaining international peace and security”, “achieving international cooperation”, “sovereign equality”, and “settling international disputes by peaceful means”, are not outdated. The longing of people around the world for peace, development and cooperation is growing only stronger. The forces who practice multilateralism and champion fairness and justice continue to grow. And the overriding trend toward a multipolar world and economic globalization is becoming ever clearer. None of these will be altered by the preferences or actions of any single country.

习近平主席指出，坚持在历史前进的逻辑中前进，在时代发展的潮流中发展。面对纷繁复杂的国际形势，中国坚定站在历史正确一边、站在人类文明进步一边，维护以联合国为核心的国际体系和以国际法为基础的国际秩序，提出并践行四大全球倡议，以最大诚意团结一切和平力量，以最实举措汇聚各国稳定力量，以最广胸怀携手全球进步力量，推动构建人类命运共同体，开创持久和平、共同繁荣的光明未来。

As President Xi Jinping pointed out, we should advance in line with the trend of history, and thrive in keeping pace with the times. In the face of a complex international situation, China firmly stands on the right side of history and the progress of human civilization, and upholds the international system with the United Nations at its core and the international order underpinned by international law. We have put forward and been carrying out four global initiatives (namely, the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative), under which we unite all forces for peace with the utmost sincerity, pool together forces for stability worldwide with the most tangible measures, and join hands with forces for progress across the world with the broadest mind, so as to build a community with a shared future for humanity, and create a bright tomorrow of enduring peace and shared prosperity.

第二，不管中美关系如何演变，双方合则两利、斗则俱伤的历史逻辑不会改变。2025年，习近平主席同特朗普总统4次通话、多次通信，并在韩国釜山成功会晤，在关键时刻为中美关系巨轮校正航向、绕开暗礁。过去一年中美关系从黑云压城到峰回路转的历程再次警示我们：对话比对抗好、合作比零和好、稳定比折腾好；无论是关税战、贸易战、科技战，还是产能战、资源战、地缘战，都是损人害己的死路绝路；中美合，世界安，中美对抗，世界遭殃。

Second, no matter how China-U.S. relations maydevelop, the historical truth that our two countries gain from cooperation and lose from confrontation will not change. In 2025, President Xi Jinping and President Donald Trump spoke on the phone four times, exchanged several letters, and held a successful summit in Busan, the Republic of Korea, recalibrating the course of the giant ship of the China-U.S. relationship and navigating it around hidden shoals at crucial moments. From looming dark clouds to turnarounds, the journey our bilateral relations travelled last year has warned us again that, dialogue is better than confrontation, cooperation is better than a zero-sum game, and stability is better than volatility. Be it a tariff war, trade war and tech war, or an industrial war, resource war and geopolitical war, each will hit a dead end and serve no one’s interest. When China and the U.S. work together, the world fares well; but if we confront one another, the world would suffer.

我们对发展中美关系有诚意但讲原则，在捍卫主权安全发展利益的大是大非问题上，没有丝毫妥协余地。台湾是中国领土不可分割的一部分，这是《开罗宣言》《波茨坦公告》和联大第2758号决议等具有国际法效力的文件确立的定论。一个中国原则和中美三个联合公报是中美处理台湾问题的唯一遵循。台海最大的现状就是两岸同属一个中国，台海和平的最大威胁来自于“台独”分裂行径和外部势力纵容支持。我们再次敦促美方以实际行动恪守一个中国原则和中美三个联合公报。

We are sincere about developing China-U.S. relations. At the same time, we have our principles to safeguard. When it comes to major issues bearing on our sovereignty, security and development interests, there is no room for compromise at all. Taiwan is an inalienable part of China’s territory. This is reaffirmed by instruments with legal effect under international law, including theCairo Declaration, the Potsdam Proclamation and UNGA Resolution 2758. The one-China principle and the three Sino-U.S. Joint Communiqués are the only basis for our two countries to handle the Taiwan question. The fundamental status quo of the Taiwan Strait is that both sides of the Strait belong to one and the same China, and the biggest threat to cross-Strait peace comes from the separatist activities of the “Taiwan independence” forces and external connivance and support. We again urge the U.S. side to abide by the one-China principle and the three Sino-U.S. Joint Communiqués with concrete actions.

习近平主席提出相互尊重、和平共处、合作共赢三原则，这是新时期中美正确相处的治本之道。相互尊重是前提，和平共处是底线，合作共赢是目标。希望美方与中方相向而行，以实际行动落实两国元首釜山会晤重要共识，拉长合作清单，排除干扰障碍，推动中美关系稳定健康可持续发展。

The three principles proposed by President Xi Jinping, namely, mutual respect, peaceful coexistence and win-win cooperation, have outlined the fundamental and right way for China and the U.S. to get along with each other in the new era. Among them, mutual respect is the prerequisite, peaceful coexistence is the bottom line, and win-win cooperation is the goal. We hope the U.S. side will work with China in the same direction, take real actions to implement the important consensus reached between the two Presidents in Busan, expand the list of cooperation, and remove disruptions and obstacles, so as to advance the steady, sound and sustainable development of China-U.S. relations.

第三，不管外部环境如何变化，中国致力于高质量发展、高水平开放的战略抉择不会改变。去年是“十四五”收官之年，中国经济承压而上、向新而优。全年GDP有望实现5%左右的增长目标，经济总量迈上140万亿元新台阶，对世界经济增长贡献率继续超过30%。去年，中国货物进出口总额同比增长3.8%，贸易顺差首次超过1万亿美元，既是超级“卖家”也当全球“买家”，人工智能大模型、人形机器人等创新成果竞相涌现，新能源汽车、智能手机等“中国智造”名扬海外。今年是“十五五”开局之年，我们将按照中共二十届四中全会绘就的宏伟蓝图，继续用好制度优势、市场优势、产业优势、人才优势，推动高质量发展，加快高水平科技自立自强，积极发展新质生产力，做强国内大循环、畅通国内国际双循环，实施高水平对外开放，实现全体人民共同富裕。

Third, no matter how the external environment changes, China’s strategic choice to pursue high-quality development and high-standard opening up will not change.The year 2025 marked the completion of China’s 14th Five-Year Plan for economic and social development. Despite mounting pressure, China pushed forward with innovation-led and high-quality economic development. Our GDP is expected to meet the annual growth target of around 5%, with economic output projected to cross another threshold and reach RMB 140 trillion yuan, continuing to contribute over 30% to global economic growth. Our total trade in goods in 2025 expanded by 3.8% year on year, and the trade surplus has surpassed 1 trillion US dollars for the first time, making us both a top exporter and a global buyer. A stream of new innovations, such as large AI models and humanoid robots, has emerged, and China’s intelligent manufacturing, represented by electric vehicles and smart phones, is gaining popularity globally.

This year marks the beginning of the 15th Five-Year Plan. We will follow up on the grand blueprint outlined at the fourth plenary session of the 20th CPC Central Committee, continue to leverage our advantages in system, market, industry and human resources, advance high-quality development, achieve greater self-reliance and strength in science and technology, boost new quality productive forces, strengthen the domestic economy while promoting unimpeded domestic and international economic flows, expand high-standard opening up, and pursue common prosperity for all.

中国的发展是开放的发展，一个持续进步不断开放的中国将给世界带来更多新机遇。中国外资准入负面清单已减少至29项，给予所有建交的最不发达国家100%税目产品零关税待遇，海南自由贸易港全岛封关运作，自主单边开放有序推进。2025年前11个月，中国新设外商投资企业超6万家，同比增长16.9%；美国企业在进博会上参展面积连续7年保持第一，在链博会上参展数量连续2年居首。这些都是世界给中国投下的实实在在的信任票。

China’s development is open development. An ever-developing, increasingly open China will bring more opportunities to the world. We have slashed the number of items on our negative list for foreign investment to 29, and given all Least Developed Countries having diplomatic relations with China zero-tariff treatment for 100% tariff lines. Island-wide special customs operations were launched in the Hainan Free Trade Port, and voluntary and unilateral opening up is steadily expanding. In the first 11 months of 2025, over 60,000 foreign-invested businesses were newly established in China, up by 16.9% year on year. American companies have taken up the largest exhibition area at the China International Import Expo for seven years in a row, and led overseas participation at the China International Supply Chain Expo over the past two years. All these are votes of confidence the world has cast in China.

未来10年，中国中等收入群体预计翻番超过8亿人，正在加快形成全球最大、最富活力的消费市场。中国将在新能源、新材料、航空航天、低空经济等战略性新兴产业催生万亿甚至更大规模市场，增值电信、生物技术、外商独资医院等服务业也将扩大开放试点。中美两国企业完全可以在这些领域深挖合作潜力，促成更多务实合作项目。当然，合作应该是双向的、互惠的，美国政府也应该为中国企业在美投资运营提供开放、公正、非歧视的环境，包括提供签证、入境便利等而不是设置障碍。

With our middle-income group on track to double and exceed 800 million in the coming decade, China is fast emerging as the world’s largest and most dynamic consumer market. In China, industrial clusters in strategic emerging fields such as new energy, new materials, aviation and aerospace, and the low-altitude economy will create multi-trillion-yuan or even larger markets. We will also expand pilot programs to open up value-added telecommunications, biotechnology, wholly foreign-owned hospitals and other service industries. Chinese and American businesses can fully tap the potential for cooperation in these areas and build more practical partnerships. Of course, cooperation should be a two-way street, benefiting both sides. The American government, for its part, is also expected to create an open, fair and non-discriminatory environment for Chinese enterprises investing and operating in the U.S., including providing visa and border entry facilitation, rather than setting obstacles.

中国农历马年就快要到了，马在中国文化中寓意奋发进取、卓有成效，此次年会以“骐骥同行，笃行致远”为主题，正当其时。毛泽东主席曾以诗抒怀：“不管风吹浪打，胜似闲庭信步。”这是一种不畏艰难、越是艰险越向前的自信和从容，更是一种搏击中流、于变局中开创新局的远见和勇气。积力之所举，则无不胜也；众智之所为，则无不成也。让我们共同发扬龙马精神，直面挑战，抢抓机遇。预祝大家一马当先、马到成功！

As we gather here, the Year of the Horse is just around the corner. In Chinese culture, the horse symbolizes entrepreneurship and accomplishment. So the theme of this gala,“Together, we galloptoward the future”, cannot be more fitting. Chairman Mao Zedong once wrote in a poem that, “Let the wind blow and waves beat/ Better far than idly strolling in a courtyard.” Underlying it is the confidence and composure to keep going when the going gets tough, and also the vision and courage to break new ground in a fast-changing landscape. As a Chinese adagereads, “Victory is ensured when people pool their strength; success is secured when people put their heads together.” Let us together face up to the challenges ahead and seize the opportunities with the vigor and resolve of the horse, and I wish you all a Year of the Horse filled with prosperity and success!
