非常高兴在中国共产党百年华诞到来之际，出席在英中资企业成果展线上发布会。我谨代表中国驻英使馆，预祝本次成果展取得圆满成功，并对英中贸协和48家集团俱乐部对本次活动的大力支持表示衷心感谢。

As we are about to mark the centenary of the founding of the Communist Party of China, it is a real delight to join you at the release of the Online Exhibition of Achievements of Chinese Enterprises in the UK.

On behalf of the Chinese Embassy, I would like to wish this exhibition great success. I would also like to extend our sincere appreciation to the China-Britain Business Council and the 48 Group Club for your strong support for this event.

我和大家一样，对在英中资企业取得的丰硕成果感到由衷高兴。同时，看到这些成果，也使我不由想起中英经贸合作走过的不平凡历程，再次感受这段历史带给我们的启迪。

I feel very happy just like all of you about the huge accomplishments of the Chinese enterprises here. At the same time, seeing all this progress reminds me of the extraordinary historic journey of China-UK economic cooperation and its inspiration for all of us today.

一、中国政治制度的成功是在英中资企业发展的根本前提。

First, the success of the Chinese political system is the fundamental premise for the development of Chinese enterprises in the UK.

一百年来，中国共产党带领中国人民历经革命、建设、改革的艰辛探索和伟大实践，开辟了中国特色社会主义道路，创造了世所罕见的经济快速发展和社会长期稳定两大奇迹。中国成为世界第二大经济体和第一大货物贸易国，对世界经济增长年均贡献率多年超过30%。中国经济快速发展为中外经贸合作提供了强大支撑，同时对外经贸合作也促进了中国经济持续发展。

For the past 100 years, the Communist Party of China has led the Chinese people in making strenuous exploration and arduous efforts, from revolution to development and reform. It has blazed the path of socialism with Chinese characteristics and led the nation to create “two miracles” rarely seen in the world, namely rapid economic growth and sustained social stability.

China is now the world’s second largest economy, largest trading nation in goods and biggest contributor to global growth. It has contributed over 30% annually to world economic growth for many years in a row. China’s rapid economic growth has provided a solid basis for our trade and economic cooperation with foreign countries. In turn, such cooperation has facilitated the sustained growth of our economy.

党的十八大以来，以习近平同志为核心的党中央全面深化改革，扩大对外开放，提出“合作共赢”、“人类命运共同体”等新理念，推动形成全方位对外开放新格局。这里，要重点讲一下“一带一路”建设。它源自中国，造福全世界；它不是中国的独唱，而是各国共同参与的大合唱；它秉持的是共商共建共享原则，受到各国普遍欢迎。自2013 年“一带一路”倡议提出以来，中国已同140个国家、32个国际组织签署了206份共建“一带一路”合作文件。中国同沿线国家经贸合作持续增长。2020年，尽管受到新冠肺炎疫情冲击，中国与沿线国家货物贸易额仍达到1.35万亿美元，对沿线国家非金融类直接投资达177.9亿美元。

Since the 18th National Congress, the CPC Central Committee with Comrade Xi Jinping at its core has led the country to deepen reform in all respects and open wider to the world. It has proposed new philosophies, such as win-win cooperation and a community with a shared future for mankind. It is now working to build a new economic development paradigm of “dual circulation” with even greater openness.

Here I would like to highlight the Belt and Road Initiative. BRI was proposed by China but delivers benefits to the whole world. It is not a solo performance by China but a chorus by all participating partners. Its development follows the principle of extensive consultation, joint contribution and shared benefits, and this has won extensive recognition around the world.

Since proposing this initiative in 2013, China has signed 206 documents on BRI cooperation with 140 countries and 32 international organisations. Business cooperation between China and countries along the BRI routes has kept growing. In 2020, despite the impact of the Covid-19 pandemic, trade in goods between China and BRI partners totaled 1.35 trillion US dollars, and non-financial FDI from China to partner economies totaled 17.79 billion US dollars.

中英在共建“一带一路”方面开展了合作，双方签署了第三方市场合作协议，并实施了有关融资和提供专业技术与服务等方面的务实合作项目。伴随中国改革开放进程和“一带一路”建设，中国企业到英国投资兴业逐渐增多，涵盖金融服务、科技制造、清洁能源、基础设施等广泛领域。这些合作既促进了中国企业的发展，又为当地带来大量就业和税收，有力推动了相关产业进步。

China and the UK have also carried out cooperation on BRI. Our two countries have signed an agreement on cooperation in third markets, and rolled out practical programmes to jointly provide financing, expertise and services to third markets.

As China opens wider to the world and the BRI development keeps advancing, more and more Chinese companies are bringing their capital and businesses to the UK. Today, the cooperation between Chinese and British companies covers a wide range of areas from financial services and high-tech manufacturing to clean energy and infrastructure. This has not only promoted the growth of Chinese companies but also created huge job opportunities and tax revenue and boosted the development of the relevant industries locally.

二、中英关系健康稳定是在英中资企业发展的重要保障。

Second, the sound and steady development of China-UK relations is an important safeguard for the growth of Chinese companies in the UK.

新中国成立70多年来，中英关系沐雨栉风，虽有挫折，但始终向前。无论是1950年在西方大国中首个承认中华人民共和国，还是2015年加入亚投行，英方都展现了把握大势、敢为人先的远见。今天，这种精神应继续发扬光大。中国历来把英国看作合作伙伴，致力于发展健康稳定的中英关系。正如王毅国务委员兼外长上个月与拉布外交大臣通话时指出：“中英关系有着深厚基础和强劲动力，中方始终重视英国的国际地位和作用，愿成为'全球化英国'的合作伙伴。”

In the 70 plus years since the founding of New China, the relations between China and the UK have kept making progress despite ups and downs.

The UK was the first major Western country to recognize the People’s Republic in 1950. It joined the Asian Infrastructure Investment Bank in 2015. In all these historic decisions, the UK demonstrated its ability to grasp the trend of times and displayed its pioneering spirit. There is every reason that such spirit should be carried forward.

China has always seen Britain as a partner for cooperation and remained committed to developing a sound and steady relationship. As State Councilor Wang Yi said in his telephone conversation with UK Foreign Secretary Dominic Raab last month, "China-UK relations have a deep foundation and strong driving force. China has always attached importance to the international status and role of Britain and is willing to be a partner of a ‘Global Britain’."

中英两国历史文化背景不同、发展阶段各异，存在分歧和不同看法并不奇怪。关键是要尊重彼此核心利益和重大关切，并通过平等对话增进相互了解，减少和管控分歧，扩大共识与互信。中国给英国带来的是机遇而不是威胁。相信富有历史感和务实精神的英国人民能对此作出独立判断。我们希望中英双方相向而行，牢牢把握正确方向，携手推进互利合作。中英关系重回健康发展轨道，可为两国企业合作提供稳定和可预见的宏观环境。

It is true that China and the UK are different in history, culture and development stage. And it is not surprising that we have different views on certain issues. The key is to respect each other’s core interests and major concerns, enhance mutual understanding through equal-footed dialogues, reduce and manage our differences, and expand our consensus and mutual trust.

China creates opportunities for the UK rather than poses a threat. I believe the British people, who are well-known for their good sense of history and pragmatism, will come to an independent judgment.

It is our hope that both sides will move forward in the same direction, stick firmly to the right path and work together to achieve win-win results. The sound development of our relations will provide a stable and predictable macro environment for the cooperation between the enterprises of our two countries.

三、坚守互利双赢是在英中资企业发展的必要基础。

Third, win-win cooperation is the basis for the development of Chinese enterprises in the UK.

中英经济互补性强，合作潜力大。合作应是双向道，利益应共分享。中英企业合作成功秘诀很多，但最重要的一条就是坚持互利双赢。目前已有800多家中资企业在英国投资兴业，项目遍布英伦三岛，投资领域正从金融、贸易、能源等传统行业向高端制造、基础设施、文化创意、信息科技等领域延伸。特别值得一提的是，在英设立分行的中资银行已增至8家，伦敦成为世界第一大人民币离岸交易中心和第二大人民币离岸清算中心，人民币清算量超过55万亿元；有4家企业通过“沪伦通”在伦敦上市，开创了中国与境外资本市场互联互通的先河。正是由于遵循了互利双赢原则，上述合作才得以取得丰硕成果。

China and the UK have highly complementary economies and our cooperation enjoy enormous potential. Cooperation is a two-way street and its benefits should be shared. Companies may have many secrets to the success of their cooperation. But the most important one is always seeking win-win results.

Now, more than 800 Chinese companies have invested and set up businesses in the UK. They have projects in every corner of the country. They are expanding their investment from traditional sectors such as financial services, trade and energy to new ones, including high-end manufacturing, infrastructure, cultural and creative industries, and information technology.

In recent years, eight Chinese banks opened branches in the UK. London is now the world’s largest offshore RMB trading centre and second largest offshore RMB clearing centre, with the total clearing volume exceeding 55 trillion RMB yuan. Four Chinese firms are listed in London through the Shanghai-London Stock Connect, which enabled the first-ever connection between the Chinese capital market and a foreign one.

It is exactly because the business communities of both our countries follow the principle of mutual benefit that their cooperation has yielded fruitful outcomes.

中英经贸合作取得今天的成就，离不开两国工商界人士的辛勤付出。68年前，以杰克•佩里先生为代表的英国工商界有识之士，打破当时西方国家对华禁运的坚冰，开启了两国贸易的先河，被誉为“破冰者”。英中贸协成立于67年前，其成长不仅伴随了中英关系的成长，也为推进中英经贸合作发挥了重要作用。英国中国商会虽然成立仅20年，但成长迅速，会员数量已近300家，逐步成为支持中资企业在英发展的重要力量。当前中英关系遭遇一些逆风，处于关键节点，更需要两国工商界团结协作，共克时艰。希望两国工商界继往开来，接续奋斗，协力开创中英经贸合作新局面。

China-UK trade and economic cooperation could not have been so successful without the contribution of business leaders from both countries. Sixty-eight years ago, visionary people from the British business community, including Jack Perry, broke through the blockade and started trading with China. They are hailed as the “icebreakers”.

CBBC was established 67 years ago. It has grown with China-UK relations and played an important role in building closer business ties between our two countries.

CCCUK, a younger organisation of only 20 years old, has been growing very fast. With nearly 300 members, it has provided support to Chinese enterprises in achieving steady development in the UK.

Right now, China-UK relations are encountering headwinds and have come to a critical juncture. It is important that the business communities of our two countries work together to tackle the current difficulties. I hope you will build on the progress you have made, continue to strive forward and open up new prospects for China-UK economic cooperation and trade.

杰克•佩里先生开启“破冰之旅”时，中国在世界贸易中的份额还不到1%，不得不在艰难的国际环境中摸索对外贸易的渠道。半个多世纪以后，国际环境变了，中英两国均发生了深刻变化，但我们仍然需要“破冰者”精神。要在传承中赋予它时代内涵：打破陈旧思维的“坚冰”，共促互信互鉴的良性互动；冲破保护主义的“坚冰”，共建包容普惠的开放型世界经济。

When Mr. Jack Perry embarked on the “icebreaking trip”, China only accounted for less than 1% of world trade as we explored ways to trade with foreign countries in very difficult international circumstances. Today, after more than half a century, the international environment has gone through profound change and so have China and the UK. But the “icebreaking” spirit is still needed, and we should give it a new dimension that reflects our times: We must break the “ice of outdated mindset” and establish sound interactions featuring mutual trust and mutual learning; we must break the “ice of protectionism” and build an open and inclusive world economy.

中国正全面落实新发展理念，构建新发展格局，开启全面建设社会主义现代化国家的新征程。英国进入打造“全球化英国”的新阶段。中英合作面临新机遇。双方要深化货物贸易、传统金融、制造业、核电、基础设施等传统领域合作，同时积极拓展新产业、新业态、新模式合作，特别是绿色金融、金融科技、新能源汽车、创意产业等领域合作，为中英合作注入新活力。

At the moment, China is implementing the new development philosophy, fostering a new development paradigm, and embarking on a new journey of building a modern socialist country in a comprehensive way. The UK has entered a new stage of building a “Global Britain”. Our two countries face new opportunities for cooperation. The business communities of both countries should deepen existing cooperation in trade in goods, traditional financing, manufacturing, nuclear energy and infrastructure. At the same time, you should explore new industries, new business models and new forms of partnership, and expand cooperation in green finance, Fintech, new energy automobile and creative industry. This will inject new vitality into China-UK cooperation.

海外中资企业和中国公民代表着中国形象，肩负着沟通中外、增进理解的责任。希望在英中资企业继续做遵规守法的模范，履行好社会责任，展示中国良好风貌。希望英方切实践行自由、开放、全球化理念，特别要为两国企业合作消除来自政治和第三方的人为障碍，为中国企业提供公平、友善的营商环境。

Every Chinese enterprise and Chinese citizen overseas is a representative of China and shoulders the responsibilities to connect China with foreign countries and enhance mutual understanding. It is important that Chinese enterprises in the UK continue to abide by local laws and regulations, undertake corporate social responsibilities and build a positive image of China.

We also hope that the UK side will take concrete measures to deliver its vision of building a free, open and global Britain. In particular, we hope the UK side will eliminate political obstacles and obstacles imposed by any third party that stand in the way of the cooperation between the companies of our two countries, so that the Chinese enterprises here will find themselves in a fair and friendly environment.

中国正朝着全面建设社会主义现代化国家目标大步迈进。我们有充分信心，在中国共产党坚强领导下，中国的经济社会发展必将取得更大进步，为世界和平与繁荣提供更大正能量。中国的发展也必将进一步丰富中英经贸合作这个“金矿”。希望两国企业界携起手来，进一步挖掘这个“金矿”，给两国人民带来更多实实在在的利益。

China is taking big strides towards building a modern socialist country. We are fully confident that under the strong leadership of the CPC, China will surely make even greater economic and social progress and provide even greater positive energy to world peace, stability and prosperity.

As China continues to develop, China-UK business cooperation will become a much richer “gold mine”. It is my hope that the business communities of our two countries will work together to bring out the full potential of this “gold mine” and deliver more tangible benefits to our peoples.
