今年是中国人民抗日战争暨世界反法西斯战争胜利和联合国成立80周年。在这一关键历史节点,习近平总书记胸怀人类前途命运、把握时代进步潮流,在“上海合作组织+”会议上郑重提出全球治理倡议,为解答“构建什么样的全球治理体系、如何改革完善全球治理”的时代命题亮明了中国方案。这一重大倡议一经提出,就引发国际社会广泛热烈反响,140多个国家和国际组织迅速明确表示欢迎支持。各方普遍认为,这一重大倡议是中国推动构建更加公正合理的全球治理体系的重大战略之举,彰显了习近平总书记作为世界大国领袖的远见卓识和历史担当。我们要深入领会全球治理倡议的时代意义、世界意义、理论意义、实践意义,加大推动改革完善全球治理,同各国一道携手共建人类命运共同体。
This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, as well as the founding of the United Nations (U.N.). At this critical historical juncture, General Secretary Xi Jinping, bearing in mind the future of humanity and understanding the progressive trend of the times, solemnly proposed the Global Governance Initiative (GGI) at the “Shanghai Cooperation Organization (SCO) Plus” Meeting. GGI offers China’s solution to the questions of our times, namely what kind of global governance system to build and how to reform and improve global governance. Upon its proposal, GGI received widespread and enthusiastic responses from the international community. More than 140 countries and international organizations promptly expressed their welcome and support. It is widely believed that this important initiative is a major effort of strategic significance by China to promote the building of a more just and equitable global governance system, and shows the profound vision and sense of historical responsibility of General Secretary Xi Jinping as the leader of a major country. We must gain a deep understanding of GGI’s contemporary, global, theoretical and practical significance, intensify the push for reform and improvement of global governance, and work with the rest of the world to build a community with a shared future for humanity.
一、深刻领会全球治理倡议的重大意义
I. Deeply Understanding the Major Significance of GGI
全球治理倡议开辟了中国共产党对人类社会发展规律认识的新境界,彰显了习近平新时代中国特色社会主义思想的真理力量,是新时代中国为世界提供的又一重要国际公共产品。
GGI marks a new level of the Communist Party of China (CPC) in understanding the laws governing the development of the human society. It demonstrates the power of truth in Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, and it is another important international public good that China provides to the world in the new era.
这一重大倡议顺应人类社会发展大势,指明了全球治理体系变革的正确方向。二战后,亚非拉民族独立解放运动风起云涌,世界殖民体系土崩瓦解,联合国会员国从创立之初的51个增加到现在的193个,全球治理格局发生深刻变化。特别是进入新世纪以来,全球南方群体性崛起,多个发展中心在各地区形成,旧的“中心—外围”体系被打破,任何国家或国家集团都无法垄断世界事务,纠正历史不公、塑造国际公平正义已成为绝大多数国家的共同心声。全球治理倡议的提出,顺应了世界多极化、国际关系民主化的时代潮流,反映了绝大多数国家的利益诉求,必将助力全球南方为人类和平与发展的崇高事业作出历史性贡献。
This major initiative conforms to the prevailing development trends of human society and points the right way forward for the reform of the global governance system. Since the end of World War II, the global governance landscape has undergone profound changes marked by the sweeping national independence and liberation movements from Asia and Africa to Latin America, the collapse of the colonial system across the world, and the increase of U.N. member states from 51 at its founding to 193 today. Since the turn of the century, in particular, the Global South has emerged as a group, with multiple centers of development taking shape in various regions. The old “center-periphery” system has been broken, and no country or bloc gets to monopolize world affairs. Redressing historical injustice and shaping international fairness and justice have become the common aspiration of the vast majority of countries. The proposal of GGI conforms to the trends of our times, i.e. multipolarization in the world and democratization of international relations. It reflects the interests and demands of the vast majority of countries, and will surely be a boost to the Global South in making historic contributions to the noble cause of peace and development for humanity.
这一重大倡议契合当今世界迫切需要,提供了国际社会团结共进的行动指南。当今世界,各国利益交融、休戚与共,你中有我、我中有你,马克思和恩格斯关于“历史成为世界历史”的预言早已变成现实。不断扩大的共同利益必须通过不断完善的共同治理来维护,携手合作、互利共赢成为世界各国的唯一正确选择。与此同时,世界进入新的动荡变革期,单边主义、保护主义、霸权主义抬头,和平赤字、发展赤字、安全赤字、信任赤字加剧,全球治理体系的权威性、代表性、有效性不足问题更加突出。全球治理倡议把握各国日益成为利益共同体、责任共同体、命运共同体的时代大趋势,为各方共享发展机遇注入了新动力,为携手应对挑战提供了新方案,为世界走出动荡变革明确了新路径。
This major initiative meets the urgent needs of the world today and provides a guide for the international community to unite and move forward together. In today’s world, countries see their interests and destinies closely entwined. The prediction of “history as world history” made by Karl Marx and Friedrich Engels has long become a reality. As the ever-expanding common interests must be maintained through further improved joint governance, cooperation for mutual benefit and win-win results has become the only right choice for all countries. In the meantime, the world has entered a new period of turbulence and transformation. Unilateralism, protectionism, and hegemonism are on the rise. Deficits in peace, development, security and trust intensify. Global governance systems suffer a more severe lack of authority, representation and effectiveness. Seizing the prevailing trend of the times, that is, countries are increasingly becoming a community with shared interests, shared responsibilities and a shared future, GGI is injecting new impetus into the sharing of development opportunities among various parties, providing new solutions for joint response to challenges, and offering a new path for the world to emerge from turbulence and changes.
这一重大倡议弘扬守正创新理论品格,丰富了构建人类命运共同体的科学体系。构建人类命运共同体是习近平外交思想的核心理念,提出10多年来不断丰富发展,成为涵盖广泛、思想宏阔、架构完备的科学体系。继全球发展倡议、全球安全倡议、全球文明倡议之后,习近平总书记提出全球治理倡议,强调推动构建更加公正合理的全球治理体系,是从完善治理机制层面对前三大全球倡议作出的延伸和拓展。四大全球倡议各有侧重、并行不悖,形成以发展促繁荣、以安全保稳定、以文明增互信、以治理求公正的有机整体,为变乱交织的世界注入稳定性和确定性,成为推动构建人类命运共同体的战略引领。
This major initiative embodies the theoretical character of breaking new ground while adhering to the fundamental principles, and enriches the scientific system of building a community with a shared future for humanity. Building a community with a shared future for humanity is the core tenets of Xi Jinping Thought on Diplomacy. Over the past decade since its inception, it has been substantiated continuously and developed into a scientific system with broad coverage, visionary ideas and a complete structure. Following the Global Development Initiative (GDI), Global Security Initiative (GSI), and Global Civilization Initiative (GCI), General Secretary Xi Jinping has proposed the Global Governance Initiative which highlights the building of a more just and equitable global governance system. It broadens and expands the previous three initiatives from the perspective of improving governance mechanisms. These four initiatives, each with its own focus, are entirely compatible. Together they constitute an organic whole where development promotes prosperity, security ensures stability, inter-civilization exchange enhances trust, and governance advances justice. These initiatives are bringing more stability and certainty to a turbulent and fluid world, and providing strategic guidance for the building of a community with a shared future for humanity.

This major initiative originates from the extraordinary diplomatic journey of China in the new era, and demonstrates the responsibility and mission of major-country diplomacy with Chinese characteristics. As a responsible and constructive force in global governance, China has long made important contributions to global governance. We have firmly supported the central role of the U.N., actively participated in U.N. peacekeeping operations, kept to the Chinese way of resolving hotspot issues, and pushed for the establishment of the International Organization for Mediation (IOMed), bringing new hope for world peace and tranquility. We have joined hands with the Global South in uniting for strength and actively developed BRICS and the SCO, contributing our fair share to the global governance mechanisms. We have advocated and vigorously promoted high-quality Belt and Road cooperation, and established platforms for open cooperation such as the Asian Infrastructure Investment Bank (AIIB) and the BRICS New Development Bank (NDB), empowering and energizing common development and prosperity. We have been deeply engaged in international cooperation to tackle climate change and advance sustainable development, solemnly announced our Nationally Determined Contributions for 2035 and earnestly honored our commitments, rallying support and pooling strength in preserving our shared home planet. GGI represents the summary, refinement, and elevation of China’s long-time participation and extensive practice in global governance. It will guide China’s diplomacy in playing a greater role in the reform and improvement of global governance, as we work hand-in-hand with all countries to create a better future.
二、准确把握全球治理倡议的丰富内涵
II. Accurately Grasping the Full Connotations of GGI
全球治理倡议以维护联合国宪章宗旨和原则、践行共商共建共享的全球治理观为基本遵循,强调主权平等、国际法治、多边主义、以人为本、行动导向五大原则支柱,为改革完善全球治理提供了系统方案。
Guided by the purposes and principles of the U.N. Charter and the vision of global governance featuring extensive consultation and joint contribution for shared benefit, GGI underscores five key principles, namely sovereign equality, international rule of law, multilateralism, the people-centered approach and real actions, and provides a systematic solution to reforming and improving global governance.
奉行主权平等,推进共同参与的全球治理。主权平等是当代国际关系基本准则,各国无论大小、强弱、贫富,都有权在全球治理进程中平等参与、平等决策、平等受益。历史和现实一再昭示,主权平等是国际和平的基石,唯我独尊、以强凌弱是矛盾动荡的根源。少数国家和国家集团从所谓实力地位出发,搞强权霸凌,对其他国家动辄极限施压,是当今国际秩序的最大颠覆性因素。任何逆历史潮流而动的行径注定将以失败告终。
Adhering to sovereign equality and promoting broad-based participation in global governance
Sovereign equality is a basic norm governing international relations. All countries, regardless of size, strength and wealth, are entitled to equal participation, decision-making and benefit-sharing in global governance. History and reality have repeatedly proven that sovereign equality is the cornerstone of global peace, while arrogance and bullying of the weak are the root causes of conflicts and turbulence. A few countries and groups, proceeding from a so-called “position of strength,” have engaged in power politics and bullying practices, and willfully applied maximum pressure on others. Such behaviors represent the biggest disruptive factor in today’s international order. However, all acts that go against the trend of history are doomed to fail.
遵守国际法治,推进公正有序的全球治理。这个世界需要的是公道,而不是霸道。国际法治是实现公平公道治理的根本保障。遵守国际法治,就要全面、充分、完整遵守联合国宪章宗旨和原则以及公认的国际关系基本准则,强国际法治之基;维护国际法治的公正性和稳定性,反对双重标准和强加于人,立国际法治之信;以国际良法促全球善治,在广泛共识基础上制定新兴领域规则,崇国际法治之权。国际法治应由各国共同维护。大国在完善全球治理、维护公平正义中负有关键责任,应带头做国际法治倡导者和维护者。我们决不能让世界回到弱肉强食的丛林,决不能让各国重陷冲突对抗的深渊。
Abiding by international rule of law and promoting justice and order in global governance
Our world needs fairness, not hegemonism. International rule of law is the fundamental guarantee for realizing justice and fairness in governance. To uphold international rule of law, we must observe the purposes and principles of the U.N. Charter and other widely recognized basic norms of international relations comprehensively, fully and in their entirety, so as to consolidate its foundation; we must safeguard the fairness and stability of international rule of law, and oppose double standards and the imposition of one’s will on others, so as to increase its credibility; we must also put in place sound international rules to foster good global governance and develop rules for new areas based on extensive consensus, so as to uphold its authority. International rule of law must be upheld by all countries. Major countries, bearing pivotal responsibilities in improving global governance and safeguarding fairness and justice, must take the lead in advocating and defending international rule of law. We must never allow the world to revert to the jungle where the strong prey on the weak, or let countries fall once again into the abyss of conflict and confrontation.
践行多边主义,推进团结合作的全球治理。真正的多边主义、真诚的团结合作,是避免重蹈两次世界大战覆辙、破解全球性挑战的正确答案。越是面对冷战思维阴霾不散、强权政治肆意横行,越要弘扬多边主义,以“大团结”破除“小圈子”。必须秉持真正的多边主义推进全球治理,在理念上坚持共商共建共享,反对单边主义和一切形式的伪多边主义;在机制上注重提升多边机构权威性、有效性,坚决维护联合国的当代国际体系核心地位,发挥其他国际和地区机制的建设性作用;在行动上加强协调合作,以对话聚共识、以协商化分歧、以合作促共赢。全球事务商量着办,国际体系携手建设,治理成果共同分享,是符合各国人民共同利益的不二选择。
Practicing multilateralism and promoting solidarity and cooperation in global governance
True multilateralism, together with sincere solidarity and cooperation, are the definitive answer to avoiding the path of the two world wars and tackling global challenges. In face of the lingering shadow of the Cold War mentality and the rampant acts of power politics, it is all the more important that we champion multilateralism and break exclusive “blocs” with greater unity. We must advance global governance by upholding true multilateralism. In terms of principles, we must stay committed to extensive consultation and joint contribution for shared benefit, and oppose unilateralism and all forms of pseudo-multilateralism. In terms of institutions, we must focus on increasing the authority and effectiveness of multilateral institutions, resolutely uphold the central role of the U.N. in today’s international system, and harness the constructive role of other international and regional institutions. In terms of actions, we must step up coordination and cooperation, pool consensus through dialogue, resolve differences through consultation, and promote win-win results through cooperation. Global affairs should be discussed and decided by all, the international system built by all, and the fruits of governance shared by all—this is the only viable choice that serves the common interests of people of all countries.
倡导以人为本,推进普惠包容的全球治理。习近平总书记指出,要以人民之心为心、以天下之利为利,为增进人民福祉而不懈努力。中国共产党人的根本宗旨,就是全心全意为人民服务;中国参与全球治理的价值取向,就是以人民为中心,努力把中国人民和各国人民对美好生活的向往变成现实。要通过改革完善全球治理,逐步缩小南北鸿沟,实现发展成果由全体人民共享,提升各国人民的获得感;要更好应对全人类共同挑战,维护世界和平安宁,提升各国人民的安全感;要努力消除不同国家、不同群体间的思想隔阂,密切人文交流,提升各国人民的幸福感。
Advocating the people-centered approach and promoting shared benefit and inclusiveness in global governance
As noted by General Secretary Xi Jinping, “Our hearts must be with the people, our work must be for the people, and we must do our best to improve the well-being of all the people.” Wholeheartedly serving the people is the CPC’s abiding commitment. Taking part in global governance, China holds the value orientation that the people is at the center of all work and strives to turn the aspirations for a better life of both the Chinese people and people worldwide into reality. We should improve global governance through reform, gradually narrow the North-South gap, and enable all to share in the fruits of development, so as to increase the sense of gain for people of all countries. We should better address humanity’s common challenges, and safeguard world peace and tranquility, so as to increase the sense of security for people of all countries. We should also work to break down the barriers between hearts and minds of different countries and communities, and foster closer people-to-people ties, so as to increase the sense of happiness for people of all countries.
注重行动导向,推进务实高效的全球治理。全球治理的活力在行动,关键看成效。当前,由于个别国家“退群毁约”、“撤资断供”,多边机制运转困难增大,国际机构改革滞后,许多多边议程议而不决、决而不行。中国主张,坚持整体推进与重点突破相结合,聚焦各国尤其是广大发展中国家最关心的实际问题,打造更多可视成果;坚持治标和治本相结合,既就当前紧迫问题提出有效应对方案,又着眼长期挑战探索根本解决之道;坚持南北合作和南南合作相结合,发达国家应切实履行国际义务、不应以任何借口逃避国际责任,发展中国家应联合自强、作出力所能及的贡献。
Focusing on taking real actions and promoting pragmatism and effectiveness in global governance
The vitality of global governance lies in actions, and its success hinges on results. At present, the withdrawal of certain countries from international organizations and agreements, coupled with their cutting of funding to international institutions, have exacerbated the operational difficulties of multilateral mechanisms, stalled reforms of international institutions, and left many multilateral agendas in a state of paralysis, with discussions producing no decision and decisions not acted on. China proposes that we should pursue both systemic advancement and targeted breakthroughs, and at the same time focus on practical issues that matter most to developing countries to deliver more visible outcomes. We should address both symptoms and root causes, devising effective solutions to immediate problems while exploring fundamental solutions to long-term challenges. We should promote both North-South and South-South cooperation. Developed countries should earnestly fulfill their international obligations and not evade international responsibilities under any pretext. Developing countries should seek collective strength and make due contributions.
三、全力推进全球治理倡议落实见效
III. Pushing with Full Strength for Result-Oriented Implementation of GGI
思想引领方向,使命凝聚力量。全球治理正处在承前启后、不进则退的关键时期;中国特色大国外交已进入可以更有作为的历史阶段。我们愿同各国一道,迎难而上、担当作为,以落实全球治理倡议为引领,加快构建更加公正合理的全球治理体系,推动世界走向和平、安全、繁荣、进步的光明未来。
Great vision leads the way, and sense of mission pools strength. Global governance now stands at a critical juncture: past achievements must be carried forward, and no progress means retrogress. Major-country diplomacy with Chinese characteristics has entered a new stage where much more can be accomplished. We are ready to work with all countries to meet challenges head-on, shoulder responsibilities and take concrete actions. With GGI implementation leading the way, we will accelerate the building of a more just and equitable global governance system and promote a bright future of peace, security, prosperity, and progress for the world.
共当全球治理改革的实干家。我们愿同各国一道,坚定维护联合国权威和核心地位,支持联合国推进落实《未来契约》。壮大全球治理的“南方力量”,深化“大金砖”和“上合大家庭”合作,支持二十国集团、亚太经合组织等机制发挥作用。推动国际货币基金组织份额、世界银行投票权等改革,加强亚投行、金砖国家新开发银行、上合组织开发银行等建设,使全球经济金融治理架构更好反映世界经济格局调整和绝大多数国家共同诉求。推动联合国及其安理会改革朝着有利于联合国长远利益和全体会员国共同利益方向发展,让更多发展中国家特别是中小国家有机会参与多边事务决策。
We should all be go-getters in global governance reform. China is ready to join hands with all countries to firmly uphold the authority and central role of the U.N. and support it in implementing the Pact for the Future. We should build “the strength of the South” in global governance, deepen cooperation within the greater BRICS and the SCO family, and support such mechanisms as the G20 and APEC in playing their roles. We should promote reform of IMF quotas and voting powers in the World Bank, and enhance the development of the AIIB, the NDB, and an SCO development bank, so that the global economic and financial governance architecture can better reflect the evolving world economic landscape and the shared aspirations of the vast majority of countries. We should support reforms of the U.N. and its Security Council in ways that serve the long-term interests of the Organization and the common interests of all member states, giving more developing countries, especially small and medium-sized ones, a voice in multilateral decision-making.
筑牢国际公平正义的防波堤。我们愿同各国一道,坚定维护联合国宪章的宗旨和原则,坚持以制度建设和国际规则协调各国关系,推进国际关系法治化。大力弘扬国际法治精神,反对恃强凌弱的丛林法则,坚决抵制单边制裁、“长臂管辖”、滥施关税等霸凌行径。根据事情本身的是非曲直决定自身的立场和政策,说公道话,办公道事,反对为一己私利损害他国正当权益。倡导平等有序的世界多极化,加快国际关系民主化进程,确保每个国家的声音都能得到倾听,每个国家都能在多极体系中找到自己的位置、发挥应有的作用。
We should build a strong bulwark for international fairness and justice. China is ready to work with all countries to firmly uphold the purposes and principles of the U.N. Charter, coordinate relations among states through institution-building and international rules, and advance the rule of law in international relations. We should promote the spirit of international rule of law, oppose the law of the jungle where the strong bully the weak, and firmly reject unilateral sanctions, long-arm jurisdiction and abuse of tariffs. We should take positions and make policies based on the merits of issues, speak out for justice, act in fairness, and oppose pursuing one’s own selfish interests at the expense of other countries’ legitimate rights and interests. We should advocate an equal and orderly multipolar world and an accelerated process toward greater democracy in international relations, so as to ensure that every country’s voice is heard and that every nation finds its rightful place and plays its due role in a multipolar system.
打造破解难题挑战的金钥匙。我们愿同各国一道,坚决反对各种形式的单边主义和保护主义,维护以世贸组织为核心的多边贸易体制,维护全球产业链供应链稳定畅通,推动普惠包容的经济全球化。践行共同、综合、合作、可持续的安全观,尊重各方合理安全关切,统筹应对各类传统安全和非传统安全威胁,探索标本兼治的热点问题解决之道,支持国际调解院发挥作用,共同守护世界和平安宁。加大动员全球发展资源力度,深化国际减贫脱贫、反腐败、粮食安全等领域合作,加快落实联合国2030年可持续发展议程。推动绿色发展,落实《巴黎协定》、《昆明—蒙特利尔全球生物多样性框架》,深入推进应对气候变化和促进全球生物多样性治理的国际合作。
We should forge the golden key to tackling tough challenges. China is ready to work with other countries to resolutely oppose all forms of unilateralism and protectionism, safeguard the WTO-centered multilateral trading system, keep global industrial and supply chains stable and smooth, and promote a universally beneficial and inclusive economic globalization. We should pursue a vision of common, comprehensive, cooperative and sustainable security, respect the legitimate security concerns of all parties, advocate coordinated responses to both traditional and non-traditional security threats, explore solutions to address both symptoms and root causes of hotspot issues, support the IOMed in playing its role, and work with all parties to safeguard world peace and tranquility. We should ramp up efforts to mobilize global development resources, deepen international cooperation on poverty reduction, anti-corruption and food security, and accelerate the implementation of the U.N. 2030 Agenda for Sustainable Development. We should promote green development, implement the Paris Agreement and the Kunming-Montreal Global Biodiversity Framework, and deepen international cooperation on climate action and biodiversity governance.
开创惠及各国人民的新前景。我们愿同各国一道,推进高质量共建“一带一路”,统筹重大标志性工程和“小而美”民生项目建设,不断提升共建国家人民获得感。高质量实施《区域全面经济伙伴关系协定》,推进亚太自贸区建设,让区域经济一体化和互联互通更好惠及地区国家。完善人工智能全球治理,加强人工智能能力建设国际合作,让新一轮人工智能发展成果造福全人类。推动文明交流互鉴,扩大各国人员往来,促进各国人民相知相亲、美美与共。中国将进一步扩大高水平对外开放,有序扩大自主开放和单边开放,落实对所有建交的最不发达国家和非洲国家100%税目产品零关税待遇;继续扩大用好免签政策,促进中外人员往来便利化,同各国人民共享发展机遇。
We should open up a new prospect of tangible benefits for people of all countries. China is ready to work with other countries to promote high-quality Belt and Road cooperation, coordinate the major flagship projects and the “small and beautiful” livelihood programs, and continuously enhance the sense of gain among people in participating countries. We should effectively implement the Regional Comprehensive Economic Partnership (RCEP), promote the building of a Free Trade Area of the Asia-Pacific (FTAAP), and ensure that regional integration and connectivity better benefit countries of the region. We should improve global governance of artificial intelligence (AI), strengthen international cooperation on AI capacity building, and ensure that the latest AI development benefit the entire humanity. We should promote mutual learning among civilizations and expand cross-border travels to enable people of all countries to better learn about each other, build closer bonds, and prosper together. China will further expand high-standard opening up, gradually expand voluntary and unilateral opening up, and grant all LDCs and African nations having diplomatic relations with China zero-tariff treatment for 100 percent tariff lines. China will continue to expand visa-free policies to facilitate people-to-people exchanges with other countries.
