Address by Ambassador Zheng Zeguang at the Reception Hosted by the Chinese Embassy in the UK Celebrating the 99th Anniversary of the Founding of the PLA

Ladies and gentlemen, 

感谢各位出席今晚的招待会，与我们共同庆祝中国人民解放军建军99周年。我谨代表中国驻英国大使馆，对各位嘉宾的到来表示热烈欢迎！借此机会，我要感谢各位长期以来为推动中英关系以及中国同各位所代表国家关系发展作出的努力。

Thank you for joining us tonight to celebrate the 99th anniversary of the founding of the Chinese People’s Liberation Army (PLA). On behalf of the Chinese Embassy in the UK, I would like to extend a warm welcome to all of you. I also take this opportunity to thank you for your long-standing support in promoting China-UK relations and relations between China and the countries you represent. 

99年来，在中国共产党坚强领导下，中国人民解放军走过了极不平凡的光辉历程，为民族独立、人民解放、国土安全、国家富强建立了不朽功勋，也为维护世界和平与安宁作出了重要贡献。

Under the strong leadership of the Communist Party of China (CPC), the PLA has travelled an extraordinary path since its founding 99 years ago. It has made indelible contributions to the independence of the nation, the liberation of the people, and the security and development of the country. It has played an important role in maintaining world peace and stability. 

新时代新征程上，中国军队在习近平强军思想指引下，正朝着建设世界一流军队奋斗目标阔步前进。中国军队有信心、有能力为实现中华民族伟大复兴提供有力战略支撑，为促进世界和平稳定注入更多正能量。

In the new era and on its new journey, under the guidance of Xi Jinping Thought on Strengthening the Military, the PLA is striving to build a world-class military. It has the confidence and capability to provide even greater strategic support for the rejuvenation of the Chinese nation, and to contribute more positive energy to peace and stability in the world.

Ladies and gentlemen, 

今年是中国共产党成立105周年。7月1日，习近平总书记在庆祝中国共产党成立105周年大会上发表重要讲话，全面回顾了105年来中国共产党团结带领全国各族人民走过的光辉历程，展望党和人民事业发展的光明前景，深刻阐明中国共产党之所以能够不断铸就辉煌的优秀特质和关键密码，向全党全国各族人民发出接续奋斗、再创新的历史伟业的号召。我们有充分信心续写经济快速发展和社会长期稳定两大奇迹新篇章，实现强国建设、民族复兴宏伟目标。

This year also marks the 105th anniversary of the founding of the CPC. In his speech at a rally celebrating this anniversary on 1 July, General Secretary Xi Jinping reviewed how the Party united and led the Chinese people of all ethnic groups on a glorious journey over the past 105 years, and envisaged the bright prospects of the undertakings of the Party and the people. He identified the outstanding qualities and key factors that have enabled the CPC’s continued success, and called on the Party and the nation to make continued efforts towards new historic achievements. We in China have full confidence in writing a new chapter in the twin miracles of rapid economic growth and long-term social stability and realising national rejuvenation. 

面对当前单边主义、霸权主义上升，地区冲突延宕，变乱交织加剧的国际形势，中国坚持弘扬和平、发展、公平、正义、民主、自由的全人类共同价值，坚定维护联合国宪章宗旨和原则，维护以联合国为核心的国际体系。中国愿与世界各国一道，积极落实全球发展倡议、全球安全倡议、全球文明倡议、全球治理倡议，携手推动构建人类命运共同体。

In today’s world, unilateralism and hegemonism are on the rise, regional conflicts linger on, and transformation and turbulence are intertwined. Facing these challenges, China is firmly committed to upholding the shared values of humanity, i.e. peace, development, fairness, justice, democracy and freedom. We will continue to champion the purposes and principles of the UN Charter, and uphold the international system with the UN at its centre. China stands ready to work with all countries to implement the Global Development Initiative, the Global Security Initiative, the Global Civilisation Initiative, and the Global Governance Initiative, and promote the building of a community with a shared future for humanity. 

人工智能技术的创新应用给人类带来了前所未有的机遇和挑战。习近平主席在刚刚举行的2026世界人工智能大会暨人工智能全球治理高级别会议开幕式上指出，各国应当秉持以人为本、向上向善理念，让人工智能成为促进共同繁荣、维护共同安全的一个重要动力源，携手构建公正合理的全球人工智能治理体系。中国主张，坚持开放共赢，驱动创新发展；强化风险意识，确保安全可控；鼓励包容并蓄，促进文明互鉴；倡导和衷共济，完善全球治理。为进一步支持全球人工智能发展、推进全球人工智能能力建设，中国已宣布未来5年将面向发展中国家提供5000个人工智能专题研修培训名额；面向一些国际和地区组织建设国际人工智能应用合作中心；推动气象智能预警方案“妈祖”在30个国家落地。

In this day and age, no technology is bringing about such unprecedented opportunities and challenges as artificial intelligence. At the opening of the 2026 World AI Conference and High-Level Meeting on Global AI Governance, President Xi Jinping called on all countries to take a people-centred approach and develop AI for the positive and for good, to make sure that AI becomes an important driver of shared prosperity and common security, and build a just and equitable system for global AI governance. China believes that we should adhere to the principle of openness and win-win and boost innovation-driven development; strengthen risk awareness and ensure that AI is secure and controllable; encourage inclusiveness and promote mutual learning between civilisations; and advocate solidarity and improve global governance. 

To further support global AI development and AI capacity building, China has announced that in the next five years, it will provide developing countries with 5,000 opportunities in AI training and seminar programmes; develop international AI application cooperation centres with regional and international organisations; and enable 30 countries to use MAZU, the AI-powered meteorological warning system.

Ladies and gentlemen, 

世界上只有一个中国，台湾是中国领土不可分割的一部分，中华人民共和国政府是代表全中国的唯一合法政府。一个中国原则是国际社会的普遍共识，也是中国同各国建立和发展外交关系的政治基础。中国人民及其武装力量坚决反对任何形式的“台独”分裂行径，坚决反对任何外部势力以任何借口干涉中国内政。

There is but one China in the world. Taiwan is an inalienable part of China’s territory, and the government of the People’s Republic of China is the sole legal government representing the whole of China. The one-China principle is a universal consensus of the international community and the political foundation for the establishment and development of diplomatic relations between China and other countries. The Chinese people and their armed forces firmly oppose any form of separatist activities seeking “Taiwan independence” and firmly oppose interference in China’s internal affairs by external forces under any pretext. 

女士们、先生们，

Ladies and gentlemen, 

中英同为联合国安理会常任理事国和世界主要经济体，两国关系超越双边范畴，具有世界影响。在双方共同努力下，今年以来，中英高层交往和务实合作呈现积极势头。双方应当共同努力保持这一势头。几天前，李强总理向伯纳姆首相致就职贺电。今天上午，王毅外长同米利班德外交发展大臣在马尼拉举行了富有成果的会见。接下来，中英双方应当牢牢把握发展长期稳定的全面战略伙伴关系大方向，尊重彼此核心利益和重大关切，深化对话交往，拓展互利合作，加强国际地区问题上的沟通协作，更好造福两国和世界人民。希望中英两军加强对话交流，为两国关系持续稳定发展作出新贡献。

China and the UK are both permanent members of the UN Security Council and major global economies. The importance of China-UK relations goes beyond our borders. Thanks to joint efforts from both sides, there has been positive momentum in high-level engagements and practical cooperation since the beginning of this year. We have every reason to work together to sustain this momentum.

A few days ago, Premier Li Qiang sent a congratulatory message to Prime Minister Andy Burnham on his appointment. Earlier today in Manila, Foreign Minister Wang Yi had a productive meeting with Foreign Secretary Ed Miliband. In the weeks and months ahead, both sides should keep to the direction of building a long-term and consistent comprehensive strategic partnership, respect each other’s core interests and major concerns, deepen dialogues and engagements, expand mutually beneficial cooperation and strengthen communication and collaboration on regional and international issues. We should join hands to bring greater benefits to the peoples of China and the UK and beyond. We look forward to our two militaries enhancing dialogue and exchanges and contributing to the steady development of China-UK relations.

为各位来宾的身体健康，

With that, may I invite you all to join me in a toast, 

to the 99th anniversary of the founding of the PLA,
