默克尔呼吁欧盟强化数据保护

Merkel calls for strict Europe-wide law on protecting personal data




Angela Merkel, the German chancellor, has called for a strict European agreement on data protection requiring all internet service providers to reveal what private information they have stored, and to whom they have made it available. 

德国总理安格拉•默克尔(Angela Merkel)呼吁制定一项严格的欧洲数据保护协议,要求所有互联网服务提供商披露它们存储哪些私人信息,以及向谁提供了这些信息。 

The fundamental law should ensure that companies such as Facebook and Google would be subject to the same privacy rules in all EU member states, and not simply obey national legislation in the country where they are registered, she said. 

她认为,这一基本法律应该确保,诸如Facebook和谷歌(Google)这类公司遵守所有欧盟(EU)成员国都适用的隐私规则,而不仅是遵守公司注册国家的法律。 

Ms Merkel has faced sharp criticism in recent days for failing to take decisive action to protect German internet users from the comprehensive surveillance of internet and telecommunications traffic alleged to have been conducted by US and British intelligence services. 

近日默克尔受到尖锐批评,批评者称,她未能采取果断行动,保护德国网络用户免遭美英情报机构据称进行的互联网和电信全方位监视。 

The issue has blown up into a major issue in the German election campaign. The chancellor was accused at the weekend by her leading challenger, Peer Steinbrück of the Social Democratic party, of breaking her oath of office in failing to protect German citizens. 

这个问题已经升级,成为德国竞选活动中的一件大事。上周末,默克尔的主要竞争对手社民党(SDP)候选人皮尔•施泰因布吕克(Peer Steinbrück)指责默克尔违反就职宣誓,没能保护德国公民。 

She responded in a set-piece television interview last night, placing the whole question firmly on the European agenda, and challenging other EU member states such as the UK and Ireland, with less rigorous data protection laws than Germany, to back tougher regulation. 

在昨晚一次精心安排的电视采访中,默克尔做出了回应,并将整个问题提上了欧洲日程,要求英国和爱尔兰等在数据保护法方面没有德国严格的其他欧盟成员国支持更加严格的监管。 

“Internet companies which are operating in Europe, such as Facebook and Google, must give . . . European countries the information about whom they have given data to,” she said. 

她说:“在欧洲运营的互联网公司,比如Facebook和谷歌,必须向欧洲国家报告他们已经将数据提供给谁。” 

The first requirement was to complete negotiations on a common European data protection law. She said that although Germany had “very good data protection law”, companies such as Facebook, registered in Ireland, was only subject to Irish law. 

第一个要求是就一部共同的欧洲数据保护法完成协商。她指出,尽管德国有着“很好的数据保护法”,但目前在爱尔兰注册的Facebook这类公司只遵守爱尔兰法律。 

Countries such as the UK, had “a very different philosophy” about data protection, and very different laws granting access to communications. 

英国等国在数据保护方面有着“非常不同的理念”,在获取通讯信息方面的法律也非常不同。 

In the clearest indication that Ms Merkel believes the US may have contravened Germany’s laws, she said: “I expect a clear promise from the American government, that in the future they will observe German law on German territory. We are friendly partners. We are in a defence alliance and we must be able to rely on each other.” 

默克尔明确暗示,美国可能已经触犯德国法律,她说:“我希望美国政府给出明确承诺,未来在德国领土上他们将遵守德国法律。我们是友好的伙伴。我们是防卫同盟,我们必须能够彼此依靠。” 

Questioned on reports that her own telephone had been bugged, she said she had no knowledge of it, but that was the sort of information officials are seeking in talks in the US. 

关于她自己的通话被窃听的报道,默克尔表示她并不知情,但这是欧方官员在与美方谈判中寻求了解的信息。
