各位领导，各位来宾，
女士们，先生们：
很高兴应邀出席本次中国进出口企业年会。我们即将跨入农历龙年，在全球金融和债务问题持续发展的情况下，全世界都在盯着“中国龙”，寄望中国经济继续腾飞，帮助世界经济加速复苏。我们要用好、用足我国与世界关系发生历史性变化的重大机遇，加快推进“走出去”战略，更好地为国内“稳增长、调结构、保民生、促稳定”服务。

Distinguished Guests,
Ladies and Gentlemen,
It gives me great pleasure to attend the 10th China Import and Export Enterprise Annual Conference. As the year of the Dragon approaches and the global financial and debt crisis continues, people of the world are setting their eyes on China in the hope that continued economic growth of China will help the world economy recover at a faster pace. We should make full use of the important opportunities brought by the historic changes in the relationship between China and the rest of the world, and speed up the implementation of the Go Global strategy to meet the goal of stablizing growth, adjusting the structure, ensuring people's wellbeing and promoting stability.
去年以来，国际形势动荡、变革、调整的一面十分突出。
一是国际力量对比出现冷战结束以来最深刻变化。国际金融危机的深层次影响继续显现，美国、欧洲、日本等西方发达国家经济发展面临困境。相比之下，新兴国家尤其是“金砖国家”发展势头强劲，国际力量对比加快朝着相对均衡的方向发展。
Since last year, turbulence, reform and adjustment have featured prominently in the international landscape.
First, international balance of power is going through most profound changes since the end of the Cold War. The underlying impact of the international financial crisis persists. The United States, Europe, Japan and other Western countries face difficulties in their economic development. In comparison, emerging countries, particularly the BRICS countries, have shown a strong momentum of growth, bringing international balance of power closer to equilibrium.
二是地区动荡加剧，国际体系改革步伐加快。西亚北非动荡范围之广、发展之快，对有关国家和地区冲击之大，均是几十年来罕见的。各方竞相加大对亚太投入，地区国家关系面临深刻调整。国际体系改革、金融安全、气候变化、网络空间等问题成为新焦点，二十国集团成为全球经济治理的重要平台。
Second, regional turbulence has worsened and the reform of international system has accelerated. The magnitude and fast spread of the turbulence in West Asia and North Africa and its impact on the relevant countries and region were rarely seen in the past decades. Various parties have scaled up their input in the Asia-Pacific region. Relations between countries in the region are going through profound adjustments. Reform of the international system, financial security, climate change and cyberspace have become the new focus of attention. The G20 has become a premier forum for global economic governance.
三是我国国际地位和影响大幅上升。我国跃居世界第二大经济体，外汇储备大幅增长。各国均高度重视对华关系，希望搭乘中国经济发展快车。但与此同时，中国发展所面对的困难也不容忽视，发展中的不平衡、不协调、不可持续问题依然突出，要实现自身发展目标需要继续付出长期艰苦的努力。
Third, China's international status and influence have grown significantly. China is now the second largest economy with notable increase in its foreign exchange reserves. All other countries attach great importance to relations with China in the hope of riding on the fast train of the Chinese economy. Yet, China also faces considerable difficulties in its development. The lack of balance, coordination and sustainability in development remains an outstanding problem. It will take long and arduous efforts for China to meet its own development goals.
实施“走出去”战略是党中央从国家整体和长远发展提出的重大战略任务，也是中国走和平发展道路，坚持互利共赢，促进共同发展的重要体现。能否为“走出去”服好务，事关抓住用好战略机遇期，事关国家的发展，事关国家的国际形象。外交部高度重视，积极推动，抓紧落实。
To implement the Go Global strategy is a major strategic task set by the Central Committee of the Communist Party of China (CPC) in the interest of the comprehensive and long-term development of the country. It is also an important part of China's commitment to the path of peaceful development and its pursuit of mutual benefit and common development. Serving this strategy is highly relevant to our endeavor to seize and make good use of the current period of strategic opportunities. It bears on China's development and its international profile. The Foreign Ministry places great importance on this strategy and is working hard to implement it.
中国企业“走出去”的外部环境和战略方向
我们积极推动双边关系发展，为对外经贸合作创造良好的政治氛围。我们密切跟踪全球政治经济发展动向，及时为国内企业提供建议和指导。我们坚持“以人为本”，重视领事保护工作，维护好我海外公民和企业的安全与合法权益。
We vigorously promote the growth of bilateral relations to create a sound political atmosphere for economic cooperation with foreign countries. We closely follow developments in international politics and the world economy, offer timely suggestions and guidance for Chinese enterprises. We put people first, give high priority to consular protection to protect the safety and legitimate rights and interests of Chinese citizens and enterprises abroad.
驻外使领馆通过各种方式为企业“走出去”牵线搭桥，排忧解难。去年利比亚局势动荡，外交部在党中央和国务院领导下，与各部委合作，在短时间内成功撤出了3万余名中国公民，得到国内外的广泛赞誉。
Chinese embassies and consulates in foreign countries have employed every means to facilitate the efforts of our enterprises to go global and address their difficulties. When the situation in Libya worsened last year, under the leadership of the CPC Central Committee and the State Council and in collaboration with other ministries, the Foreign Ministry evacuated more than 30,000 Chinese citizens within a short period of time, which has been widely acclaimed.
广大“走出去”企业也以实际行动对外交工作提供了大力支持。企业“走出去”既有利于我国提高经济水平和扩大发展空间，也有利于解决能源资源短缺等问题。“走出去”的中国企业坚持“平等互利、共同发展”的原则，积极促进当地发展，增进了双边友好关系。不少企业积极承担社会责任，帮助当地兴医办学、铺路建桥，树立了良好形象。许多企业家扮演着“民间大使”的角色，起到了职业外交官难以起到的作用。
Chinese enterprises going global have also supported our diplomatic work with concrete actions. They have helped boost the economy, expand the space of China's development and address the shortage of energy and resources. In the principle of equality, mutual benefit and common development, they have actively promoted local development and the growth of bilateral friendship. Many of them have fulfilled their social responsibilities and gained a good reputation by helping local communities to build hospitals, schools, roads and bridges. Many entrepreneurs have worked as civil ambassadors, playing a role that career diplomats sometimes can hardly play.
今后一个时期，中国企业“走出去”的机遇大于挑战。从机遇方面看，美西方引资需求增加，这有利于我企业开展跨国并购、拓展合作新渠道。发展中国家现在开始“向东看”，希望中国扩大投资。此外，我国企业“走出去”的条件更加成熟。国内相关法规日趋完善，国家对企业“走出去”的支持力度不断加大。企业对外投资经验日益丰富，以知名企业为骨干的“走出去”队伍已初步形成。
Going forward, Chinese enterprises will face more opportunities than challenges in their efforts to go global. Their opportunities come from several aspects. The growing need for investment of the United States and other Western countries will make it easier for Chinese enterprises to conduct trans-national merger and acquisition and explore new channels for cooperation. Developing countries have started to "look east" to attract more investment from China. Moreover, the conditions are now ripe for Chinese enterprises to go global with improved domestic laws and regulations and stronger support from the government. Enterprises have acquired more experience in making overseas investment. A going-global contingent led by well-known companies has been formed.
另一方面，我国企业“走出去”也面临一些新挑战。世界经济复苏缓慢，国际金融、汇率、市场风险增大。部分国家保护主义抬头，对我企业设限和壁垒增多。部分地区局势动荡，投资安全难以保障。一些国家法制环境不健全，增加企业经营成本。同时，我国一些企业的国际化经营水平有待提高。
On the other hand, Chinese enterprises face new challenges as they go global. The world economic recovery is slow. Risks in international finance, exchange rates and markets have increased. In some countries, protectionism is on the rise, leading to more restrictions and barriers against Chinese enterprises. The unrest in some regions has made it difficult to ensure the safety of Chinese investment. The weakness of the legal system in some countries has increased our business cost. Meanwhile, the business practices of some Chinese enterprises need to be brought up to the international standard.
面对新的机遇与挑战，我们希望国内企业着眼全局和长远，继续发扬开拓进取精神，坚持“走出去”的方向，增强几方面的意识：
In the face of new opportunities and challenges, we hope that our enterprises will keep in mind the overall and long-term interests, stay committed to the goal of going global in a pioneering spirit and pay greater attention to the following aspects:
一是机遇意识。国际格局变化，特别是我国国力上升和国际影响提高，为企业“走出去”提供了难得的机遇。能否把握和用好机遇，扩大“走出去”成果，是对我国企业的重要考验。 First, seize the opportunities. The changes in international situation, particularly the growing national strength and international influence of China, offer rare opportunities for our enterprises to go global. It is a major test for them to seize the opportunities and produce more benefit from going global.
二是大局意识。国家对外政策和企业“走出去”息息相关。希望企业在“走出去”时主动了解国家的大政方针，这有助于企业在国际上谋篇布局，促进自身的发展。
Second, keep in mind the larger picture. As foreign policy has a great bearing on the going global of enterprises, I hope that our enterprises will have better knowledge of the government policies in order to have a better planning of their international business and promote self-development.
三是形象意识。“走出去”企业代表的不仅是企业本身，还关系国家的形象。要兼顾好中方和外方、企业和国家、盈利和社会责任之间的关系，不仅把资金、商品、技术带到国外，也要把良好的国家形象展示出去。
Third, have a good image. An enterprise that is going global represents not only itself, but also China. I hope that you will strike a balance in the relationship between the Chinese side and foreign partners, between the enterprise and the country, and between profits and social responsibilities, and that you will bring to foreign countries not only capital, products and technology, but also a popular image of China.
四是科学经营意识。企业“走出去”要增强风险意识，加强前期调研。应该尊重当地法律和风俗，借鉴其他国家企业成功经验，以合资、参股等多种形式开展合作。坚持互利共赢，立足长期发展。
Fourth, run your businesses based on sound decision making. Our enterprises should be mindful of risks and strengthen feasibility studies. They should respect local laws and customs, draw on useful experience of companies from other countries and engage in cooperation through joint investment, joint stock and various other means. They should follow the principle of mutual benefit and aim at long-term development.
女士们，先生们，
在新的形势下，发展中国家仍是我国企业“走出去”的主要阵地。我们要巩固好这个“走出去”的成果，利用非洲、拉美等国家经济迅速增长的契机，依托国内产业升级，推动优势领域合作。
Ladies and Gentlemen,
Under the new circumstances, developing countries remain the main destinations for our enterprises to go global. We should consolidate the achievements made so far and advance cooperation in fields where we are competitive by making use of the opportunities brought by the rapid economic growth in African and Latin American countries and industrial upgrading in China.
周边国家是我们的重要依托。要充分发挥我国经济的辐射效应，寻求共同发展。抓住我们同周边国家地域临近、联系众多的优势，深化自贸区建设，落实投资便利化措施，加强金融合作，加强基础设施与周边国家互联互通，在基建、能源等领域加强合作。
Neighboring countries are important for China's development. While we grow our economy, we should also promote growth in the surrounding region and pursue common development. We should explore our strengths in geographical proximity and extensive contacts with neighboring countries to build free trade areas, implement investment facilitation measures, enhance infrastructure, energy and financial cooperation and increase infrastructural connectivity with these countries.
发达国家是我们“走出去”的新方向。受主权债务问题影响，欧洲对外来资金需求增加。要在确保资金安全和收益的前提下，积极同欧洲开展互利共赢的合作。
Developed countries are a new frontier for our going global efforts. Due to the impact of sovereign debt crisis, Europe needs more foreign capital. On the basis of ensuring safety and returns, our enterprises should actively conduct mutually beneficial cooperation with Europe.
“走出去”是中国和平发展的必由之路，是利国利民的事业。外交部将继续提高责任意识、服务意识和创新意识，继续大力支持“走出去”战略的实施，为“走出去”营造更加有力的国际环境。
预祝本次大会取得成功。谢谢大家！
Going global is necessitated by China's peaceful development. It is an endeavor that serves the country and the people. The Foreign Ministry will continue to serve this endeavor with a heightened sense of responsibility and an innovative mind. We will continue to create an enabling international environment to support the implementation of the Go Global strategy.
