On World Radio Day, we celebrate a medium that remains a first choice for women and men across the world. Radio gives a voice to the voiceless, it helps educate the illiterate, and it saves lives during natural disasters. A force for freedom of expression and pluralism, radio is essential to building inclusive knowledge societies and to promoting respect and understanding between people.

“世界无线电日”所庆祝的媒介仍是世界各地人民的首选。无线电让无声者发声,帮助不识字者接受教育,在自然灾害出现时拯救生命。作为推动表达自由和多元化的载体,无线电对于建设包容性知识社会、促进人民之间的尊重和理解功莫大焉。

Radio is especially important for promoting gender equality and the empowerment of women.  From pioneering executives in the early 20th century to those today reporting from conflict zones, women have played a key role in the growth of radio. As citizen journalists, reporters, producers, technicians and key decision-makers, women are working at every level of the broadcasting industry to ensure the free exchange of opinion, information and ideas over the airwaves.

无线电对于促进性别平等和增强妇女权能尤为重要。从 20 世纪初的先行者,到今天从冲突地区发回报道的女记者,妇女在无线电的成长中一直发挥着重要作用。妇女作为公民记者、报道者、制作人、技术人员和重要决策者,奋战在广播事业的各个层面,通过电波促成观点、信息和思想的自由交流。

But there is still much work to do. Less than one quarter of radio stories are about women, and women represent less than one third of all top level management and governance positions in media. Without the voices of more than half the world’s population, how can we understand the whole story?

但是仍有很多工作要做。目前,无线电报道中与妇女有关的问题不到四分之一,在媒体的高层管理职位中,妇女只占不到三分之一。如果没有占世界半数以上人口的声音,我们又怎能了解事情的全貌?

UNESCO is committed to getting the balance right. To strengthen pluralism and freedom of expression in radio, women must have an equal part in news-making, decision-making and media ownership structures.

教科文组织承诺纠正这种失衡。为了加强无线电事业中的多元化和表达自由,妇女必须在新闻制作、决策和媒体所有权结构中占有平等的比重。

This is why UNESCO is working across the world to develop radio as an independent and pluralistic media for both women and men, and to create a safer environment for all journalists, with special recognition of the threats to women journalists. This work includes the launch by UNESCO in 2013 of the Global Alliance on Media and Gender.

正因为如此,教科文组织致力于世界范围内发展无线电广播事业,将其作为服务于世界各地男女的独立和多元的媒体,并努力为所有记者创造一个更加安全的环境,特别关注女记者所面临的威胁。也正因为如此,2013 年教科文组织发起了“媒体与性别全球联盟”行动。

Radio can carry any message to any place at any time – we need to fully harness this power for the benefit of all. In this spirit, I call today on all broadcasters – from local community stations to international media outlets – to promote gender equality and the empowerment of women and men in and through radio. This is UNESCO’s message on World Radio Day.

无线电可以在任何时候将任何信息传送到任何地方,我们需要充分利用这种力量来造福所有人。本着这一精神,我今天向包括各地社区电台和国际性广播媒体在内的所有广播机构发出呼吁,呼吁在无线电广播中并通过无线电广播促进性别平等和增强男女权能。这就是教科文组织在“世界无线电日”要传递的信息。
