Thank you Harley for the introduction.  I am honored to be here today with all my good friends at The American Chamber of Commerce in South China.  Thank you for hosting me again.  As you know, I have been here many times before, most recently in 2009 when I was the Secretary of Commerce.

I am delighted to be back here in my new role as U.S. Ambassador to China and I look forward to coming back often.

Consul General Brian Goldbeck has told me about the robust, cooperative partnership the Consulate enjoys with AmCham South China.  And I know from Greg Wong, our senior commercial officer here, that AmCham South China’s support and partnership have been a critical component in making the Consulate’s Foreign Commercial office #1 globally in generating export successes for U.S. firms.

So let me begin by saying thank you.  And stress that we are committed to looking for even more ways to strengthen our collaboration to advance commercial opportunities for U.S. companies in China and to spur job growth back home.

We in Beijing, of course, always welcome more direct contact with AmCham South China.  And we hope that you will also visit us in Beijing whenever possible: to offer your ideas and your perspectives on trade and investment initiatives, and how we can move the U.S.-China relationship forward.

As I said last month in Beijing, the U.S.-China economic and trade relationship is of immense importance to both countries and indeed to the entire world.   
Three years after the financial crisis, the global economy has yet to return to full strength. 
And too many people back home in America are still looking for jobs.
It’s times like these when leadership really matters – and as the two largest economies in the world, the United States and China must step up.
To say that China is a major economic power that must help lead the world is obvious to everyone in this audience.
And what happens here in south China will be vital to the success of the economy of China and to the world economy.

This trip is especially personal for me because Friday will be my first trip back to my ancestral village since becoming Ambassador.  As many of you already know, my grandfather left Taishan in the 1890s for the United States to work as a houseboy in Olympia, Washington, in exchange for English language lessons.  He returned after a few years to start a family in Taishan, where my father and his siblings were born; went back to Washington State to work, and sent money back to China to support his family before bringing them over to the United States when my Dad was 13.  When I was elected governor of Washington State, I moved into the Governor’s residence, which was only one mile away from where my grandfather used to work washing dishes and sweeping floors.  We joked that it took the Locke family one hundred years to move that one single mile.

But my story is like the story of millions of Chinese-Americans and indeed immigrants from around the world who have contributed so much to America’s success.  Make no mistake about it: I am here to represent the United States and the American people.  But I have always been proud of my Chinese heritage.  I feel doubly fortunate to say both those things. 
但我的故事和数百万华裔美国人乃至对美国的成功贡献良多的世界各地的移民的故事很相像。没错,我在这里是代表美国和美国人民,但是我一直为我的中国传统感到自豪。能有这种经历,我感到双倍的幸运。

America was open to my grandfather and millions of other immigrants like him, coming to its shores to pursue a better life, founded on freedom, equality and opportunity.   I feel humbled to return to the village of my grandfather and father’s birth to pay tribute to their achievements and what the American dream represents to both Americans and Chinese.

As we consider the future of the U.S.-China relationship and of China’s place in the global economy, it’s important to figure out how exactly this country’s economic transformation happened, because just a quarter-century ago, China’s economic success was hardly a sure thing.
How did China grow so fast?  And why did this growth occur when it did?
Why these last 30 years and not the 30 years before that?
当我们考虑未来的美中关系和中国在全球经济中的地位时,有必要弄清楚这个国家的经济转型究竟是怎样发生的。因为仅仅四分之一世纪之前,中国取得这样的经济成功还是难以想像的事情。中国的高速发展是怎样发生的?为什么这种增长在其特定的时间发生?为什么是在过去的30年而不是此前的30年?

The first answer to these questions is simple: China prospered because it unleashed the drive, ingenuity, and talent of its people. China’s explosive economic growth was sparked by its unprecedented economic and cultural opening up to the world.
对这些问题的初步回答很简单。中国繁荣发展是因为它让人民的主动性、创造力和天资秉赋得以发挥。中国爆炸式经济增长的诱因是它以前所未有的方式向世界经济和文化开放。

China’s history is marked by thousands of years of world-changing innovations:  from the compass and gunpowder to acupuncture and the printing press.

No one should be surprised that China has re-emerged as an economic power.
因此,中国作为一个经济大国重新崛起,任何人都不应该感到惊讶。

I remember well my first trip to mainland China in the late 1980s and recall vividly how the streets were filled with bicycles with Chinese citizens, young and old.  In the early nineties, when I first visited south China, this area where we are gathered this evening was farmland. 
我清楚地记得20世纪80年代末我第一次到中国大陆旅行的情景,满街的自行车和那些骑车的男女老幼依然历历在目。90年代初,我第一次访问中国南方,我们今晚聚会的这个地方当时还是农田。

The change here in the Pearl River Delta, over the last thirty years is the most emblematic of all of China’s transformations.
The transformation of Guangzhou and of China is simply breathtaking and has helped lift hundreds of millions of people out of poverty and into a thriving and prosperous new middle class.
过去30年来,珠江三角洲这里的转变在中国的所有转变中最具象征性。广州以及中国的变化是惊人的,它帮助数亿人摆脱了贫困,使他们成为成功、富足的新中产阶层。

So the people of this country have every right to be proud about what they’ve accomplished.

And I’d like to state unequivocally that the United States welcomes this transformation.
We welcome a strong, prosperous and successful China that plays a greater role in world affairs because:

- It’s good for the people of China and the United States;

- It’s good for the global economy; and

In September, President Obama went before Congress and made one thing crystal clear:  Creating more jobs for Americans is the foremost priority of the Obama administration.

And given our economic interdependence, the faster and stronger the U.S. economic recovery, the more prosperous the Chinese economy.

That’s why my top priority here is to work with you and the American business community throughout China to support President Obama’s job-creating efforts:

First, by helping to double American exports by 2015, which is the goal of the National Export Initiative.  This will create jobs in the U.S. and provide high-quality American products and services that are in great demand in China;

Second, by increasing Chinese investment in the U.S. – which will help Chinese companies prosper while at the same time creating jobs in America.

Third, by continuing to work with China to further open its economy to create a more level playing field for American companies, ensuring that they operate in the same open and fair environment that Chinese companies enjoy in the U.S.

We congratulate China’s progress as it marks the tenth anniversary of its accession into the WTO.  China has made its economy fairer, freer and more open to international competition.  The reforms of course are far from complete, but the key to success is clear:  the more China has opened up, the more it has benefitted from the rules-based international trading system established in the post-World War II era.
The Chinese leadership realizes that the growth model that they have relied on for the past 30 years must change to serve China for the next 30 years. Premier Wen Jiabao observed that because of China’s over-reliance on low-cost exports the Chinese economy is, and these are his words now, “unstable, unbalanced, uncoordinated, and unsustainable”.
值此中国加入世贸组织10 周年之际,我们祝贺中国的进步。中国已使其经济更加公平、更加自由、更加对国际竞争开放。当然,这些改革远未完成,但成功的关键是明确的:中国越开放,就越能从后二战时代建立的以规则为基础的国际贸易体系中受益。中国领导层意识到,必须改变他们过去30年来所依赖的增长模式,以使其在未来30年服务于中国。温家宝总理指出,由于中国对低成本出口的过度依赖,中国经济是“不稳定、不平衡、不协调和不可持续的”,这是他的原话。

This was a message he reiterated right here in Guangzhou during the opening of the Canton Fair a few weeks ago.  The need for change is reflected in China’s latest five-year plan with its focus

- on expanding domestic consumption;

- reducing energy and carbon intensity;

- expanding the services sector

Of course, none of these changes are sustainable unless China pays greater attention to concerns about its current business climate and commits to greater reform.  Enforcement of intellectual property rights is chief among them.
当然,只有中国更重视各方对其目前商业气候的关切,并致力于更深入的改革,这些变革才能持续。知识产权领域的执法是其中的首要方面。

Despite some progress, American and other foreign companies in industries ranging from pharmaceuticals to biotechnology to advanced manufacturing to entertainment still lose billions of dollars every year from IP theft in China.

Let’s take software as an example:

In the United States, for every $1 in computer hardware sales there is about 88 cents in software sales.  But in China, for every dollar in hardware sales, there is only eight cents in software sales.
According to the Business Software Alliance, that discrepancy is largely explained by the fact that nearly 80 percent of the software used on computers in China is counterfeit.
在美国,每有1美元的计算机硬件销售就有大约88美分的软件销售。但在中国,每有1美元的硬件销售只有8美分的软件销售。根据商业软件联盟发布的信息,这种差别在很大程度上可以用这样一个事实来解释,即近80%的中国计算机上使用的软件是仿冒的。

China’s poor protections and enforcement of intellectual property rights is an area of great concern for not just the international business community, but for Chinese innovators as well.  I have heard from so many Chinese-owned companies who have devoted significant resources to develop new products and technologies. And they too complain they were almost wiped out by others illegally copying their ideas and technology. For every foreign company calling for stronger IP protection, there are many more Chinese companies demanding the same. 
中国对知识产权保护和执法的不力不只是外国企业极为关注的问题,也是中国创新者极为关注的一个问题。我也听到众多投入大量资源开发新产品和新技术的中国公司抱怨,那些非法复制其创意和技术的人几乎使他们倾家荡产。每有一个要求加强知识产权保护的外国公司,就有更多提出同样诉求的中国公司。

We believe that China will need to rely even more on what has made it successful in the past -- opening up markets; welcoming foreign participation in the economy; implementing transparent rules and regulations based on accepted international norms; and protecting innovation.  We look forward to working with China as it works toward its goals.  
我们相信中国需要进一步加强那些在过去取得成功的做法——开放市场、欢迎外方参与经济、实施透明的规则和基于公认国际准则的规定、保护创新。我们期待着在中国努力朝其目标迈进时与之共同努力。

The Chinese economy is increasingly moving up the global economic value chain, where growth is created not just by the power of a country’s industrial might, but also by the power of its people’s ideas and their inventions.
We want to see a China where the full talents of its people are unleashed and where its workers and businesses are competing vigorously on a level playing field with foreign workers and businesses.
中国经济在全球经济价值链中的位置日益上移,在新位置上,增长不能只凭借一个国家的工业实力,还要依赖人民的创意和发明。我们希望看到这样一个中国,在那里,人民的才智得以充分发挥,其劳动者和企业与外国劳动者和企业在一个公平的环境中积极竞争。

We want to see success determined in the marketplace not by political factors but by the true cost and quality of a company’s products.

In the United States we’re also continuing to refine our policies to improve the long-term sustainability and strength of our economy.  President Obama, for instance, has ordered a total reform of our export control system to eliminate obstacles to the export of less critical technologies while enhancing our national security.

As China develops economically, more of its citizens will visit the United States for tourism, business, and education and to visit family and friends.  The Department of Commerce expects that first-time Chinese travelers to the United States will triple in the next five years.  In 2010, over 800,000 Chinese nationals traveled to the U.S., fueling our economy, each spending an average of $6,000 while there. We have to make it easier for them to obtain U.S. visas.  A few weeks ago we hit a milestone for fiscal year 2011, which just ended.  The Embassy and Consulates throughout China processed one million visa applications for the first time – an increase of more than 34% over last year, and 123% in the past five years.

Here at the Guangzhou Consulate, the increases have been even greater.  Last year, applications were up 51%.  We welcome the challenge of meeting the explosive growth in demand for our visas because we know that travel to the United States for business, leisure and study creates jobs in America and because it strengthens our commercial and people-to-people relationship with China.
That’s why reducing the wait times to obtain visas to travel to the United States is a top priority for me as an ambassador.
广州总领馆这里的增幅更大。去年的申请增加了51%。我们欢迎签证申请爆炸式增长带来的挑战,因为我们知道以商业、休闲和学习为目的访问美国为美国增加就业机会。另外,这种交往也增强了我们与中国企业和人民之间的关系。因此,缩短获得赴美签证的等候时间是我作为大使的一项重要任务。

We have over 100 consular officers in China interviewing applicants and adjudicating visa cases.  We have plans to add 50 more consular officers this coming year.  Here in Guangzhou, we are putting our money where our mouth is.  With the opening of our new consulate building in 2013, we will have state of the art facilities to provide top-notch services for U.S. citizens and visa applicants in south China.  In addition, we’re looking at efficiencies and re-examining internal processes and procedures. 
我们在中国有超过100名领事官员为申请人面试,对签证申请作出裁决。我们计划在来年再增加50名领事官员。在广州这里,我们说到做到。随着我们新领馆大楼在2013年启用,我们将有最先进的设施,为华南的美国公民及签证申请人提供一流的服务。此外,我们正在进行效率评估,重新审视我们的内部流程和程序。

Let me tell you about some of the other initiatives we are going to launch to advance our top priority of job creation in the United States.  Over the next year I’m committed to leading five trade and investment missions to China’s emerging cities.

We hope to build on the recent growth in U.S. exports, which has been key to America’s economic recovery – worldwide exports in 2010 grew by 17% and exports to China grew by 32%.  The more U.S. companies export their Made in the U.S.A. goods and services, the more they produce.  And the more they produce, the more workers they need.
And that means jobs for Americans.
我们希望在美国最近的出口增长基础上继续提高,出口一直是美国经济复苏的关键——2010年[美国]对全球出口增长了17%,对中国的出口增长了近32%。随着美国公司出口更多源于美国的商品和服务,它们的生产规模也更大。生产规模越大需要的劳动者越多,也就意味着美国人有更多的就业机会。

And, of course, we’re talking about goods and services that are highly valued and in great demand – that can meet the needs of the Chinese people and improve their quality of life.

Let me also mention a bit about our efforts to encourage more Chinese investment in the United States.  Indeed, any sensible international investor should be looking at the United States market where they will find the largest consumer market in the world, an educated workforce, strong intellectual property protections, and very dynamic capital markets.   Over 5 million Americans are employed in a wide variety of jobs because of these investments.  The United States is the most open country in the world to foreign investment with few sectors off limits to foreign investment.  That’s why you’ll find in America: Japanese car-making plants, Russian steel production, Indian energy and industrial ventures, and even Brazilian juice processors.
We’re already welcoming more Chinese companies every day as China’s foreign direct investment in the United States increased by 400 percent between 2008 and 2010.   We can do more.
我还想简单讲一下我们鼓励中国在美国增加投资的努力。确实,任何明智的国际投资者都应当把目光投向美国市场,这里有世界上最大的消费者市场、受过良好教育的劳动力、强有力的知识财产保护、以及非常有活力的资本市场。由于此类投资,有五百多万美国人得以从事各类工作。美国是世界上对外国投资最开放的国家,很少有部门禁止外国投资。因此,你们在美国会看到日本的汽车制造厂、俄罗斯的钢铁厂、印度的能源和工业公司、甚至巴西的果汁加工厂。我们每天都在欢迎更多的中国公司。2008年到2010年间,美国的中国直接投资增长了400%。我们可以做的更多。

The White House recently announced a new initiative called Select USA.  It’s the first coordinated federal effort to aggressively pursue and win new business investment in the United States while cutting red tape and removing barriers.  Barry Johnson, the program’s executive director, told me about the excellent support and interactions he and the AmCham delegation had at CIFIT in Xiamen two months ago.  In fact, Barry was so impressed with the potential in south China that he is planning to visit again next week and I know he looks forward to your support.  
白宫最近宣布了一项新举措,叫做“选择美国”。这是联邦政府各部门首次通过协调一致的努力主动谋求并为美国赢得新的商业投资,同时削减繁琐的审批程序并扫除障碍。

The Embassy and I will also be putting together investment seminars and roundtables wherever I go in China.  In fact I’ll be meeting with business leaders and potential investors tomorrow, and I want to thank AmCham South China for their help in making that happen.

The message I have been bringing to people since I arrived – that the U.S. welcomes Chinese investment – is one that I am proud to convey officially.  But for me, it is also an issue that personally resonates.  My grandfather and my father took everything they had and invested in the American dream. Their faith in America paid off.   You could say, they were among the early Chinese investors in America, and as Ambassador and as their descendant, I am committed to ensuring that Chinese faith in America remains strong.
自抵达之日起,我一直传达一个讯息:美国欢迎中国投资。我为能够正式传达这个讯息感到荣幸。
但对我来说,这也是一个引起我个人共鸣的问题。我祖父和父亲带走了他们所拥有的一切并投资了美国梦。他们对美国的信心得到了回报。你可以说,他们是美国早期的中国投资者之一,作为大使和他们的后代,我致力于确保中国人对美国保持很强的信心。

Let me close by addressing one issue that can never receive too much attention – corporate social responsibility.  U.S. companies in south China have played a key role in China’s development, promoting corporate social responsibility, and introducing the Chinese people to what America is all about and how we operate. 
让我以一个再强调也不过分的问题结束这次讲话,即企业的社会责任。华南的美国公司在中国的发展过程中发挥了关键作用,促进企业的社会责任并向中国人民介绍美国的基本价值观以及我们如何经营。

In Meitang village, your AmCham demonstrated exactly what I am talking about:  Over 1.2 million RMB in cash assistance and 620,000 RMB in material contributions, and the presence of scores of volunteers, doctors, press, and government officials all make me proud to be here today.  And I know how proud you are of this outstanding accomplishment.
你们美国商会在梅塘村的作为恰好证明了我要说的主题:人民币120多万元的现金援助和62万元的物资捐助,数十名志愿者、医生、记者和政府官员前往探访,所有这些都使我今天在这里感到自豪。我知道你们也为这项杰出的成就感到无比自豪。

And that’s not all – let me also offer my congratulations to one of your member companies, Amway China, for being selected as one of thirteen finalists for Secretary Clinton’s 2011 Award for Corporate Excellence.  Award winners will be recognized later this fall in a ceremony in Washington, DC, but I want to take this opportunity to offer my personal congratulations to Vice President of AmCham and Vice President of Amway Steven Cheng and his team at Amway China (applause).
