随着工业化、城镇化加快推进以及人口增加和人民生活水平提高，粮食消费需求呈刚性增长，而耕地减少、水资源短缺、气候变化等对粮食生产的约束日益突出。
China is getting more industrialized and urban, its population is on the rise and its people’s wellbeing keeps improving. We have seen rigid increases in domestic demand for food consumption, amid mounting restrictions in food production such as reducing farmland, water shortage and climate change .

浪费现象长期困扰我国经济社会发展。要面子、上档次、讲排场、比阔气，公款吃喝不仅浪费了宝贵的粮食，而且败坏了社会风气。
Intolerant extravagance has a long-term impact on economic and social development of China. People are keen on face-saving, favour ostentation and prefer to show off their wealth. Banquets at public expenses reflects a huge waste of valuable grains and generates an unhealthy social culture.

在一些人看来，公款消费，浪费的是国家财产，个人不感到心疼。奢侈浪费是社会浮躁的一种表现，每一项浪费的背后都是对能源、资源的浪费。
In some cases, people don’t feel painful as public spending squanders national wealth. Spendthrift practices represent a norm of social fickleness. As a matter of fact, the extravagance leads to the lavish spending of energy and resources.

各种奢华现象与我们现有的经济实力、生产水平、资源储备极不相称，是不可持续的。
Excess consumption aren’t unsustainable as they don’t go in tandem with economic strength, productivity and resource reserves.

一些工程好大喜功，动不动要争“世界第一”“亚洲最大”“技术最领先”，搞“形象工程”说明，我们民族的素质尚有欠缺。
Many of government officials crave for greatness and scrambles to lauch the programs that lead the word in technology and are the single largest in Asia. Vanity projects show that China has a long journey to shape an enabling social climate.

为什么要争中国第一乃至世界第一？日子是老百姓自己的，把省下来的钱用在建好保障房、搞好社保医保、扶危济贫、治理污染、弘扬中华民族文化方面，来得更实在。
How come the officials start with the initiatives? Indeed, the common people entails tangible benefits .The public will lead a better life if the money is saved up to build more low-income houses , improve social safety network and medical care system, alleviate poverty ,curb pollution and carry forward traditional Chinese culture.
