随着工业化、城镇化加快推进以及人口增加和人民生活水平提高，粮食消费需求呈刚性增长，而耕地减少、水资源短缺、气候变化等对粮食生产的约束日益突出。
As the rapid process of industrialization and urbanization, China has experienced population growth and people’s livelihood improved. As a result, the demand for grain has grown rigidly while the issues of grain production caused by farmland shrinking, water scarcity and climate change have become increasingly prominent.

浪费现象长期困扰我国经济社会发展。要面子、上档次、讲排场、比阔气，公款吃喝不仅浪费了宝贵的粮食，而且败坏了社会风气。
Food wasting has blocked our economy development for a long time. The habbit of luxury business meals wastes precious food and harms social morality at the same time.

在一些人看来，公款消费，浪费的是国家财产，个人不感到心疼。奢侈浪费是社会浮躁的一种表现，每一项浪费的背后都是对能源、资源的浪费。
It is national property that banquet at public expenses wastes so that no individual cares in someone’s view. However, wasting of energy and resouce demonstrates social impetuous environment .

各种奢华现象与我们现有的经济实力、生产水平、资源储备极不相称，是不可持续的。
But our economic strength, production capability and resource reserve can’t match this kind of wasting, which is not sustainable development model.

一些工程好大喜功，动不动要争“世界第一”“亚洲最大”“技术最领先”，搞“形象工程”说明，我们民族的素质尚有欠缺。
Some projects are inclined to endeavour to No. 1 in scale or technology. Image project fevor deciplines the quality of the nation still to be improved.

为什么要争中国第一乃至世界第一？日子是老百姓自己的，把省下来的钱用在建好保障房、搞好社保医保、扶危济贫、治理污染、弘扬中华民族文化方面，来得更实在。
Why do we intend to develop the largest or most advanced projects in China even the world. Why don’t we endeavour to save money for building social security housing, developing social insurance system, eradicating poverty, controling pollution and carrying forward national culture. Because it is more practical to give prominance to improving people’s well-being.
