演讲前，请允许我说几句发自肺腑的话。今天早上，帕潘德里欧总理陪同我登上雅典卫城，看着这座古城，我看到一个充满阳光、文明、欢乐与和谐的希腊。希腊以大海和高山引以为豪，海纳百川，包容整个世界，壁立千仞，无论遇到多大的困难都不会屈服。我相信，希腊人民一定能以百折不挠的毅力和坚定顽强的意志克服眼前的困难。最终的胜利属于希腊人民！
Before my speech, allow me to say a few words from the bottom of my heart. This morning, accompanied by Prime Minister Papandreou, I visited the Acropolis of Athens. Looking at this ancient city, I saw a Greece of sunshine, great civilization, joy and harmony. Greece prides itself on vast oceans and high mountains. It is like a sea that embraces the whole world. It is like a mountain that stands tall and upright and defies all kinds of difficulties. I believe that the Greek people will overcome the current difficulties with perseverance and determination. The final victory belongs to the people of Greece.
希腊确实是一个令人向往的地方，访问这个古老而美丽的国家，是我多年的夙愿。今天有机会到贵国议会演讲，同众多议员和各界朋友见面，感到十分高兴。首先，我向在座的各位，向广大希腊人民，致以亲切问候和良好祝愿！向长期以来为中希友好做出贡献的各界朋友，表示衷心感谢和崇高敬意！
Greece is indeed an enchanting place, and it is my long-cherished wish to visit this ancient and beautiful land. Today, I am delighted to come to the Hellenic Parliament and meet with so many parliamentarians and friends from various sectors. Let me first of all extend to you and through you, to the people of Greece my cordial greetings and best wishes. I would also like to take this opportunity to express heartfelt thanks and pay high tribute to all the friends who have contributed to China-Greece friendship over the years.
虽然这是我首次踏上贵国的土地，但我对希腊并不陌生。小时候，就读过许多古希腊的故事。从那时起，我就对古希腊文明产生了浓厚兴趣，她的久远与辉煌一直在深深地吸引着我，令人神往。恢弘神奇的克诺索斯迷宫，壮美粗犷的迈锡尼遗址，雄伟精致的雅典卫城，是古希腊文明留给世人的宝贵遗产。深邃的古希腊哲学思想，壮阔的荷马史诗，不朽的希腊神话具有永久的魅力，给人类以智慧和启迪。苏格拉底、柏拉图、亚里士多德、阿基米德等光辉的名字，永远镌刻在人类文明的史册上。每一个对世界文明起源有所了解的人，都会为希腊民族创造的灿烂文化所折服而景仰。古希腊崇尚智慧、崇尚理性、崇尚科学的精神，始终是我秉持的重要人生信条。我随身携带的书籍中就有古希腊的著作。亚里士多德那句“吾爱吾师，吾更爱真理”的名言，至今仍激励着我。
Although this is my first time to set foot on your soil, Greece is not unfamiliar to me. I read stories about ancient Greece when I was a boy. And since then, I have developed an intense interest in your time-honored civilization and have always been fascinated by its antiquity and brilliance. The Greek civilization has left invaluable assets to humanity: the magnificent Palace of Knossos, the spectacular ruins of Mycenae and the imposing Acropolis of Athens, to name but a few. The profound thoughts of Greek philosophers, the great epics of Homer and the enduring charm of Greek mythology have given wisdom and inspiration to mankind. And the shining names of Socrates, Plato, Aristotle and Archimedes have left a permanent mark in the annals of human civilization. Indeed, anyone familiar with the origin of world civilization cannot but admire the splendid culture created by the Greek people. For me, the ancient Greek virtue of revering wisdom, reason and science has long been a personal conviction. Among the books that I travel with are works of Ancient Greece. And Aristotle's famous line, "Plato is dear to me, but dearer still is truth", has given me constant inspiration.
中国和希腊同为世界文明古国，历史文化底蕴深厚。作为一个中国人，我感到十分自豪。历史就是这样巧合，当古希腊文明处于鼎盛期的时候，正值中国的春秋战国时代，“那是一个需要巨人并且产生了巨人的时代”。特殊的历史背景造就了儒学、道学、墨子、法学等思想流派的百家争鸣，开创了中华文明的繁荣盛景。这个时期形成的精神遗产，尤其是以孔子为代表的儒家文化，为中华文明的发展奠定了重要基础，并传承至今，深刻地影响着中国人的精神世界。中华文明和古希腊文明犹如两颗璀璨的明珠，在世界的东方和西方交相辉映，共同为世界文明发展做出了重要贡献。
Like Greece, my country China is also an ancient civilization with a rich historical and cultural heritage. Being a Chinese, I feel very proud. History has no lack of coincidence. When Greek civilization was at its height, it was the Spring and Autumn and Warring States period (770-221 BC) in China, "a time which called for giants and produced giants". The unique historical setting in China during this period made it possible for a hundred schools of thought to flourish, including, inter alia, Confucianism, Taoism, Mohism and Legalism, thus heralding an era of intellectual prosperity in Chinese history. The legacy from this period, especially Confucianism, set the stage for the development of the Chinese civilization and has profoundly shaped the intellectual world of the Chinese people till this day. From these examples, we can see that like two shining pearls in the East and the West, both the Chinese civilization and the Greek civilization have made major contributions to the progress of world civilization.
当我面对雄伟的帕特农神庙时，思绪万千。在2400多年前的物质条件下，希腊人民需要克服多大的困难，才能建造这样宏伟的建筑！创造出如此灿烂文化的民族，必定是一个充满智慧、自强不息的民族。在历史长河中，希腊民族曾经历过许多的磨难，进行了不懈的奋斗，谱写了无数的辉煌。我深信，这样的民族是不可能被困难压倒的。与希腊民族一样，中华民族也屡经曲折磨难，但多难兴邦，我们没有被困难所吓倒，所征服，而是愈挫愈奋，五千年来绵延不绝，巍然屹立于世界东方。苏格拉底说过：“逆境是磨炼人的高等学府。”中国也有句古语：“艰难困苦，玉汝于成。”各种坎坷和灾难，没有能够阻止我们前进的步伐，而是铸就了两个民族百折不挠的坚定信念和品格。
As I stood before the majestic Parthenon, many thoughts crossed my mind. How hard it must have been for the Greek people to build this impressive structure, given the conditions 2400 years ago. A nation that produced such incredible culture must be full of wisdom and enterprise. The Greek people encountered many vicissitudes in their long history, and won numerous glories through strenuous efforts. I believe that a nation like yours is invincible. Similarly, the Chinese nation has experienced many trials and tribulations, but has never been deterred or defeated. Through hard struggle, the Chinese have emerged from these trials and tribulations stronger and, with a 5000-year uninterrupted civilization, stood firm in the world's East. Socrates once said that adversity is the best school to temper one's willpower. There is a similar saying in China: Out of hardship grows success. Both point to one fact: hardships and calamities did not stop the Chinese and Greek people from moving forward. They have only made us more resilient and indomitable.
在这场百年罕见的国际金融危机中，世界经济遭受了严重冲击，中希两国都经受住了考验。我们高兴地看到，希腊主权债务危机的阴影正在消退，金融市场趋于稳定，财政赤字大幅减少，投资者信心明显增强，经济复苏的前景显露出希望的曙光。我相信，希腊一定会发扬优秀的民族精神，从丰厚的文化传统中汲取智慧和力量，通过艰苦努力，克服暂时的困难，实现新的进步和发展。我们对希腊的明天充满信心。
In the once-in-a-century financial crisis that has battered the world economy in the last two years, both China and Greece have stood the test. We are pleased to note that Greece is coming out of the shadow of sovereign debt crisis. Your financial market is stabilizing, fiscal deficit is fast coming down, investors' confidence is returning, and the prospect of recovery is encouraging. I am convinced that given your outstanding national spirit, your will find strength and wisdom from your rich cultural heritage and make determined efforts to overcome the temporary difficulties and achieve new progress and development. We have every confidence in the future of Greece.
中希两国友好交往源远流长。早在公元前四世纪，中国丝绸就已经输往希腊，希腊人民曾给中国起了一个美丽的名字——“丝之国”。在中国，发源于古希腊的奥林匹克运动家喻户晓，丰富多彩的希腊神话广为流传。中华人民共和国成立后，希腊船东率先冲破封锁，给中国人民运送了急需的物资和设备，对新中国的发展给予了宝贵支持。1972年两国建交以来，希腊政府和人民在涉及中国的重大利益问题上，始终给予我们坚定的支持。希腊政府和人民还为北京奥运会的成功举办做出了重要贡献。中国人民将永远铭记这一切。说起中国人民和希腊人民的友谊，我想起中国当代数学家、中国科学院院士陈省身，他是研究微分几何的。他临终前用颤抖的手写下两个字“希腊”，他对亲人们说，我要回到数学的发源地希腊去了。这件事一直令我感动。
The friendly interactions between China and Greece date back to time immemorial. Chinese silk was introduced to Greece as early as the fourth century BC, hence the lovely name by which the Greeks called China: Seres, the country of silk. The Olympic Games which originated in ancient Greece are well-known in China and the colorful Greek mythology enjoys immense popularity. In the early years of the People's Republic of China, Greek ship-owners were the first to break the embargo and sent us badly needed goods and equipments, providing invaluable support to the development of New China. Since the establishment of diplomatic ties in 1972, the Greek government and people have been steadfast in their support to China on issues concerning China's major interests. What is more, you made important contributions to the success of the Beijing Olympic Games. The Chinese people will never forget what you have done for us. Speaking of the friendship between the Chinese and Greek people, I was reminded of Mr. Chen Xingshen, a contemporary Chinese mathematician in differential geometry and member of the Chinese Academy of Sciences. In his last moments, he wrote down, hand shaking, the Chinese characters for Greece. He said to his family, "I am going back to Greece, the birthplace of mathematics". This has always been a moving story to me.
作为希腊的朋友，中国政府坚定不移地支持希腊，希望通过加强合作为希腊早日克服困难出一份力。我们非常赞赏希腊政府为克服国际金融危机和本国债务危机所作的努力，支持欧盟和国际货币基金组织采取的措施。今年以来中希两国新签订了20个合作协议和商业合同，希腊上半年对华出口较去年同期翻了一番。今后，我们还可以在以下方面进一步深化合作。
China sees itself as a friend of Greece and the Chinese government is firm in supporting Greece. We hope that by intensifying cooperation with you, we can be of some help in your endeavor to tide over difficulties at an early date. We applaud the efforts made by the Greek government to tackle the international financial crisis and the debt crisis. And we support the measures taken by the EU and the IMF in this regard. Since the beginning of this year, our two countries have signed 20 cooperation agreements and business contracts. Greek exports to China in the first half of this year doubled those of the corresponding period of last year.Looking ahead, I believe that we should further our cooperation in the following areas.
——扩大双边贸易。积极开拓新的贸易领域，争取在今后5年内实现双边贸易额翻一番，达到80亿美元。中方愿意更多从希腊进口橄榄油、葡萄酒等适合中国市场需求的产品，使双边贸易在发展中趋向平衡。
First, broaden bilateral trade. We should actively explore new areas of trade and strive to double our trade volume to US$8 billion in five years. China would like to buy more of your olive oil, wine and other products popular among Chinese consumers. This will make our bilateral trade not only bigger, but also more balanced.
——深化海运合作。中方愿与希方共同经营好比雷埃夫斯港集装箱码头，到2015年实现370万箱的吞吐能力。中国政府积极鼓励中方企业以双方港口合作为平台，开展物流合作。鼓励中方金融机构为希腊中小船东在华修造船舶提供融资服务，支持建立中希船舶减排节能研究中心，在保障船舶航行安全、减少废气排放等问题上加强双边合作。
Second, deepen maritime cooperation. We will work with Greece to manage well the Piraeus container terminal and increase its capacity to 3.7 million TEUs by 2015. The Chinese government encourages Chinese enterprises to conduct cooperation in logistics with Greece on the basis of the successful experience in port cooperation. We encourage Chinese financial institutions to provide financing services for the building and repair of ships in China for small and medium Greek ship-owners. And we support the establishment of a research center on emissions reduction and energy conservation of ships. These measures will give a boost to our cooperation on navigation safety and exhaust emissions reduction of ships.
——促进投资合作。继续推动贸易和投资便利化，为两国企业合作创造更好条件。中方鼓励有实力的企业到希腊创业，愿意尽快组织贸易投资促进团赴希腊考察基础设施和新能源等合作项目。
Third, promote investment cooperation. Our two countries should push forward trade and investment facilitation and create better conditions for cooperation between our enterprises. China encourages capable enterprises to set up businesses in Greece and would like to send a trade and investment promotion mission to Greece at the earliest possible date to seek cooperation projects in infrastructure, new energy sources and other fields.
——拓展旅游合作。中希两国旅游资源十分丰富，双方旅游合作潜力很大。我们欢迎希腊加强在中国的旅游推介，愿与希腊探讨发展旅游合作的便利化措施。
Last but not least, expand tourism cooperation. Both of our two countries have rich tourism resources, and there is huge potential for our cooperation in this area. We welcome greater tourism promotion efforts by Greece in China and hope to explore with you measures for facilitating tourism cooperation.

Ladies and Gentlemen,
中国和希腊友好合作的深化，是中欧关系不断发展的缩影。中欧之间的交往源远流长，也走过曲折的道路。以1975年中欧建交为标志，双方关系掀开了新的一页，逐步进入成熟、健康、稳定发展的轨道。政治上，双方关系先后经历建设性伙伴关系、全面伙伴关系、全面战略伙伴关系三次飞跃。经济上，欧盟是中国第一大技术来源地和第四大投资来源地，并且连续6年成为中国的第一大贸易伙伴，中国也跃升为欧盟第二大贸易伙伴。文化上，双方交流互动日益频繁，中国和欧洲许多国家签署了文化交流协定，双边和多边文化交流活动影响深远。在欧洲学习的中国留学生近20万，每年赴欧旅游的中国人超过百万。欧盟在上海世博会设立展馆，是欧盟首次在域外参展世博会。中欧关系的广度和深度已经达到前所未有的水平，双方互为发展进程中不可或缺的重要伙伴。
The ever deepening friendly cooperation between China and Greece is an epitome of the overall relationship between China and the EU, which has also made steady progress. Relations between China and Europe have travelled a long, and sometimes bumpy road. The establishment of diplomatic ties in 1975 opened a new page in China-EU relations and put them on the track of mature, healthy and steady development. Politically, China-EU relations have made three big leaps forward: from constructive partnership to comprehensive partnership and then to comprehensive strategic partnership. Economically, the EU has become China's largest supplier of technology and fourth largest overseas investor. It has been China's largest trading partner for six consecutive years, while China has risen to be the EU's second largest trading partner. On the cultural front, our interactions are getting more and more frequent. China has signed cultural exchange agreements with many EU countries and the impact of cultural exchanges, both bilateral and multilateral, is being felt far and wide. Nearly 200,000 Chinese students are now studying in Europe and each year over one million Chinese tourists come to visit Europe. I would like to make a special mention of the EU Pavilion at the Shanghai World Expo 2010, for this is the first time that the EU participates in a World Expo held outside Europe. In sum, China-EU relations have reached unprecedented breadth and depth and the two sides have become indispensable partners in each other's development endeavor.
中欧关系之所以能排除干扰，不断向前发展，是因为中欧关系发展符合中欧人民的良好愿望，符合双方的共同利益。中欧双方处于不同的发展阶段，经济互补性很强，没有根本的利害冲突，都奉行多边主义，主张维护世界文明的多样性，都是国际体系的积极参与者和建设者。中欧关系的稳定发展，为双方带来了实实在在的利益。欧洲的资本、商品、技术、专利在中国找到了广阔的市场，数万家欧洲企业在华获得了丰厚的利润；物美价廉的中国商品不仅丰富了欧洲的市场，也为欧洲家庭节省了不少开支。在金融危机的困难时期，欧盟的出口下降，但对中国的出口继续攀升。今年上半年，欧盟对中国出口增长了42%，全年有可能接近或达到5000亿美元。欧洲出口增加创造了大量新的就业机会。欧洲的先进技术和管理经验，成为中国产业升级的重要动力；欧洲企业生产的商品，深受中国消费者喜爱。实践证明，中欧之间有竞争，但更多的是合作，我们是相互尊重、平等相待的好朋友，是优势互补、合作共赢的好伙伴。
The reason China-EU relations have kept moving forward despite various interferences is that a sound China-EU relationship meets the aspirations of the Chinese and European people and serves our common interests. As China and Europe are at different stages of development, there is a lot we can offer each other economically. We have no clash of fundamental interests. We both believe in multilateralism, stand for diversity of civilizations, and take an active part in building the international system. The steady progress in China-EU relations has brought real benefits to both sides. Europe's capital, commodities, technology and patents have found a vast market in China and thousands of European companies have reaped handsome benefits. European consumers have not only got a wider choice but also saved a lot of money from China's high-quality yet inexpensive products. At the height of the financial crisis, EU exports to China kept increasing despite the decline in its total exports. In the first half of this year, EU exports to China surged by 42%. Our trade in the whole year may reach US$500 billion. Increase in EU exports to China has brought new job opportunities for Europe. For China, Europe's advanced technology and managerial expertise have played an important part in its industrial upgrading effort and European products are popular among Chinese consumers. It is true that there is competition between China and Europe, but we have far more cooperation than competition. This has been borne out by ample facts. We are good friends who respect each other and treat each other as equals, and we are good partners who benefit from each other's strengths and cooperate for win-win progress.
今天，中欧关系正站在一个新的历史起点上，具有广阔的发展空间。我们的共同目标应该是推动中欧全面战略伙伴关系深入发展，进一步加强全方位合作。中国愿意同欧方加强战略对话，增进理解和信任，消除疑虑，照顾彼此核心利益和重大关切。中国坚定不移地实行互利共赢的开放战略，愿意继续改善投资环境，加强知识产权保护，扩大双边贸易和投资规模，提高技术领域的合作水平；我们也希望欧方尽快承认中国完全市场经济地位，切实放宽对华高技术产品出口限制，坚决抵制贸易保护主义，为双方贸易健康发展创造条件。中方将以更加开放的姿态，巩固和深化与欧方在文化领域的交流与合作，进一步巩固中欧关系的人文基础。中方愿意与欧方在20国集团等重要多边机制中加强沟通与协调，共同应对国际金融危机、气候变化、能源安全、非传统安全威胁等全球性挑战。
China-EU relations are now at a new historical starting point with broad space for further growth. It should be our shared objective to push forward the China-EU comprehensive strategic partnership and step up all-dimensional cooperation. China stands ready to enhance strategic dialogue with the EU to deepen mutual understanding and trust, dispel misgivings and accommodate each other's core interests and major concerns. China is committed to a win-win strategy of opening-up, and will further improve its investment environment, better protect intellectual property, expand trade and investment with Europe and raise the level of our technological cooperation. We hope that the EU for its part will recognize China's full market economy status as soon as possible, ease restrictions on high-tech exports to China and reject trade protectionism so as to foster an environment conducive to the healthy growth of our trade. China will embrace an even more open approach to deepen cultural exchanges and cooperation with the EU that will further strengthen the popular support for our relations. We will step up communication and coordination with the EU in the G20 and other major multilateral mechanisms and jointly respond to such global challenges as the international financial crisis, climate change, energy security and non-traditional security threats.
中国对加强与欧洲的合作，满怀诚意和信心。国际金融危机发生以来，中国领导人多次访欧，频繁会晤欧盟领导人，就是要以实际行动表明，中国政府高度重视对欧关系，愿与欧盟同舟共济。今年以来，欧洲一些国家出现主权债务危机后，我多次向欧洲国家领导人表示坚定支持欧盟和国际货币基金组织采取的措施，明确宣布不减持欧元债券，支持欧元保持稳定。中国政府还派出贸易投资促进团赴欧采购，签署了一系列重要的贸易投资合同，以实际行动支持欧洲克服困难、实现复苏。在双方的共同努力下，今年以来的中欧贸易已超过危机前的水平。中国始终认为，一个团结、繁荣、强大的欧洲，对世界稳定和发展具有不可替代的重要意义。
China is sincere in enhancing cooperation with Europe and we are confident about the prospects of our cooperation. Since the outbreak of the international financial crisis, Chinese leaders have visited Europe several times and had frequent meetings with EU leaders. We want to show with these concrete actions that the Chinese government attaches great importance to our relations with Europe and wants to join you in a concerted effort to tide over difficulties. After the sovereign debt crisis occurred in some European countries earlier this year, I told leaders of European countries on many occasions that China supports the measures taken by the EU and the IMF. I stated in clear-cut terms that China will not reduce its Euro-bond holdings and China supports a stable Euro. We sent trade and investment promotion missions to Europe and signed a series of important trade and investment contracts. All these are specific examples of China's efforts to help Europe overcome difficulties and achieve recovery. I am pleased to note that thanks to joint efforts, China-EU trade has already exceeded the pre-crisis level. It is our firm belief that a united, prosperous and strong Europe has an irreplaceable role to play in promoting world stability and development.
推动中欧关系向前发展，是中国长期的战略方针，而非权宜之计。1978年以来，中国这个古老的东方大国发生翻天覆地的变化，主要是因为我们以无比坚定的决心和勇气实施改革开放，以海纳百川的精神和胸襟学习借鉴世界一切文明成果，同世界各国开展广泛、深入的互利合作。欧洲是世界上发达国家最集中的地区，也是中国学习、借鉴和合作的重要对象。今天，中国虽然国内生产总值、进出口贸易规模等总量指标位居世界前列，但是人口多、底子薄、发展不平衡的基本国情没有根本改变，人均GDP仅相当于希腊的八分之一，全国贫困人口是希腊总人口的3倍以上，广大农村和中西部地区仍然比较落后。中国仍然是发展中国家。中国要彻底改变落后面貌，任务十分艰巨，道路十分漫长。中国的发展，始终需要一个和平稳定的外部环境，需要同包括欧洲国家在内的世界各国加强合作。中国将坚定不移地走和平发展道路，争取和平的国际环境来发展自己，又以自己的发展促进世界和平。这既符合全体中国人民的根本利益，也会给世界带来福祉。
China is committed to advancing China-EU relations. This is not an expediency, but a long-term strategic policy. China, an ancient country in the East, has experienced profound changes since 1978. This is mainly because we have embarked on the path of reform and opening-up with strong determination and courage. We have studied and absorbed the achievements of other cultures with an open and inclusive mind, and carried out extensive and mutually-beneficial cooperation with other countries. Europe is home to the largest number of developed countries. We have a lot to learn from you and there are many areas where we can cooperate. Although China's total GDP and external trade are among the largest in the world, the basic reality about China—a populous country with a weak economic foundation and uneven development—has not changed. Our per capita GDP is only one eighth that of Greece, our poor people are more than three times the population of Greece, and our vast countryside and interior are still underdeveloped. China remains a developing country. For us, to bring a fundamental change to the state of underdevelopment is a long and uphill journey. Our development requires a peaceful and stable external environment and closer cooperation with other countries, European countries included. We will stay on the path of peaceful development. We will endeavor to foster a peaceful international environment for our own development, and at the same time contribute to world peace through our development. This is in keeping with the fundamental interests of the Chinese people and will bring benefits to the whole world.
希腊在欧洲具有重要地位。一位欧洲思想家曾说：“没有古希腊文化及罗马帝国所奠定的基础，也就没有现代的欧洲。”我们衷心希望，希腊在推动中国与欧洲关系发展方面发挥更加积极的作用。
Greece has an important place in Europe. A European thinker once said that without the basis laid by Grecian culture and the Roman Empire, there could be no modern Europe. We sincerely hope that Greece will play an even more active role in building China-EU ties.

The world economic recovery is a tortuous process. To fully emerge from the financial crisis, we need to make joint efforts. As a Greek saying goes, skill and confidence make an army unconquerable. It is by conquering all kinds of crises and challenges that human society and civilization have made continuous headway. The rich heritages of the Chinese and Greek cultures have made our two peoples intelligent and courageous. They are the sources of our confidence and strength. I am convinced that as long as we inherit and carry forward the fine cultural tradition of our forebears, fully rely upon and tap into the wisdom and talent of our people, and tackle difficulties together with greater confidence, we will bring about an even better future.
