Remarks by H.E. Wang Yi at the Reception Commemorating the 25th Anniversary of the Founding of the Shanghai Cooperation Organization

今天，我们欢聚一堂，共同庆祝上合组织成立25周年。我谨代表中国政府，向秘书长和上合组织国家使节表示诚挚祝贺！向长期关心支持上合组织发展的各国友人表示衷心感谢！

Today, we meet to celebrate the 25th anniversary of the Shanghai Cooperation Organization. On behalf of the Chinese government, I would like to express sincere congratulations to the Secretary General as well as ambassadors and other diplomats from SCO countries, and also extend heartfelt appreciation to all those who have long supported the SCO.

25年前的今天，六个创始成员国元首高瞻远瞩，顺应和平、发展时代大势，着眼地区和睦与人民福祉，发起成立上合组织，掀开当代国际关系的崭新一页。

On this day 25 years ago, the heads of state of the six founding members came together to inaugurate the Shanghai Cooperation Organization, demonstrating great foresight, commitment to world peace and development, and dedication to regional harmony and the people’s well-being. The SCO’s founding opened a new chapter in contemporary international relations. 

25年来，成员国团结协作，超越意识形态、社会制度、发展道路差异，坚定支持彼此维护核心利益，共应挑战、共享机遇，世代友好、永不为敌。

– Over the past 25 years, SCO member states, while different in ideology, social system, and development path, have maintained solidarity and cooperation, firmly supporting one another in defending our respective core interests, tackling challenges and exploring opportunities, and nurturing a lasting friendship instead of hostility.

25年来，成员国担当道义，打击“三股势力”，抵御外部干涉，维护国际法治，倡导政治解决争端，推动国际秩序朝着更加公正合理方向发展。

– Over the past 25 years, SCO member states have fulfilled their moral responsibility, fighting terrorism, separatism, and extremism, fending off external interference, safeguarding international law, championing the political settlement of disputes, and shaping a more just and equitable international order.

25年来，成员国共谋发展，共建“一带一路”，对接发展战略，一系列互联互通互利合作带动地区经济，一大批“小而美”民生项目惠及各国人民。

– Over the past 25 years, SCO member states have pursued shared development through Belt and Road cooperation, building synergy between national development strategies, advancing mutually beneficial cooperation that boosts the regional economy through better connectivity, and carrying out a large number of “small and beautiful” programs that improved lives in many communities.

25年来，成员国互学互鉴，开展教育、文化、旅游、卫生、体育、媒体、地方合作，促进妇女、儿童、青年事业，便利民间往来，架起民心相通桥梁。

– Over the past 25 years, SCO member states have learned from one another through educational, cultural, tourism, health, sports, media, and subnational cooperation, advancing the development of women, children, and the youth, facilitating mutual travel, and forging stronger people-to-people ties.

25年来，上合组织培育出互信、互利、平等、协商、尊重多样文明、谋求共同发展的“上海精神”，探索出毗邻国家结伴而不结盟，共守安全稳定、共促发展繁荣的新型区域合作模式，建立起以相互尊重、公平正义、合作共赢为核心的新型国际关系。

– Over the past 25 years, the SCO has fostered the Shanghai Spirit of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. It has evolved a new model for regional cooperation, in which neighboring countries embraced partnerships over alliances and worked together to safeguard security and stability and promote development and prosperity. And it has pioneered a new type of international relations featuring mutual respect, fairness, justice, and win-win cooperation.

当前，百年变局加速演进，国际形势变乱加剧。面对南北鸿沟、地缘冲突、文明隔阂、治理赤字，各国呼唤公平正义、渴望团结合作、向往和平稳定。

Transformations of a kind not seen in a century are sweeping across the globe, resulting in a fast-changing and turbulent international landscape. Faced with the North-South divide, geopolitical conflicts, civilizational estrangement, and gaps in global governance, all countries yearn for fairness and justice, solidarity and cooperation, and peace and stability.

习近平主席胸怀天下，提出四大全球倡议，倡导构建人类命运共同体，指明了时代方向，提供了中国方案。

To this end, President Xi Jinping has put forth the four global initiatives on development, security, civilization, and governance respectively, to support the vision of building a community with a shared future for humanity. They are China’s answers to the key challenges of our time.

上合组织作为当今世界举足轻重的稳定性、建设性、进步性力量，应当更好发挥作用，为促进世界和平、发展、合作、共赢担当尽责，作出表率。

The SCO is a stabilizing, constructive and positive force that carries significant weight. There is much it can do to promote world peace, development, cooperation, and mutual benefit. We can and must set an example for the world.

我们要弘扬“上海精神”。善作善成，让上合组织的合作越推越深，道路越走越宽，关系越理越顺，凝聚力、行动力、感召力持续提升。

– We should carry forward the Shanghai Spirit. Let us deepen our cooperation and make it more sustainable, straighten out various mechanisms, enhance the SCO’s cohesion, efficiency, and appeal, and get more things done.

我们要完善全球治理。践行真正的多边主义，坚持共商共建共享，维护联合国权威和作用，倡导平等有序的世界多极化、普惠包容的经济全球化。

– We should improve global governance. Let us practice true multilateralism under the principle of extensive consultation and joint contribution for shared benefit, uphold the authority and role of the United Nations, and champion an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization.

我们要维护和平安宁。坚持共同、综合、合作、可持续安全观，推动中东和平稳定，帮助阿富汗重建发展，实现地区长治久安。

– We should safeguard peace and tranquility. Let us stay committed to the vision of common, comprehensive, cooperative, and sustainable security, promote peace and stability in the Middle East, help Afghanistan rebuild and develop, and secure lasting stability and better governance in our region.

我们要促进可持续发展。打造经贸投资、互联互通、科技创新、绿色产业、数字经济增长点，加快开发银行筹建，强化产业链、稳定供应链、提升价值链。

– We should advance sustainable development. Let us foster more growth drivers in trade, investment, connectivity, innovation, green economy, and digital economy, move faster in creating an SCO development bank, and strengthen industrial chains, stabilize supply chains, and upgrade value chains.

我们要增进睦邻友好合作。促进人文交流、推进文明对话，支持民间友好，共建和平、安宁、繁荣、美丽、友好的“五大家园”。

– We should enhance good-neighborliness and cooperation. Let us encourage more people-to-people exchanges, intercivilizational dialogue, and friendship between our people, and jointly foster a peaceful, secure, prosperous, beautiful, and amicable region.

在习近平主席和成员国领导人战略指引下，天津峰会擘画了上合组织未来10年发展蓝图，引领组织进入更加团结、更重协作、更富活力、更有作为的高质量发展新阶段。相信今年比什凯克峰会将进一步凝聚各方共识，采取高效行动，推动地区国家“携手迈向可持续和平、发展与繁荣”。

Under the strategic guidance of President Xi Jinping and the leaders of other member states, last year’s Tianjin Summit charted the SCO’s course for the next decade, and ushered our Organization into a new phase of high-quality development that promises greater unity, coordination, dynamism, and effectiveness. I am confident that this year’s Bishkek Summit will build more consensus, catalyze robust actions, and rally regional countries to move together toward sustainable peace, development, and prosperity.

今年是中国“十五五”开局之年。未来5年，中国将坚持高质量发展，不断催生新质生产力，扩大高水平对外开放。上合组织框架下合作始终是中国周边外交优先事项，中国愿同各成员国共享发展机遇，实现合作共赢，开创本地区更加辉煌美好的未来！

China has just launched its 15th Five-Year Plan for economic and social development. The next five years will see China pursue high-quality development, new quality productive forces, and high-standard opening up. SCO cooperation has always been a high priority in China’s neighborhood diplomacy. We are prepared to work with all member states to share development opportunities, realize mutually beneficial cooperation, and create a brighter future for our region.
