很高兴和大家齐聚一堂，共同庆祝中国人民解放军建军99周年。我谨向中国人民的子弟兵致以节日问候，向长期关心中国国防事业和中美关系发展的各界人士表示衷心感谢！

It is a great pleasure to gather with youto celebrate the 99th anniversary of the founding of the Chinese People’s Liberation Army (PLA). First of all, I would like to extend my warmest festive greetings to all servicemen and servicewomen of the PLA, and also express my sincere thanks to all friends who have long cared for China’s national defense and the development of China-U.S. relations.

今年是中国共产党成立105周年。在中国共产党坚强领导下，中国人民解放军走过了极不平凡的光辉历程，是一支当之无愧的威武之师、文明之师、和平之师。新时代新征程上，在习近平强军思想指引下，中国军队有信心、有能力为实现中华民族伟大复兴提供有力支撑，为促进世界和平稳定作出更大贡献。

This year marks the 105th anniversary of the foundingof the Communist Party of China. Under the firm leadership of the Party, the PLA has traveled an extraordinary path, and now proudly stands as a powerful and disciplined force for peace. On the new journey in the new era, guided by Xi Jinping Thought on Strengthening the Military, the PLA has the confidence and capability to provide strong support for the rejuvenation of the Chinese nation, and make greater contributions to peace and stability in the world. 

当今世界很不太平。地缘冲突延宕，阵营对抗回潮，国际安全形势脆弱，单边主义、保护主义抬头，人工智能、气候变化、公共卫生等新老问题交织叠加。越是风高浪急，越需要把稳方向；越是变乱交织，越需要挺膺担当。面对世界之变、时代之变、历史之变，中国始终坚持求和平、谋发展、促合作、图共赢，坚定做世界的和平力量、稳定力量、进步力量。

As wegather today, the world is far from tranquil. Geopolitical conflicts continue to drag on, bloc confrontation is making a comeback, and the international security landscape remains fragile. Unilateralism and protectionism are on the rise, while both traditional and emerging challenges, including AI, climate change, and public health, are increasingly intertwined. The more turbulent the waters are, the more we need to keep to the right direction and step up to the plate. In the face of changes of the world, our times, and history, China firmly pursues peace, development, cooperation, and win-win results, and stays committed to being a force for peace, stability, and progress.

中国是世界和平稳定的压舱石。和平发展不是中国的权宜之计，而是中华文明的深层基因和中国人民的历史抉择。中华文明讲“和而不同”“协和万邦”。古代丝绸之路连接东西，靠的不是战马和炮舰，而是驼队和宝船。新中国成立70多年来，中国没有主动挑起过任何一场战争和冲突，是唯一将和平发展写入宪法和执政党党章的大国。中国坚持防御性国防政策，恪守不首先使用核武器政策，不参加核军备竞赛。中国推进国防和军队现代化，是为了维护自身正当安全利益，也是为了更好维护地区和世界战略稳定。中国是联合国维和行动第二大出资国、安理会常任理事国第一大出兵国。中国的发展就是世界和平与稳定力量的壮大。无论国际形势如何演变，无论自身发展到什么程度，中国都永不称霸、永不扩张、永不谋求势力范围，矢志不渝做维护世界和平稳定的中流砥柱。

China is aballast for world peace and stability. For China, peaceful development is not an expediency, but a decision grounded in our civilization and a committed choice by our people throughout history. Chinese culture values harmony without uniformity, and amity among all nations. The ancient Silk Road connected the East with the West, not with warhorses and gunboats, but with camel caravans and treasure-loaded ships. Over the past seven decades and more since the founding of the People’s Republic, China has never started a war or conflict, and it is the only major country that has written peaceful development into its Constitution and the charter of its ruling party.

Chinapursues a national defense policy that is defensive in nature. It commits to no-first-use of nuclear weapons, and never engages in any nuclear arms race. The reason we are modernizing our national defense and army is to safeguard our own legitimate security interests, and also to better uphold regional and global strategic stability.

China today is thesecond largest contributor to the UN peacekeeping budget, and the top contributor of peacekeepers among the five permanent members of the Security Council. China’s development means a growing force for world peace and stability. No matter how the international situation evolves and how far China develops, we will never seek hegemony or expansion, nor will we seek any sphere of influence. On the contrary, we are committed to remaining a pillar of world peace and stability.

中国是国际挑战危机的解题者。今天，人类面临的和平赤字、发展赤字、安全赤字、治理赤字有增无减，任何国家都不可能独善其身。单边主义只会催生纷争，零和博弈只会刺激对抗，霸道霸凌只会加剧动荡。习近平主席提出构建人类命运共同体重要理念以来，又创造性地提出全球发展倡议、全球安全倡议、全球文明倡议、全球治理倡议，为共建美好世界注入强劲动能，为破解时代难题贡献中国智慧。中国理念并未停留在纸面上，而是落实在行动中。从150多个国家共享“一带一路”合作成果到全球发展项目库1800多个项目进展显著，从乌克兰危机“和平之友”到中方维护和促进中东和平稳定的四点主张，从国际调解院成立到联合国设立“文明对话国际日”，中国始终坚持劝和促谈、开放合作、共商共建共享，为不安宁的世界注入稳定性、确定性和建设性。

China is a problem-solver for international challenges and crises.Today, deficits in peace, development, security, and governance keep growing, and no country could stay immune. Unilateralism will only give rise to strife, zero-sum game will only intensify confrontation, and hegemonism and bullying will only fuel turmoil. After proposing the important vision of building a community with a shared future for humanity, President Xi Jinping has creatively put forward the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, which have injected strong impetus into the efforts to build a better world, and contributed China’s wisdom to tackling challenges of the era.

China’s vision is notjust a statement on paper, but is delivered through concrete action. More than 150 countries are sharing the benefits of Belt and Road cooperation. The over 1,800 programs in the project pool under the Global Development Initiative are making notable progress. From the Group of Friends for Peace on the Ukraine crisis to the four-point proposal on promoting peace and stability in the Middle East, and from the launch of the International Organization for Mediation to the UN resolution on establishing the International Day for Dialogue among Civilizations, China has always promoted talks for peace, upheld openness and cooperation, and advocated extensive consultation, joint contribution, and shared benefits, thus instilling stability, certainty, and constructive momentum into a volatile world.

中国是全球向善共赢的领航员。中国新发展就是世界新机遇。数字经济、人工智能、新能源汽车、低空经济等新质生产力不仅深刻改变中国，更为全球发展提供更多选项。人工智能驱动新一轮科技革命，也带来治理、安全和伦理挑战。不久前的世界人工智能大会上，习近平主席指出，要坚持开放共赢，驱动创新发展；强化风险意识，确保安全可控；鼓励包容并蓄，促进文明互鉴；倡导和衷共济，完善全球治理。中国已倡议成立世界人工智能合作组织，欢迎包括美国在内的各国参加。长征十号乙运载火箭首飞成功，实现全球首次运载火箭海上网系回收，是可重复使用火箭技术的一项重要突破。中国将眼光投向星辰大海，不是为了霸权和殖民，而是为了拓展人类认知边界、服务科技发展进步、促进开放共赢合作。

China is a pioneer in making the world a better place through win-win cooperation.China’s further development brings new opportunities to the entire world. New quality productive forces represented by digital economy, AI, electric vehicles, and low-altitude economy have not only profoundly reshaped China, but also provided more options for global development. While driving the new round of technological revolution, AI has also posed governance, security, and ethical challenges. At the 2026 World AI Conference held recently, President Xi Jinping called for joint efforts to adhere to the principle of openness and win-win, and boost innovation-driven development; to strengthen risk-awareness, and ensure that AI is secure and controllable; to encourage inclusiveness, and promote mutual learning between civilizations; and to advocate solidarity, and improve global governance. We have initiated the World Artificial Intelligence Cooperation Organization (WAICO), and we welcome the United States and other countries to participate.

I believe many of you here have also noticedthe successful maiden flight and the world’s first-ever net-capture recovery of the Long March 10B carrier rocket, a major breakthrough in reusable rocket technology. China sets its sights on the vast universe not to seek hegemony or colonization, but to help push the boundaries of human knowledge, facilitate the progress of science and technology, and promote openness and win-win cooperation.

各位朋友！

Dear friends,

当前形势下，中美作为世界前两大经济体、联合国安理会常任理事国和核大国，对维护世界和平稳定、促进全球发展繁荣肩负特殊重要责任，只有对话合作的责任，没有冲突对抗的理由。今年5月，习近平主席同特朗普总统在北京举行历史性会晤，同意构建中美建设性战略稳定关系，明确两国将朝着合作为主、竞争有度、分歧可控、和平可期的方向努力，探索新时代大国正确相处之道。必须指出，中美关系企稳向好的势头来之不易，应当倍加珍惜，最重要的是采取行动不折不扣落实元首会晤共识，把中美建设性战略稳定关系新定位转化为实实在在的举措，拉长合作清单，压缩问题清单。中方将坚定维护自身的主权、安全和发展利益，台湾、民主人权、道路制度、发展权利是中方的四条红线，不容挑战。“台独”与台海和平水火不容，美方应恪守一个中国原则和中美三个联合公报，慎之又慎处理台湾问题。

Under the current situation, as the world’s two largest economies, permanent members of the UN Security Council,and nuclear-weapon states, China and the United States share a special and important responsibility for maintaining world peace and stability and advancing global development and prosperity. We have every obligation to pursue dialogue and cooperation, and no single reason for conflict or confrontation. During their historic summit in Beijing this May, President Xi Jinping and President Donald Trump agreed to build a constructive China-U.S. relationship of strategic stability, making clear that our two countries will work toward a relationship with cooperation as the mainstay, competition within proper limits, manageable differences, and expectable peace, and explore a right way to get along in the new era.

It needs to be noted that the stabilizing and improving momentum in China-U.S. relations has not come easily, and should be doubly cherished.The most important thing now is to take concrete actions to faithfully implement the common understandings reached between the two Presidents, translate the new vision of a constructive China-U.S. relationship of strategic stability into real actions , and keep expanding the list for cooperation while shortening the list of problems.

Meanwhile, China will resolutely safeguard its sovereignty, security, and development interests. Taiwan, democracy and human rights, path and system, and development rights are China’s four red lines, which should not be challenged.  “Taiwan independence”and cross-Strait peace are as irreconcilable as fire and water.  We hope the U.S. side will adhere to the one-China principle and the three Sino-U.S. Joint Communiqués, and exercise extra caution in handling the Taiwan question.

历史和现实一再告诉我们：世界足够大，容得下中美两国各自发展、共同成功；时代课题足够多，更需要中美两国胸怀全球、担当作为。站在新的历史起点上，希望美方与中方相向而行，以中美建设性互动引领国际合作，以中美战略稳定促进世界和平，共同走出一条新时代相互尊重、和平共处、合作共赢的正确相处之道，为人类和平与发展事业作出新的贡献。

Both history and reality have proventime and again that the world is large enough for China and the U.S. to develop respectively and thrive together. Facing so many challenges during our times, it is all the more important for China and the U.S. to live up to our shared responsibility for the global good.

Atthis new historical starting point, we hope the U.S. side will work with us in the same direction to advance international cooperation through our constructive interactions, and promote world peace with bilateral strategic stability, so as to jointly explore a right way to get along in the new era based on mutual respect, peaceful coexistence, and win−win cooperation, and make new contributions to human peace and development.
