香港立法会委员拟提弹劾梁振英动议
Pressure Mounts on Hong Kong Leader


香港政坛的分歧本周有所扩大,立法会亲民主议员试图弹劾受北京支持的香港特区领导人。这是中国内地与曾为英国殖民地的香港之间关系紧张的又一表现。
Hong  Kong's political divide widened this week with an attempt by pro-democracy legislators to impeach the city's Beijing-backed leader, another indication of the difficult relationship between mainland China and the former British colony.

这是香港的首次弹劾行动,甚至支持者也认为该行动基本只具象征意义,但却是一系列反对梁振英抗议活动中的最新一起。梁振英由一个多为亲北京人士组成的选举委员会选出,去年7月担任香港特首。2013年元旦,数千名香港市民上街游行,要求梁振英辞职。
The city's first impeachment effort, one even its backers consider largely symbolic, is the latest in a string of protests against Leung Chun-ying, who became chief executive in July after being selected by a largely pro-Beijing committee. On New Year's Day, thousands of residents marched to call for Mr. Leung's resignation.

香港1997年回归中国,当时承诺香港市民将保留新闻自由等权利,并且最终将实现港府领导人普选。但随着亲民主活动人士认为这些权利被日渐侵蚀,加上对香港内地化的担心,香港与北京的关系也逐渐紧张起来。
Hong Kong was returned to China in 1997 with the promise its people would retain their rights, including freedom of the press, and eventually elect their leader. But there has been growing tension with Beijing as pro-democracy activists see an erosion of those rights and worry that Hong Kong is being subsumed into China.

北京希望看到一个稳定的香港,这不仅是因为香港的金融系统对于中国内地的增长来说很重要,也是因为下届香港特首预计将于2017年普选产生,心有不满的选民届时可能会挑选中国领导人不赞成的候选人担任特首。
Beijing wants a stable Hong Kong, in part because the city's financial system is important for China's growth, but also because the city's next chief-executive election, in 2017, is expected to be democratic and dissatisfied voters could pick a candidate of which China's leaders don't approve.

梁振英自上台以来一直饱受批评。香港科技大学(Hong Kong's University of Science and Technology)政治学者成名说,梁振英与北京有着广泛联系,这令人们更加担心,他由北京方面一手栽培,服从的是北京的安排,而不是把香港人的利益作为第一要务。
Mr. Leung has emerged as a lightning rod for criticism. He has extensive ties to Beijing, which helped stir fears that Mr. Leung 'is the handpicked person toeing the line of Beijing rather than making the interests of Hong Kong people top priority,' said Dixon Sing, a political scientist at Hong Kong's University of Science and Technology.

梁振英上台后,香港市民曾多次举行大型公开示威活动,而新年元旦的抗议不过是最近的一次。组织者说,元旦的抗议活动有13万人参加,警方估计有2.9万人。在香港,警方与组织者就示威活动参与人数的估计一般都相去甚远。
Mr. Leung's tenure has already been marked by large public demonstrations. The New Year's Day protest, which organizers said involved 130,000 participants while police estimated 29,000, was just the latest. Police and organizers typically have widely disparate crowd estimates in Hong Kong.

梁振英去年7月宣誓就职那天,香港也发生了抗议。组织者估计有40万人参加,警方认为只有6.3万人。去年9月,有至多12万人举行抗议,反对一项在香港公立学校开设亲内地爱国主义课程的强制性计划。梁振英后来被迫放弃了该计划。
Mr. Leung's inauguration in July was met with a protest that organizers estimated at 400,000 and police put at 63,000. As many as 120,000 protested in September to oppose a mandatory plan to adopt pro-China patriotism lessons in public schools, forcing Mr. Leung to abandon the initiative.

这种愤怒在香港立法会也看得到。自去年9月选出了多位更激进的亲民主议员后,香港立法会便呈现出了越来越两极化的走势。梁振英欲扩大长者津贴的努力去年底遭遇了长达数小时的议事阻挠,最后演变成令人难堪的闹剧。
The anger is also present in the city's legislature, which has grown more polarized since the September election of a number of more-radical pro-democracy members. Mr. Leung's attempt to expand public subsidies for the elderly devolved into ugly legislative fights amid hours of filibustering late last year.

周三,香港27位亲民主派议员预计将对梁振英提出弹劾动议。这些议员指责梁振英在私宅违规搭建问题上说谎。梁振英赢得特首选举后这一问题被曝光。但他并未回应这些议员的指控,只说在处理僭建问题时存在疏忽,并一再表示道歉。
On Wednesday, the city's 27 pro-democracy lawmakers are expected to make an impeachment motion against Mr. Leung. They are accusing him of lying about a series of illegal structures that were found on his property after he won office. Mr. Leung hasn't responded to the lawmakers' allegations, but has said he was negligent in his handling of the structures, and has apologized repeatedly.

虽然梁振英的僭建问题(包括未经授权在花园搭建棚架和玻璃天篷)相对不算严重,但这引发争议的部分原因在于,梁振英是在其主要竞选对手的宅邸违法建造大型地下室的消息被曝光之后赢得竞选的。在香港,直到最近这些政治争议发生前,违章搭建问题基本被有关部门忽略。
While the structures were relatively minor─they included an unauthorized garden trellis and a glass canopy─they became controversial in part because Mr. Leung won office after a large illegal basement was discovered at the home of his leading political rival. In Hong Kong, these structures have been largely ignored by authorities until the recent political controversies.

梁振英成功挺过了去年12月的不信任投票。反对派议员已经得到了发起弹劾程序表决所需的25%议员的支持。过去几周来反对派议员一直在为此举争取支持。投票将于周三举行。但想进入下一个阶段则必须得到亲港府议员的支持,但这些议员已经表示不会支持这项动议。弹劾程序如能进入下一阶段,则将成立一个委员会调查梁振英被指控的多项问题。
Mr. Leung survived a no-confidence vote in December. Opposition legislators, who have been gathering support for the move for weeks, have the backing of the 25% of lawmakers needed to force a vote on the impeachment proceedings. That vote is expected Wednesday. But to move ahead to the next stage─the creation of a committee to investigate the chief executive's alleged failings─would require the support of pro-government lawmakers, who have said they wouldn't back it.

Even its backers admit the move to impeach Mr. Leung is 'quite unlikely' to garner a majority in the 70-member legislature, said Civic Party lawmaker Dennis Kwok, who helped draft the motion. Mr. Leung has removed the structures, which absolves him from criminal liability.

不过郭荣铿说,他希望弹劾动议能给公众敲响警钟,引发社会进一步加大对梁振英政府的抵制。
Still, Mr. Kwok said he hopes the impeachment effort will act as a 'wake-up call' to the public, and spur greater resistance to Mr. Leung's administration.

虽然从未受到香港民众的普遍欢迎,但梁振英却推出了一系列民粹主义政策,其中包括减轻贫困的种种举措以及给香港楼市降温。目前香港房价处于全球最高之列。
Mr. Leung, while never broadly popular in Hong Kong, has launched a raft of populist policies, including efforts to alleviate poverty and cool the city's housing market, which currently ranks as the world's priciest.

但这些举措并没有为梁振英赢得多少公众的善意,相反却令他进一步疏离了香港权势很大的商界领袖。香港大学(University of Hong Kong) 民调数据显示,自上任以来梁振英的支持率从最高56%跌至49%。
Such efforts haven't won Mr. Leung much public goodwill and have further alienated him from the city's powerful business leaders. His approval rating has dropped since taking office to 49% from a high of 56%, according to polling data from the University of Hong Kong.

梁振英大力支持陆港两地进一步融合的做法则引发外界担忧,即香港的身份认同将会消失。每年约有2,800万内地居民到香港置业、采购奢侈品甚至产子。这令人口已有700万的香港变得异常拥挤,港人的怒火不时爆发。
Mr. Leung's strong support of greater integration with the mainland has raised concerns that Hong Kong's identity will disappear. Every year, 28 million mainland Chinese visit Hong Kong to buy property and shop for luxury goods, and even give birth, crowding the city of seven million and causing tempers to occasionally flare.

一系列的公众集会令中央政府感到焦虑。去年12月末中央政府公开表示对陷入困境的梁振英的支持。当时梁振英飞到北京同中国国家主席胡锦涛和国务院总理温家宝会面。
The rallies are a source of anxiety for Beijing, which at the end of December made a show of public support for the embattled leader, who flew to Beijing to meet President Hu Jintao and Premier Wen Jiabao.
