BEIJING: Theannual plenum of the Communist Party of China began on Monday focusing on the"rule of law", a concept which has democratic undertones.

北京：中国GCD年度全体会议于周一召开，核心内容为“依法治国”，这个概念蕴含着民主色彩。

This comes in thebackdrop of pro-democracy movement in Hong Kong. Sources said this is a response to rising democraticaspirations among the youth.

这次会议是在香港民主运动的背景下召开的。有消息人士指出，这是对年轻人群日益增长的民主诉求的一个回应。

Sources critical to the move said it will only add to the armory of anti-graft inspectorsand enhance president Xi Jinping's command and control. This was also evident in comments bya party official who said in Beijing that provincial officials misusing powerwill be punished using rule of law.

此项举动的关键出发点在于，其不仅会给反腐巡视小组提供以有力武器，而且加强了Xi主席的指挥和控制力。这在一位北京的GCD高官的评论中体现的非常明显，他声称，地方行政人员谁敢滥用权力，谁就会被依法惩处。

The 4-day plenum will discuss "majorissues concerning comprehensively advancing rule of law,"the official Xinhua news agency said.

新华社发表的官方声明称，为期四天的全体会议将主要讨论“关于全面建设法治社会的重要问题”。

"The goal is to set the tone for the CPCto promote rule of law in China in an all-rounded manner under newcircumstances," it said.

它同时还表示，这次会议的主要目标是为中国GCD在新的环境形势下在中国全面推进依法治国设立一个基调。

Elaborating on the concept, Xinhua said, "Never before has the notioncarried so much weight in a country that hasfor thousands of years championedthe efficiencyof "rule of man" over rule of law."

新华社详细阐述了这一概念，在一个国家中，没有什么比“依法治国”这一观念更为重要，即使几千年来国家一直在捍卫着“人治”大于“法治”这一观念的有效性。

Chinese leaders see no conflict between the ruleof the party and the rule of law, said Xie Chuntao, a director atthe Party School, told journalists at the All China Journalists'Association on Monday. Many of the ills facing China includingcorruption, unfair competition and misuse of power was caused because of insufficientrule of law, he said.

周一，中央党校主任谢春涛于ACJA（中华全国新闻工作者协会）上告诉记者，中国的领导人认为党治理国家和依法治国之间没有冲突，中国所面临的多种弊病，包括贪污腐败、不公平竞争、权力滥用等，其原因都是因为“依法治国”实施不到位。

Xi set the ball rolling for bringing about ruleof law immediately after taking over as the party general secretary in November2012. One of his major moves was to abolish the decades old system of laborcamps in which convicts slaves for years on end

自2012年11月接任中共中央总书记以来，习立即展开并推进了依法治国。他的一大举措就是废止了已经实行了数十年的陈旧的劳动集中营（劳改所）制度，在这种制度下，罪犯们需要积年累月的如奴隶般工作。

The Supreme People's Court has given moreindependence to lower courts and to lawyers who took up cases for accusedindividuals and parties. It has also enhanced monitoring ofdeath penalty.

当个人或团体遭受指控时，最高人民法院给予了承办案件的律师和地方法院更多的自主性。同时，它还加强了对死刑的监控力度。

Over the next few days, over 200 partyofficials will listen to speeches from leaders on how "rule of law"can help solve even economic ills like industrial overcapacity, real estatebubbles, shadow banking, rising municipal debt, low growth of private sectorand insufficient innovation.

在接下来的几天里，超过200位党内官员将会聆听领导人们关于依靠“依法治国”解决经济弊端的发言，包括产业过剩、房地产泡沫、影子银行、地方政府债务不断增长、私人企业的低增长率和创新不足等问题。
