Forging Ahead Together: A New Chapter for China–California Cooperation

——谢锋大使在2026年中国—加州经贸论坛上的致辞

各位来宾，各位朋友：

Dear Guests and Friends,

很高兴参加2026年中国—加州经贸论坛。加州既是美国历史上的“边疆”（frontier），也是中美地方合作的“前沿”（frontier）。2013年，在习近平主席亲自关心推动下，首个中美省州间工作组“中国省与美国加州贸易投资合作联合工作组”正式成立。2016年以来，中国—加州经贸论坛在工作组框架下已成功举办7届，成为中美地方合作的标志性品牌活动。

It is a great pleasure to join you at the 2026 China–California Business Forum. California has long been a frontier in American history. It is also at the frontier of subnational cooperation between China and the United States. In 2013, with the attention and support of President Xi Jinping, the China Provinces and US California Joint Working Group on Trade and Investment Cooperation was established. It was the first working group of its kind between China and the United States. Since 2016, the China–California Business Forum has been successfully held seven times under this framework. It has become a signature platform for local cooperation between our two countries.

今年以来，虽然外部环境变乱交织，但中国经济起步有力、向新向优，首季成绩单亮点纷呈。今年3月中国全国两会胜利召开，审议通过了“十五五”规划，擘画了中国式现代化今后5年战略蓝图。越来越多人看到，一个政策稳定、繁荣发展、更加开放的中国，既是全球经济增长的稳定之锚，也为各方提供了共享红利的机遇之窗。作为美国人口和经济规模第一大州、世界第四大“经济体”，加州与中国是优势互补的天然伙伴。新形势下，我愿就促进双方经贸合作提四点建议：

Despite a fluid external environment, the Chinese economy has made a strong start this year, advancing toward higher-quality growth, building new momentum, and delivering a first-quarter performance with many bright spots. At China’s annual “Two Sessions” this March, we adopted the 15th Five-Year Plan, laying out the strategic blueprint for Chinese modernization over the next five years. More and more people have come to see that a China with stable policies, dynamic growth and greater openness is not only an anchor of stability for the global economy, but also a window of opportunity for all parties to share in China’s development dividends. California, as the most populous and largest state economy in the United States — and the world’s fourth-largest “economy” in its own right — is a natural partner for China. Our strengths are highly complementary. Under the new circumstances, I would like to offer four suggestions for our economic and trade cooperation.

首先，聚焦民生福祉，做为民造福的行动派。目前中国拥有全球规模最大、最具成长性的4亿多中等收入群体，预计到2035年将增加到8亿人。未来5年，中国将坚持民生导向、投资于人，民生保障由“有”向“优”覆盖全人群、全生命周期，释放内需潜力与增进民生福祉、促进人的全面发展同频共振。加州是农业、物流、贸投、文旅和高科技产业重镇，长期是在美中资企业、留学生和游客数量最多的州，去年对华贸易额近900亿美元、领跑全美，每5个往返中美的集装箱中，就有2个经加州港口进出。双方应加强优势产业对接，维护产供链和物流网稳定畅通，助力更多优质商品和服务“走出去”“引进来”，不断满足太平洋两岸民众日益增长的美好生活需求。

First, we should focus on people’s well-being and deliver real benefits to our peoples. China is home to the world’s largest middle-income group — over 400 million strong today and expected to reach 800 million by 2035. Over the next five years, China will continue to put our people first and invest in its people. We will improve public services, expand quality social support across the full life cycle, unlock domestic demand, and promote all-round development of our people. California is a powerhouse in agriculture, logistics, trade, investment, tourism and high technology. It has long been home to the largest number of Chinese companies, students and tourists in the United States. Last year, California’s trade with China approached 90 billion U.S. dollars, leading all U.S. states. Two out of every five containers moving between China and the United States passed through Californian ports. We should better connect our strengths, keep supply chains and logistics networks stable and smooth, and bring more quality goods and services to people on both sides of the Pacific.

第二，拥抱绿色动能，做可持续发展的践行者。中国已建成全球最大、发展最快的可再生能源体系，拥有世界最大、最完整的新能源产业链。未来5年，中国将坚持生态优先、绿色发展，协同推进降碳、减污、扩绿、增长，积极稳妥推进和实现碳达峰，为全球生态文明建设、环境与气候治理作出更多贡献。加州是美国清洁能源转型的“领头羊”，也是积极参与国际绿色合作的“模范生”，近日获准成为世界自然保护联盟全球首个次国家级成员。双方可在清洁能源、环保材料、碳捕集利用与封存等绿色技术领域加强联合攻关，在绿色债券、气候基金、碳交易等绿色金融领域促进资金融通，携手共建清洁、美丽、可持续的世界。

Second, we should embrace green growth and advance sustainable development. China has built the world’s largest and fastest-growing renewable energy system, as well as the most complete new-energy industrial chain. Over the next five years, China will continue to prioritize green development. We will advance carbon reduction, pollution control, green expansion and growth in a coordinated way, moving toward carbon peak in an active yet steady way. That will enable China to make new contributions to global climate and environmental governance. California is a leader in America’s clean-energy transition and an active player in global green cooperation. It was recently approved as the world’s first subnational member of the International Union for Conservation of Nature. China and California can deepen cooperation in clean energy, green materials, carbon capture, utilization and storage. We can also expand green finance cooperation in green bonds, climate funds and carbon markets. Together, we can help build a cleaner, more beautiful and more sustainable world.

第三，支持开放合作，做面向世界的合伙人。今年以来，中国发展高层论坛、中关村论坛宾朋满座，消博会、广交会万商云集，北京车展引爆全球车圈，海南自由贸易港交出封关“百日答卷”，内蒙古自贸试验区揭牌，一季度全国新设立外商投资企业同比增长11%。未来5年，中国将稳步推进制度型开放，有序扩大服务领域自主开放，进一步扩大增值电信、生物技术、外商独资医院等领域开放试点，推进贸易平衡发展，扩大双向投资合作，以高水平对外开放同世界共享发展新机遇。欢迎加州继续与中国同行，书写更多“在中国、为中美、向世界”的共赢新篇。

Third, we should uphold openness and become partners with a global vision. This year, the China Development Forum and Zhongguancun Forum embraced guests from around the world. The Consumer Expo and Canton Fair drew thousands of businesses. The Beijing auto show captured global attention. The Hainan Free Trade Port delivered strong results in its first 100 days of independent customs operations. The Inner Mongolia Free Trade Zone was officially launched. In the first quarter, newly established foreign-invested enterprises in China grew by 11 percent year on year. Over the next five years, China will steadily advance institutional opening-up, expand access in services, further open up pilot sectors such as value-added telecommunications, biotechnology and wholly foreign-owned hospitals, promote balanced trade, and expand two-way investment. Through high-standard opening-up, China will share new opportunities with the world. We welcome California to continue moving forward with China, and to write more win-win stories — rooted in China, benefiting both countries, and serving the wider world.

第三，释放创新活力，做引领未来的开拓者。中国全球创新力排名已跻身前十，“人工智能+”赋能千行百业。中国完整产业体系、丰富人才资源叠加海量多元应用场景，造就独一无二的创新生态系统。未来5年，中国将以科技创新和产业创新融合催生新质生产力，着力培育新兴产业，前瞻布局未来产业，为全球创新发展注入强劲动力。闭门造车、画地为牢只会自缚手脚，脱钩断链、封锁围堵阻挡不住创新脚步。加州硅谷等地汇聚全球顶尖人才和前沿技术，双方可在信息技术、人工智能、具身智能、生物医药、低空经济、新型储能等领域强强联合，推动更多“从0到1”的奇思妙想快速转化为“从1到N”的现实产品，在探索星辰大海的征程上推动人类社会发展进步。

Fourth, we should unleash innovation and become pioneers of the future. China now ranks among the world’s top ten most innovative economies, with “AI plus” fast empowering industries across the board. With a complete industrial system, a deep talent pool and vast application scenarios, China has built a unique innovation ecosystem. Over the next five years, China will integrate technological and industrial innovation, foster new quality productive forces, cultivate emerging industries, and plan for future industries. That will add fresh momentum to global innovation. Innovation cannot thrive behind closed doors. Decoupling, disruption, blockade and containment won’t stop its momentum. California, including Silicon Valley, brings together world-class talent and frontier technologies. China and California can join forces in many fields, from information technology and artificial intelligence to embodied intelligence, biomedicine, the low-altitude economy and new energy storage. Together, we can turn more bold ideas into real products, leaping from “zero to one”, and then from “one to many”. When we reach for the stars and seas, we are helping advance the progress of humanity.

各位朋友，

Dear Friends,

世界越是动荡不安，中美关系的战略价值就越是凸显。一个稳定、健康、可持续发展的中美关系既是两国人民之愿，也是国际社会之盼。正是在加州，习近平主席深刻指出，中美不打交道是不行的，想改变对方是不切实际的，冲突对抗的后果是谁都不能承受的，相互尊重、和平共处、合作共赢应该是中美共同努力的方向。今年是中美关系“大年”，高层交往重要议程已经按下“启动键”。希望加州继续以面朝大洋的开放姿态、敢为人先的开拓精神，为探索新时期中美相互尊重、和平共处、合作共赢的正确相处之道贡献力量。

The more turbulent the world becomes, the more important China–U.S. relations are. A stable, sound and sustainable China–U.S. relationship is the shared wish of our two peoples and the aspiration of the international community. It was here, in California, that President Xi Jinping pointed out that China and the United States cannot turn their backs on each other; that it is unrealistic for one side to remodel the other; and that conflict and confrontation would bring consequences neither side can bear. Mutual respect, peaceful coexistence and win-win cooperation should be the direction of our joint efforts. This year is an important year for China–U.S. relations. The agenda for high-level interactions has already been set in motion. We hope California will continue to draw on its openness and pioneering spirit, and contribute to finding the right way for China and the United States to get along in the new era — with mutual respect, peaceful coexistence and win-win cooperation.
